How we monitored it

The story so far

It has proved challenging to establish indicators to monitor the use of “Our Code”.For example is a good indicator the high use of “Our Code” or low use? How do we know when “Our Code” has been used? Do users even still recognise that their current ability to discuss behaviour openly may have come about because of the culture developed by “Our Code”? Solutions are welcome!  

In the past the original group discussed whether the number of calls to what was then an advisory service could be a measurement of success. It decided this was an untrustworthy measurement.  An increase in number of calls might be positive, meaning that the advisory service was being used. But it might also be negative; a sign that more people had to use “Our Code”, suggesting it was failing in its attempt to shape the culture of the Council.

Two initial measurements were identified

  • Surveying employees.
  • Measuring the effectiveness of the original Advisory Group.
