Scrutiny

Subject to the provisions of the Scheme of Delegation, Scrutiny Committees (Governance & Audit Committee and Service Delivery & Performance Committee) will discharge the following functions in relation to their respective remits:-

(i) monitor the performance of the Executive, services and council funded 3rd party or arms length organisations against service delivery and financial targets
(ii) consider decisions of the Executive which have been called in under Standing Order 93


Scrutiny Committees will also have the following powers:-

(i) to invite individuals and/or representatives of organisations with expertise or interest in aspects of their remit to attend and/or contribute to meetings, either as regular participants or for a specific issue;
(ii) to require the Executive member with relevant responsibility and/or the relevant officer to attend meetings and answer questions on matters called-in;
(iii) to request other members of Council and outside organisations to attend meetings and/or give evidence and advice, and,
(iv) to submit comments and recommendations to the Executive and the Council.
