Minute of Meeting

5 December 2024

Bannockburn Community Centre

Present: I Dawson (Chair), L Watret (Secretary), L Masterson (Treasurer), T Cattigan, W McEwan and J

Attendance: Joanne Blair, Councillor Hambly and Michelle Flynn

  1. Approval of previous minutes- Minutes proposed by T Cattigan and seconded by W McEwan
  2. Matters Arising
  3. a) There has been ongoing discussions at the Children and Young People Committee on whether to

build a new Bannockburn High School or refurb the current one. BCC need to decide which option

they will back.

  1. b) BCC pass on a big thanks to all volunteers that helped with the Christmas light switch on which was

a great success with approx. 300 people attending. There are additional lights at the coffee shop

purchased by McQues. Volunteers will come back to remove the lights in the New Year.

  1. c) There was no objections from the houses above Quakerfield shops to hang brackets for lights.

When posting the letters numerous external repairs were noted and reported. SC confirmed

tenants have to be the one to report these. After speaking to the Head of Housing, a maintenance

officer will visit all repairs and they will be done on a cyclical maintenance which has been delayed

to Covid.

  1. d) It was noted there is no lighting between East and West Murrayfield. Cllr Hambly will look into this.
  2. e) The state of some council house front gardens were noted as a major concern. Cllr Hambly

confirmed the SC officer are doing regular checks.

  1. f) BCC have asked Cllr Hambly if he can confirm, by the next meeting, if the budget is still available for

the repairs to Telford Bridge as cracks are reappearing. It was also noted that numerous cars are

parking on the bridge every morning, Cllr Hambly will ask the Community Safety Team to

investigate.

  1. g) Ian noted the buy back house at Station Road is still lying vacant and the CC haven’t received an

update. Cllr Hambly will investigate.

  1. h) Following a complaint, from a resident, against the CC a link with the Code of Conduct was emailed

to all members. Members have all reviewed and agreed to follow this policy. The complaint has

now been resolved.

  1. i) SC officers are happy to attend a session on Income Maximisation. If the CC agree to this session,

they should arrange it and advertise to members of the community.

  1. Reports- External
  2. Police Scotland:
  3. The report was sent electronically before the meeting.
  4. The report highlighted that there were 21 detected cases and 7 undetected.

iii. The range of calls relate to; concern for person, public nuisance, road traffic matters and

ongoing crime.

  1. It was noted that there has been an increased number of ASB at the Scotmid. If resident’s

witness this, they should report it.

  1. Elected Member:
  2. Cllr Hambly has had a meeting with Head of Housing regarding the condition of garages.

There is a need to utilise the open space where garages used to be. Cllr Hambly has written

to Head of Housing highlighting the need for BCC volunteers to have a garage for their tools

at a reduced rate. He will obtain figures of the overall total of garages, total unused, total not

fit for purpose and if there is a waiting list.

  1. Cllr Hambly highlighted the importance of communities getting involved in the development of

Local Place Plans. Members have booked into the January training sessions.

iii. Cllr Hambly to follow up with Persimmons regarding the questions from the last meeting not

yet being responded too.

  1. Cllr Hambly will find out what the plan is regarding the expansion of the Granada roundabout

and if there is a path factored in between the estates.

  1. Cllr Hambly to confirm if Persimmons have acknowledged the right away along the golf course

after Sharon Marklow confirmed it is a right away.

  1. Community Development Officer:
  2. Michelle noted an additional 2 sessions on Local Place Plans have been added.
  3. The toddler group in Bannockburn have resolved some issues with the Council and now

have the hall booked until the end of Dec.

iii. SC halls and centres will close on the 20/12 and will reopen on 06/01.

  1. There are various funding opportunities that the CC could apply for; The Screwfix

Foundation – Funding for All and The Robertson Trust.

  1. Reports- Internal
  2. Secretary: Copy of all updates received was forwarded to CC members (as above in matters

arising).

  1. Treasurer: Linda highlighted all balances were ok and there was nothing major to report.
  2. Planning: Planning update confirmed and nothing of note for this month.
  3. Bannockburn House: Lucette confirm part of the roof has now been fixed however after the heavy

rain there is now extremely bad leaks elsewhere. The trust have applied for temporary funding

however this is still a 6-10 week wait. There are currently no events on at the moment. Cllr Hambly

to explore any emergency funding Stirling Council could provide.

  4. The Community Council have agreed to cancel the January meeting therefore the first meeting of

2025 will be held on Thursday 6th February 2025.

  1. The Housing Advisory Group (HAG) are looking for a council tenant to represent the Bannockburn

area. If you are interested, please contact the Council.
