Minutes of meeting 6th February 2025

2) Adoption of Minutes of Previous Meeting

The Minutes from the meeting on 5th December 2024 were proposed by Alison Limbert and seconded by Fiona Shaw.

3) Matters Arising

Weavers Winnel

Klim McKenzie presented a recurring issue at Weavers Winnel where the verges are being damaged caused by the Council refuse vehicles. This began following the introduction of the Council rules preventing parking on pavements. Cllr Henke offered to take this up with Stirling Council on behalf of residents and Klim will send photos detailing the damage.

Greek Thompson Event

Balfron Heritage Group are planning an event at the Library to mark the 150th anniversary of the revered architects death. Following their request, BCC will clean up the Millenium bench outside the library which bears his likeness.

5) Projects

Active Places

Loose granite paving slab replaced with tarmac. BCC to enquire if this is a permanent or temporary solution.

Action: CP

The BCC notice board collapsed during the recent storm. BCC are investigating the

replacement of this. In the meantime notices will be posted on the noticeboard outside

Doyles and return to using the noticeboard adjacent to the bus stop at the Coop.

Donaldson Park path

Donaldson Park Trust has a proposal to seek funding to create a path alongside part of

the football pitch. Details of their proposal to be shared at the March BCC meeting.

6) Police Report

See attached.

7) Elected Councillor's report

Update from Stephen Clark, Head of Housing at Stirling Council “ I can confirm that the

Housing Service has expressed an interest in developing the site for new council

housing. We intend to submit a proposal for 6 new homes at this location to the

Planning Team for it to be considered for permission within the next couple of months. If

planning permission was to be granted the construction work could begin during 2026.”

9) Treasurer report

BCC has switched bank accounts from the Bank of Scotland to reduce banking

charges.

Since the last meeting we have paid for minutes, made 2 payments to Imagine If for

LPP, paid for 6 Market Fresh deliveries of fruit and veg to the phone box and paid

Lightways for the installation and subsequent removal and storage of the Festive-ALL

lights. We have also received funding from SC for the first Imagine If payment and £25

bank interest on savings.

10) Planning report

No concerns.

11) Chair’s report

Stirling Council apologised for not collecting blue bin spill over as agreed with the BCC.

12) Local Place Plan

There is an upcoming event on 1 March.

14) AOB

Following the recent storm, BCC will look at reviewing the Balfron Resillience Plan https://balfroncc.org.uk/projects/balfron-resilience-plan/

BCC wishes to express its gratitude to Carol from the library who retired recently.

Alasdair confirmed he will be stepping down in the summer from the BCC. We would all like to thank him for his efforts over the years for the group. Alison indicated she would step down for the secretary role, but remain involved in the BCC. Again, many thanks to Alison for all her work over the years.

Balfron Community Council is looking for new members. The Community Council is a body consisting of local residents who meet on a monthly basis to discuss and progress issues affecting the life and future of the local community, and who represent the views and concerns of the residents of Balfron to Stirling Council and other relevant groups. We also have a role in planning and licensing issues as they affect Balfron.
