Strategic Environmental Assessment and Planning
The Environmental Assessment (Scotland) Act 2005 (definition).
The Council has determined that Strategic Environmental Assessment is necessary for a proposed change to planning policies relative to 'Housing in the Countryside'.
After a screening procedure to determine the requirement for environmental assessment a Scoping Report. was prepared and the relevant Consultation Authorities, the Scottish Ministers (acting through Historic Scotland), Scottish Environment Protection Agency and Scottish Natural Heritage consulted to consider the content of the Draft Environmental Report.
The Draft Environmental Report identifies, describes and evaluates the likely significant effect on the environment of implementing the Draft Supplementary Planning Guidance 'Housing in the Countryside' and its reasonable alternatives as by the 2005 Act.
By virtue of Section 16(2)(a) of the Environmental Assessment (Scotland) Act 2005, the Draft Environmental Report is available for public consultation and can be viewed from the link below and has been deposited at the following locations.
Environment Services, Stirling Council, Viewforth, Stirling, FK8 2ET, and at all local libraries.
The deposited document is available for inspection free of charge.
Expressions of opinion on the Draft Environmental Report and the draft Housing in the Countryside Policy (link below) can be made in writing to Head of Planning and Regulation, Stirling Council, Viewforth, Stirling, FK8 2ET, before 10th December 2008. These should state the name and address of the author, the matters to which they relate and the grounds on which they are made.
