Parking AttendantsStirling Council's Enforcement Officers have begun parking patrols across the Council area.

Following the discontinuation of the role of Traffic Warden in 2014, concerns have been raised over the increased indiscriminate and dangerous parking and the non-compliance with on street parking restrictions, and as a result, the Council took the decision to introduce Decriminalised Parking Enforcement (DPE) within the Council area.

The introduction of DPE will move responsibility for enforcing parking, waiting and loading restrictions from Police Scotland to Stirling Council. This means that Stirling Council's Enforcement Team will be able to issue Penalty Charge Notices (PCNs) to any vehicle parked in contravention of parking restrictions, which will benefit all road users and pedestrians who are inconvenienced by indiscriminate parked vehicles, and allows the Council to better manage both on street and off street parking. There has been no change to the existing parking regulations so responsible drivers who park legally in accordance with the restrictions won't be affected.

Parking Attendants currently issue Excess Charge Notices (ECN's) if no valid pay and display ticket is displayed, if the vehicle is not parked within a marked parking bay, if the vehicle is parked within a restricted bay without displaying the designated permit/badge, if the ticket/permit/badge is not displayed correctly or if the vehicle is parked in excess of permitted time period. An ECN is  £65.00, or £45.00 if paid within 21 days.  Should you wish a copy of the Excess Charge Notice Appeals Policy, please contact, parking@stirling.gov.uk.

From the 3rd May 2017 - when DPE comes into force - any vehicle found to be in contravention of any parking restriction in force will be issued a Penalty Charge Notice (PCN) for £60. This PCN will be reduced by 50% if paid within 14 days of the date of issue, if ignored the PCN will increase to £90.
