Achievements

Consultation and involvement were critical success factors in the Balfron Project and were again a key to successfully delivery of the PPP Project. A project management structure was agreed with a project Steering Group led by the Director of Children's Services at the outset of the Project. The Steering Group has representatives from headteachers, parents, trade unions and the Scottish Government as well as from all interested parties within Stirling Council.

Consultation and communication have been hallmarks of the PPP Project. The Steering Group has sought to ensure that all stakeholders have been given a voice through the various sub-groups to the Steering Group - the School Reps Group, the Raploch Campus User Group and the Facilities Management Group. The Council intends to continue to work openly with schools, teachers, parents, pupils and members of local communities.

The Council is abiding by the joint Protocol on Employment Issues signed between the Scottish Government and the STUC to ensure employee rights are protected and Best Value for the Council is achieved. The Protocol is also about Trade Union involvement throughout the whole procurement process and there are two Trade Union Representatives (one for teaching and one for support staff) on the Steering Group.
