Prior to the start of the meeting, Councillor MacPherson as Chair of the Planning & Regulation Panel welcomed and thanked everyone for attending the meeting via MS Teams. He updated the meeting on the procedures related to MS Teams and the protocols that both Members and Officers should adhere to throughout the meeting.
The Chair asked the Clerk to carry out a roll call of all Members and Officers participating in the meeting.

PL296 RESIDENTIAL DEVELOPMENT OF 31 NO. DWELLING HOUSES AT LAND T O EAST OF BURN GREEN, CASTLEHILL LOAN, KIPPEN, DAWN HOMES
LTD - 19/00781/FUL
A report submitted by the Senior Manager – Infrastructure detailed that full planning permission was sought to build thirty one dwelling houses (including nine affordable units) and associated infrastructure on land to the south east of Burn Green, Castlehill Loan, Kippen. The application site was an allocated housing site (Policy Ref H103), as identified in Stirling Councils Adopted Local Development Plan (Oct 2018).
Established residential areas lie to the north and north east and typically these areas were characterised by buildings of two storey and single storey in height and display a variety of architectural styles and materials.
The application was being reported at the Panel as it had received more than five objections.
The report formed the Report of Handling for the planning application in compliance with the Town and Country Planning (Development Management Procedure) (Scotland) Regulations 2013.
The Planning Officer updated Members with the presentation of the site and various elevations for information.
Following a Member’s question, the Senior Development Control Officer confirmed that an analysis of the road network surrounding the application site had been carried out and it was confirmed that the proposed application would not exacerbate traffic levels on the road network.
The Panel was also advised that there were no issues raised by Education for both Primary and Secondary Schools within the area.
In response to a Members question, the Planning Officer confirmed that future planning reports would note that building standards were up to date and reflective of the concerns raised by the Climate Emergency.
Decision
The Panel agreed to approve the application subject to a Legal Agreement for financial contributions and the conditions set out at Appendix one to the report.
