The plan says the Council wants every child:
to learn, grow and express themselves
to have decent places to live, learn and play
to be safe from harm in their own homes, at school and at play
to understand their rights and responsibilities
to avoid getting into trouble
to understand what might happen to them if they do get into trouble
to have a fair chance to make the most of their life
to be able to handle change, like growing up, going to a new school, moving house or leaving home
to cope in difficult times, like illness, death or if their parents split up
to know where to go for help
