Stirling's Major Growth Area, 2nd Alteration to the Stirling Council Local Plan
A 2nd Alteration to the Stirling Council Local Plan was adopted in October 2006. This takes forward proposals for a new village with 2,500 houses and associated facilities at a site called Durieshill, south-east of Stirling.

This page explains the process to date and includes, where possible, links to all the relevant documents and reports. It should assist you in understanding why this development is proposed and what the Council is seeking to achieve. This is a major development to cater for Stirling's new housing requirement to 2017. It will have implications in terms of the environment, traffic and for neighbouring communities. A new high school is proposed as part of an education campus and this may serve a wider catchment including the villages of Cowie, Plean and perhaps Fallin. Other proposals include additional Green Belt, a potential new rail station, community facilities and local shopping.

The Reporters Report was received in June 2006 and the Council's Environment Committee at 15th June 2006 accepted her recommendations. Objections to these as highlighted in the Post Inquiry Modifications Report were received by 11th August 2006.
Stirling Council's Executive, 19th September 2006, approved the process towards adoption and delivery of the Second Alteration. The Minutes can be viewed here.
A Notice was placed in the Stirling Observer (27th September) and Scottish Ministers and all objectors were notified of the Council's intention to adopt the Plan on 27th October, 2006.
Ministers did not call in the Plan or make modifications to it in the period up until the 27th October 2006.
A legal challenge was lodged in November 2006 by the Bellway, Hallam, Taylor, Woodrow Development Consortium. This was heard at the Court of Session in May 2008 and subsequently dismissed on 9th July 2008.
