Single Outcome Agreement
In support of the new working relationship with the Scottish Government established by the Concordat of November 2007, each council has developed a Single Outcome Agreement that sets out agreed outcomes for the local area and how these contribute to national objectives. Stirling Council's Single Outcome Agreement has been developed in tandem with Shaping Stirling, the Council's Strategic Plan for 2008 – 2012, and both documents were developed within the context of the Stirling Community Plan. The Community Plan was approved in 2006 following consultation with the community and a scenario planning exercise with partners and community representatives. The Stirling Community Planning Partnership has also been included extensively in the development of the Single Outcome Agreement, including the setting of appropriate outcome targets.
Shaping Stirling: Strategic Plan 2008 – 2012
Shaping Stirling, the Council's Strategic Plan for 2008 – 2012, is closely aligned with the Single Outcome Agreement and describes the actions needed to achieve the outcomes agreed. Shaping Stirling should be viewed as the delivery plan for the Single Outcome Agreement. We can't achieve everything at once, and some of the changes we're working towards will take longer than four years to deliver, but the plan will shape our day-to-day work towards these agreed, shared goals. The specific milestones in relation to each action and the key dates are listed in the appendix.
Shaping Stirling sets out our strategic priorities for the next four years, which are to make the Stirling area a place:
- That is open for business
- With jobs and opportunities for all
- Where lifelong learning is valued and encouraged
- Where improved wellbeing adds years to life – and life to years
- With a high a quality environment
In addition to these strategic priorities, three strategic themes underpin the work we do: making services better, encouraging participation and responsibility, and making Stirling more sustainable.
