Minute of Meeting

1. Approval of previous minutes- Minutes proposed by T Cattigan and seconded by
W McEwan
2. Matters Arising
a. Pat Cairney would like to put a memorial bench beside the tow truck. BCC support this and confirmed they have already agreed planning permission with Land Services. Pat noted that if there is money left over from the funds raised for the bench they will plant a tree alongside the bench. The timescale is approx. 8-10 weeks once it has been purchased.
b. BCC agreed the AGM will be held in June 2024.
c. The petition for the library closure has been removed as it wasn’t done via the correct method, as it is linked with budgets. However SC have confirmed that all signatures via the petitions and written will be taken into account during the decision making period.
d. BCC noted that the ‘Big Conversation’ wasn’t well thought out. Cllr Hambly had agreed.
e. BCC have mapped out a plan to introduce 20mph zone in Bannockburn starting at the primary school and Stirling Council are currently looking into this. BCC noted that all villages in ward 7 have 20mph except Bannockburn.
f. BCC have agreed to adopt the Telford Monument.
g. BCC have agreed to purchase and fit 2 benches. BCC will apply to the CPF to pay for the foundations.
h. Tommy to send out the thanks to previous BCC members detailing all the work they carried out in their tenure.
i. BCC noted that the proposed driving range was rejected by a Councillor and Council officers due to it being too close to the rotunda as well as Bannockburn already having plans for a 9 hole golf course near Persimmons. Lucette to collate data/information from original plans and write to Cllr Hambly who will then discuss with the new SC planning officer.
3. Reports- External
a. Police Scotland:
i. The update was sent via email before the meeting.
ii. The report showed that throughout January 2024 there had been a total of 29 crime reports.
iii. There were 117 calls made to Police for the area, relating to a range of issues including assisting members of the public, concern for persons, public nuisance and road traffic matters.
b. Elected Member:
i. Cllr Hambly confirmed the trees at Snabhead weren’t listed under any protection order therefore the developer was entitled to remove these without any obligations.
ii. Cllr Hambly is awaiting a reply regarding the open drainage area being a potential hazard and in its current state being an eyesore.
iii. Fly tipping at Station Road and Tibbies Brae has increased recently. Another EM had reported this and will provide an update. Cllr Hambly noted that in future you need to book a visit to the waste centre a fortnight in advance.
iv. Cllr Hambly will ask Traffic Management Safety Officer to attend the next meeting to discuss traffic management in the area.
v. Budget meeting will come before full council on Thursday 29th February 2024.
vi. Cllr Hambly has noted the traffic issue at the Crematorium and met with the Regional Manager Donnie Connor. Donnie is keen to be included in the community and offered community groups to use the venue at night.
c. Community Development Officer:
i. No report received.
4. Reports- Internal
a. Secretary: Copy of all updates received was forwarded and discussed with CC members (as above in matters arising).
b. Treasurer: The treasurer highlighted all balances were ok and there was nothing major to report.
c. Planning: Lucette to bring the planning report to future meetings.
d. Bannockburn House: Nothing to report.
5. Community Council Business
a. None
6. AOB
a. Cllr Hambly to liaise with SC officer to attend next meeting to discuss the footpath to Cowie.
b. David Curly has asked if BCC would hang Christmas lights outside McQues this year – he would pay for these but has asked if BCC would be able to organise someone to fit these. Jim to put a Facebook request looking for volunteers to hang all Christmas lights in Bannockburn.
c. SC have offered training to BCC on the planning process. Tommy to forward original email to CC members.
