The Council’s emergency management framework
- Provides a basis for the delivery of services in a crises and a framework for the whole process of preparing for emergency responses
- Is simple and allows for flexibility in management and adaptability to a wide range of circumstances.
- Is based on the functions of the participants and not on prescribing a response to all foreseen situations.
- Recognises that preparation is critical to the success of the emergency response and that all participants and managers will play a full part in developing the Major Emergency Management Procedures with those with whom they will work in emergencies .
Reviews and Amendments. Emergency planning is a continuous process. Managers are required to meet regularly to review the environment in which theses procedures are set and confirm current arrangements or make or propose amendments.
