A determination to make life better for local people is at the heart of the plans that set out our goals for the future and how we will work to achieve them.
Single Outcome Agreement
In 2008 each local authority developed a Single Outcome Agreement that sets out agreed outcomes for the local area and how these contribute to national objectives set by the Scottish Government. The Stirling Community Planning Partnership was extensively involved in the development of the local Single Outcome Agreement for 2008/09, including the setting of appropriate outcome targets.
From 2009/10 Single Outcome Agreements are agreements between Community Planning Partnerships and the Scottish Government. The Single Outcome Agreement for 2008/09 was used as the basis for development of the revised Agreement for the Stirling area, with 2008/09 considered as Year 1 of the 3-year Agreement.
Shaping Stirling 2014 –Strategic Plan
Shaping Stirling 2014 revises the previous 2008 Plan to anticipate the changing economic and social environment in which the Council will be required to operate for the next three years. The Goal of the revised plan is to:
Develop vibrant, resilient communities,where people are proud to live and work
This Goal will be achieved through ten Strategic Objectives set within two complementary delivery themesas follows:

- Diversify the Stirling economy
- Grow the visitor economy
- Nurture local business
- Remove barriers toemployment
- Provide learning for life, work and wellbeing
Vibrant, resilient communities -where people are proud to live
- Make all communities safe communities
- Address housing needs
- Tackle underlying causes of poverty and disadvantage
- Support and care for the vulnerable
- Improve the environment
Four cross-cutting Organisational Objectives for improving the Council’s performance and enhancing quality of life in Stirling’s diverse communities complement the above Strategic Objectives. These are:
- Improve the quality and impact of our services
- Encourage participation and responsibility
- Promote diversity and equality and tackle inequality
- Make Stirling more sustainable
Shaping Stirling 2014 is supported by the Council’s Core Values which underpin the way in which the Council, its employees and agents will operate and deliver services.

Shaping Stirling 2014 –Strategic Plan
Regular reviews of progress, along with the reporting of other performance information, will make it possible to see if the Single Outcome Agreement and Shaping Stirling are progressing as planned and delivering the agreed outcomes.
