Council - management team

The Chief Executive, Assistant Chief Executives and Heads of Service make up Stirling Council’s Corporate Management Team.

Chief Executive

Bob JackBob Jack is the Chief Executive of Stirling Council.

The Chief Executive is head of paid service in the Council and is responsible for carrying out agreed policies and the overall management of Council services.

Bob Jack advises the Council, chairs the Corporate Management Team and liaises with the Scottish Government, regulatory bodies and partner public bodies, such as health, police and the University.  He also has overall responsibility for corporate complaints, emergency planning and for encouraging positive community relationships with groups and businesses in the Stirling area.

     Bob Jack is the Returning Officer for elections to the Council and the Stirling Parliamentary Constituency for the Scottish, Westminster and European Parliaments and the Loch Lomond and Trossachs National Park. 

Assistant Chief Executives

There are three Assistant Chief Executives, each accountable to the Chief Executive for strategy and corporate performance.

They work collaboratively to:

  • research and interpret the emerging political and social environment to inform and guide council strategy and policy
  • Initiate and support the development and implementation of corporate and service strategies
  • lead and support the engagement of partners and key stakeholders in meeting the aims of Stirling's Single Outcome Agreement and corporate plans
  • influence and facilitate continuous improvement and Identify good practice
  • monitor and assess the performance of Heads of Service.

Each Assistant Chief Executive has responsibility for specific strategic and operational priorities:

Care, Health & Wellbeing

Janice HewittJanice Hewitt is Assistant Chief Executive with strategic responsibility for care, health and wellbeing.

Key priorities include:

  • working with services and partners to facilitate and support modernising approaches to care and shifting the balance of care
  • the integration of social care and primary/community health care
  • improvements in health inequalities
  • child and vulnerable adult protection
  • building resilient communities and promoting wellbeing.

Learning, Empowerment & Citizenship

Linda KinneyLinda Kinney is Assistant Chief Executive with strategic responsibility for learning, empowerment and citizenship.

Key priorities include:

  • working with services and partners to facilitate and support learning partnerships
  • learning transitions between school, college, university and work
  • the implementation of curriculum for excellence and raising achievement
  • adult learning and literacies and promoting participation and engagement.

Sustainability, Economy & Environment

Rebecca MaxwellRebecca Maxwell is Assistant Chief Executive with strategic responsibility for sustainability, economy and environment.

Key priorities include:

  • working with Services and partners to facilitate and support the mainstreaming of sustainability
  • the delivery of the Local Development Plan with a focus on regeneration and rural development
  • tackling housing needs and workforce skills development
  • improving business support and promoting Stirling's economic strategy for sustainable growth.
