What is an Emergency
Emergency - Any event (happening with or without warning) causing or threatening death or injury, damage to property or the environment, or disruption to the community, which because of the scale of its effects cannot be dealt with by the emergency services and local authorities as part of their normal day to day activities.
Major emergencies, by their nature, are low probability events they cannot be predicted. The circumstances surrounding and causing a major emergency, the place and time it happens and a multitude of other casual and resultant factors means that action cannot be predetermined. They key to resolving any crisis is effective management.
Emergency planning in Stirling is based on the principles of integrated emergency management.
- The response should concentrate on the effects rather than the cause.
- The response should be planned and undertaken as an extension of normal day to day activities - the method of delivering services to the customer, under extreme, demanding or extraordinary circumstances.
- The underlying aim to develop flexible arrangements which enable agencies to deal with any crisis.
We respond to support the emergency services in their life saving phase.
We also:
identify the most vulnerable in the community
prioritise the services they need
deliver those services in the most efficient, timely and effective way we can
The Resilience & Risk Manager and Incident Response Team supports this approach by:-
- providing advice on legislation and best practice
- assisting with the production of procedures and guidance
- developing relationships with partner agencies
- planning and delivering training sessions and exercises on major emergency response

Stirling Council has procedures in place to cope with the impact and effects of any kind of major emergency situation.
These action plans have been developed through working closely with our partner organisations. They are designed to meet the needs of people in the Stirling Council area affected by any type of emergency.
