What the Council is doing

As a requirement of the Climate Change Public Bodies' Duties, the Council has to report annually to Scottish Government on progress in tackling climate change and wider sustainable development activity.  View or download our most current Sustainable Stirling report for 2015-16.

The Council is currently working on the following:

LED street lighting - these street lights are more environmentally friendly as they are up to 50% more energy efficient and also last up to 4 times longer than traditional street lights. 

LED Streetlights

The Council started a streetlight replacement programme in 2014 to convert all street lighting stock to LED to bring about a reduction in energy use, carbon emission reductions and generate a saving to the Council through a reduction in energy costs. 

To date: 

      Overall Combined Column and Lantern Replacement: approximately 5,000

    • Total Combined Column and Lanterns Replaced: 770 = 15.5%
    • Overall Lantern Only Replacement: approximately 9,500
    • Total Lanterns replaced to date: 4,300 = 45%

    The full replacement is programmed is to end March 2019.  The related reduction in energy use and carbon emission reduction are shown in the attached diagrams.

    Renewable energy installations in Housing stock being rolled out, following 98% of properties having cavity and loft installation to increase energy efficiency.

    Housing Solar Panels

    Housing undertook a major initiative to make all housing stock more energy efficient and then more environmentally friendly by installing solar panels in a phased programme of work to generate renewable energy in all Housing stock which is suitable. 
    This not only makes homes cheaper and more efficient to heat for the residents, but also generates an income to the Council through Feed in Tariffs and reduces carbon emissions across the Council. 

    In addition, other projects include:

  • Introduction of PC switch off technology being rolled out - to reduce waste energy caused by people leaving PCs on or on standby when they have left for the day and reducing electricity bills 
  • Water coolers in buildings being removed, meaning large water bottles no longer being purchased - water cooler taps have now been installed instead which is not only more cost effective but reduces the use of large plastic bottles which then needed to be disposed of
  • Electric cars - the Council has invested in 100% electric cars as part of their fleet to reduce fuel use and minimise the effect on the environment of work related journeys SC Elec Car
  • Paper purchasing decreasing - following major campaigns to reduce paper use and printing the volume of paper the Council now uses has decreased dramatically which is better for the environment and also saves money 
  • Waste being sent to landfill decreasing following recycling initiatives being introduced - our landfill tonnages are decreasing and recycling rates are increasing, all of which is helping the Council meet and exceed demanding targets - thanks to residents and businesses for helping us to achieve this!
  • Renewable energy installations - a number of Council buildings, including a large number of schools, have been fitted with renewable energy installations such as solar PV panels and biomass boilers meaning they are producing energy without being as reliant on fossil fuels and so are using "green energy" and saving money
  • EPC ratings in buildings - Energy Performance Certificates tell you how energy efficient a building is.  All Council buildings are having measures put in place, including insulation, in order to improve their energy efficiency to lower their carbon footprint and save on energy bills

What happens next.

  We will

  • cut our Carbon Emissions further to meet the 40% reduction target by 2020-21
  • run an Energy Awareness Campaign (including training key staff, develop website) 
  • focus our efforts on the top 20 energy users across Council buildings (nominate Energy Champions, energy data sharing)
  • implement further Energy Projects (e.g. energy efficiency, renewables, water savings devices)
  • identify new ways of working and pilot new technologies (e.g. PC automatic shutdown)
