Local Authorities have a passenger transport responsibility because people need to gain access to places, activities and services essential for leading a full and active life:
- places of work
- shops
- schools and colleges
- hospitals, doctors and other medical facilities
- leisure facilities - cinemas, swimming pools etc.
- the countryside
Traffic congestion in urban centres is a worldwide problem that very few governments or local authorities have been able to tackle effectively.
Parking policies, restrictions on goods vehicles, better public transport and traffic management are a few of the measures that have been implemented in the attempt to improve traffic conditions.
