SC80 DECLARATIONS OF INTEREST

 

There were no declarations of interest.

SC81 REVIEW OF SCHEME FOR THE ESTABLISHMENT OF COMMUNITY COUNCILS

 

The report, submitted by the Chief Governance Officer, presented the Review of Scheme for the Establishment of Community Councils.

 

At a Special Meeting held on 28 September 2017, Council agreed to commence a consultation on a review of Stirling Council’s Scheme for the Establishment of Community Councils, in accordance with good practice issued by the Scottish Government.

 

An 8-week public consultation exercise commenced on 4 October 2017 and included both a survey and a Community Council conference which took place on 25 November.

 

Appendices to the report included overviews of findings from the survey and
conference, draft governance documents that took into account these findings and suggestions for changes to Community Council boundaries.

 

Council was invited to consider the draft governance documents and draft boundary changes for inclusion in the second phase of the consultation and to note that further reports would be submitted to Council during future stages of the process.

 

In response to Members questions, the Chief Officer - Governance confirmed that each Community Council, through Stirling Council, had indemnity insurance. He would also consider the consultation suggestion around a possible limit on the number of family members on one given Community Council along with the term of office.

 

Members passed on congratulations to the Communities Team for the hard work entailed in the consultation.

 

Decision

 

The Council agreed: -

 

  1. to approve the draft governance documents and draft boundary changes which were attached as Appendices 4(a) to 4(d) to the report for inclusion in the second phase of the consultation on a review of Stirling Council’s Scheme for the Establishment of Community Councils;

     

  2. to remit the associated consultation process to the Chief Officer – Governance, in consultation with the Director of Children, Communities & Enterprise and the Convener and Vice Convener of the Community Planning & Regeneration Committee, to allow the consultation process to continue from March 2018.

     

  3. to note that further reports would be submitted to Council during future stages of the process, all as required under the Local Government (Scotland) Act 1973, such reports would include a report on the outcomes of the consultation process and suggestions for amendments to the existing Scheme.
