Recording of Meeting started

 

Prior to the commencement of business, the Provost welcomed and thanked everyone for attending the meeting via MS Teams.

 

A statement was read to the meeting providing detail on the procedures related to MS Teams and the protocols that both Members and Officers should adhere to throughout the meeting.

 

The Provost asked the Clerk to carry out a roll call of all Members participating in the meeting. The Clerk confirmed all Members were present except for Councillors Dodds, Hutchison, MacPherson, Oxburgh and Tweed.

SC450 APOLOGIES

 

Apologies were submitted on behalf of Councillor Douglas Dodds, Councillor Jane Hutchison, Councillor Alasdair MacPherson, Councillor Ross Oxburgh and Councillor Evelyn Tweed.

 

SC451 DECLARATIONS OF INTEREST

 

There were no declarations of interest.

 

SC452 UK CITY OF CULTURE 2025

 

The report provided Stirling Council with an update on Stirling being longlisted for UK City of Culture 2025 and sought approval to proceed with submitting a formal bid.

 

Following a Member request, Officers agreed to provide all Elected Members with a list of organisations with whom the Council is engaging.

 

Councillor Kane proposed the report recommendations and Councillor Farmer
seconded.

 

The Provost asked the Clerk to carry out a vote as not all Members were in favour of the recommendations.

Against the Motion

The Motion was carried by 17 votes to 1 vote.

 

Decision

 

Council agreed to:

  1. note Stirling’s achievement as the sole Scottish destination to make the
    longlist for UK City of Culture 2025;

  2. to proceed with submitting a formal bid and therefore approved to draw
    down the £40k offered by the Department of Culture, Media and Sport
    (DCMS) so that officers and partners could move forward as quickly as
    possible with shaping Stirling’s bid;

  3. delegate authority to the Chief Executive, in consultation with the Council Leader and Deputy Leader, Convener and Vice Convener of Finance & Economy Committee and the Leader and Deputy Leader of the opposition to agree the details of the final submission for Stirling’s bid from a Stirling Council perspective; and

  4. note that progress on the bid would be regularly reported to the Community Planning & Regeneration Committee and, where required and appropriate, Stirling Council.
