Bannockburn Community Centre

Attendance: Councillor Buchanan, Graeme Woodhouse (Community Police Officer) and Alasdair Spike (Community Police Officer)

- Approval of previous minutes- Minutes proposed by L Watret and seconded by L Masterson.
- Matters Arising
- a) SC Planning are looking into the issue with the contaminated water. CC confirmed that the pipe is coming from the Bellway development.
- b) Nicky who has kindly agreed to do the local gardening has requested some money from the CC to fill the 13 hanging baskets. All members agreed that Nicky can spend £100 for compost and plants but to provide receipts. The CC discussed applying for funding to pay for this in future years. CC thanked Nicky for all her work maintain the local gardens.
- c) CC agreed to take on the land at the top park as the Council can’t afford to maintain. The CC will request that SC clear the land as a help to start.
- d) The CC highlighted the constant water issues at Persimmons. This has happened at least 3 or 4 times in the last year. It is important to hold Persimmons to account. It was also noted that work is being carried out on Sundays. Cllr Buchanan will liaise with SC officer to discuss how we can ensure Persimmons is following best practice The CC will also invite Sharon and Neil to the next meeting.
- Reports- External a. Police Scotland: i. PC Graeme Whitehouse and Alasdair Spike community police officers were in attendance. They noted they are now responsible for Ward 6 and 7 whilst other officers are recruited.
- They maintain a good relationship with Bannockburn Primary and were recently visited Primary 1’s and 2’s.
iii. The continued aim is to try to be more visible in the area.
- It was noted that the main issues over the last month has been speeding and flytipping which they are factoring in during their patrols.
- Due to shift patterns they won’t be able to attend every meeting but will send a report electronically.
- Elected Member:
- Councillor Buchanan introduced himself and shared a paper copy of his report.
- Cllr Buchanan noted that at the last Council meeting it was agreed to increase Council Tax by 8.8%.
iii. Cllr Buchanan confirmed that in the recent budget it was agreed that £70,000 would be allocated to repair the steps at Telford Bridge and there is also budget in place for the Bridge structure. At the moment the step repairs have not been put in the schedule but Cllr Buchanan has asked when these are likely to be done. He will update when he is made aware. Cllr Buchanan to also get a copy of the monthly reports on Telfrod Bridge from SC and share with the CC.
- Cllr Buchanan noted that due to litter picking groups they have now managed to clear the flytipping from Station Road and he has asked the Police to occasionally patrol this area. It was also noted that possible drug use is occurring along this area.
- Cllr Buchanan visited and inspected the play equipment in the Ladywell Park and has asked officers where the refurbishment sits on the programme of works to be done. He will provide an update at next meeting.
- Cllr Buchanan and Tommy visited all garage sites and noted the repairs required. SC have confirmed all garages will be inspected and repaired. Bob Miller noted his garage a Milne Park Road has Ivy overrunning into the garage, he will pass on the location details to Cllr Buchanan who will ask if an officer can inspect.
vii. Community Development Officer: i. No report received.
- Reports- Internal a. Secretary: Copy of all updates received was forwarded to CC members. Lucette confirmed the insurance for the planters will be deducted from the grant money. It was also asked that any complaints are dealt directly through the CC mail box.
- Treasurer: Linda highlighted all balances were ok and there was nothing major to report. The CC have received the grant for the garage hire.
- Planning: Persimmons submitted an application for 260 houses at the old driving range side and junction works on the Glasgow Road.
- Bannockburn House: Work is continuing with projects. They are always welcoming donations. It was noted that they will continue to grow potatoes this year as they have already received the funding for this. Lucette highlighted that Bannockburn House are not following the constitution with work still ongoing.
- Community Council Business a. None.
- AOB a. The CC noted that they were happy to see the bollard has been fixed in the top park.
- BCC agreed they will need to complete the LPP soon which will make funding available.
- AGM will be held at June meeting. Jim will put this on Facebook after the April meeting.
