Arnprior Community Council

Minutes of the Ordinary General Meeting held at 7.30pm on

Tuesday 3rd December 2024 at Arnprior Nursery

Present: Iain Breakenridge (Chair), Sheena Adam (Treasurer), Morag Sheppard

(Secretary), Duncan McEwen, Wendy Weir

In Attendance: No councillor was in attendance

Apologies: Councillor McGarvey

Residents: No residents were in attendance

  1. Welcome and Apologies

The Chair welcomed the attendees to the meeting and Morag Sheppard (MS) gave

the apologies.

1.1 Declaration of Interest

There were no declarations of interest.

1.2 Approval of Agenda

Approved having been proposed by Wendy Weir (WW) and seconded by

Sheena Adam (SA).

  1. Approval of OGM Minutes and Matters Arising

The draft Minutes of the OGM held on 8th October 2024 were approved, having been

proposed by Wendy Weir (WW) and seconded by Iain Breakenridge (IB).

  1. Matters Arising

3.1 IB attended the Laird’s memorial service in Dunblane.

3.2 IB has contacted Stephen Bly re the remaining ash tree needing attention and

will chase this up. [Action: IB]

  1. Cardross Bridge

IB reported that he and MS attended the November meeting in Port of Menteith with

Stirling Council and the contractor. The next meeting will be on 11th December, with a

Teams version in the evening. IB and MS will attend in person if possible. [Action: IB,

MS]

The project is now 4 weeks behind. The timeline has been affected by rainwater

breaching the coffer dam and its requiring specialist repair; by the uncovering of more

erosion in the pier; and by sourcing issues for some sizeable stones which are

needing replaced.

  1. Roads and Trees

No further update on the 20 mph speed restriction plan, which SC hope will be in by

April. Traffic speed will be monitored with sensors before and after introduction of the

limit. IB will ask for the pre-introduction monitoring data. [Action: IB]

SC has taken action re 3 of the dangerous trees but another marked tree (infected

ash) has not been done. As per Matters Arising above, IB is progressing this with SC.

  1. Charitable Trust

The group is on schedule to report back early in 2025.

Your Stirling You Decide/Planning

Nothing has been received from the Nursery Manager.

WW reported that the Nursery has had problems with rats in the metal bin.

Environmental Health has written to the occupiers of the 8 flats saying that there is a

rat problem, not to do anything likely to encourage them and to report any issues,

which WW has done. Poison has been put out on SC’s own ground, but the

community doesn’t want dead rats lying around which could be eaten. Duncan

McEwen (DM) noted that they are also disease carriers.

  1. Community Storage

IB reported that everything is now stored except things which are to be burnt. WW and

IB will discuss use of fire pit.

  1. Public Transport

IB noted that period given by the Transport Commission Public Inquiry to the bus

operators to improve performance is nearly up.

WW asked if there had been any improvement noticed. IB is still having personal

experience of late arrivals. Val Brand is collating reports and there is hope that

suggestions will be acted on. A key proposal is that specific drivers will be selected for

the X10 and X10A routes so that there are not frequent changes.

  1. Police Report

MS noted that the new format report is due on 15th December.

  1. Councillor’s Report

There was no Councillor’s Report.

  1. Finance Report

The balances of both accounts are to follow. [Action: IB]

IB reported that Bank of Scotland (B of S) is moving us from a Business Account to a

Community Account. As a result, the CC will incur some charges (e.g., a small monthly

charge plus transaction charges). He noted that Co-op Bank is still operating on the

basis that we currently have.

IB will contact Stephen Bly re any guidance from SC. [Action: IB]

IB will find out what the Community Trust is likely to need. WW suggested that a

complaint should be made to B of S. IB advised that he has already visited in person

and no offer has been made.

SA suggested that if accounts are to be moved, it would be a good idea to merge

them.

IB will also contact Councillor McGarvey and other CCs (via Kilmaronock). [Action:

IB]

  1. AOCB

13.1 Doune the Rabbit Hole

IB has enquired about free tickets for local people and is awaiting a response.

13.3 ACC Christmas Night

This was confirmed for Friday 6th December from 7-10 pm. MS has booked

the Nursery.

13.4 Arnprior Sign

IB is awaiting SC’s response re when they will install a new street sign. DM

noted that the solid white line at the B8034/A811 junction is no longer there,

only a Stop sign.

13.5 Big Conversation

IB advised that the next meeting is due to be held mid-January.

16 Date of Next OGM

The next OGM will take place at 19:30 on Tuesday 18th February 2025. It is intended

to take place at Arnprior Nursery.
