Excess Waste Enforcement

Stirling Council households are provided with a single 240-litre Grey wheelie bin for household refuse as standard.  It is emptied fortnightly, bin lids must be fully closed and side waste is not accepted, as noted in our service standards.

Waste that will not fit entirely inside the bin and any additional separate bags of rubbish are 'excess waste.'

Excess waste is not acceptable for several reasons:

  • Dangerous or sharp objects in loose bags could potentially cause injury
  • Staff could be injured or vehicles damaged due to excess falling from overfull bins during empyting
  • Decrease in cleanliness and enviromental health due to uncontained waste, and bags being opened by crows, gulls and squirrels

Frequently, excess waste results when people don't recycle as much as possible.  When excess waste is identifed, Stirling Council Waste Services has three steps to deal with it:

  • White Sticker on the bin; advice about waste reduction and recycling
  • Yellow Warning Sticker on the bin;  bin not lifted ; continued advice
  • Second Yellow Warning Sticker; Bin not lifted; continued advice and potential fixed penalty

Over the past year, Stirling Council Waste Services has successfully rolled out excess waste enforcement campaigns across the area.  Excess waste has dropped from 10% to less than 1% after only a few weeks in the enforcement areas.  Ongoing campaigns and continued monitoring are planned.  Public feedback is welcome.
