- Approval of previous minutes- Minutes proposed by W McEwan and seconded by B Miller
- Matters Arising
- a) Neil and Sharon confirmed the plans for the new primary school is going to committee in February.
- b) Neil confirmed that no houses will be built on the Bogend land. The notice provided to houses was due to play enhancements.
- c) There will be no additional entry roads. Traffic lights will be placed at the two entry points as Sharon noted this was the only way to control traffic.
- d) Neil confirmed there is a commercial contract between Persimmon and SC that will ensure solar panels, room sizes and white goods will all meet SC spec.
- e) It was noted by the CC that the extra cars on the roads will likely increase accidents on the bypass road. Neil confirmed a detailed transport assessment has been carried out by SC consultants and Transport Scotland. Both have agreed the planned junctions works, which will be fully operational in the next few months. There is also a requirement to carry out road upgrades to Pirnhall road. There is a proposal currently being discussed within the Council to widen the lanes at the roundabout. Sharon will forward on these plans.
- f) Lucette has asked for assurance that Bannockburn House will have access to the land. Neil confirmed lockable bollards will be put in place and he is happy for Bannockburn House to have a key. Lucette disagreed this would be a suitable solution. Lucette, Sharon and SC roads department to consider an alternative solution.
- g) Neil confirmed a factor will be appointed to maintain the land within the Persimmon development. Sharon noted the Council can have no input with any issues residents may have with the factor.
- h) Sharon to confirm the ongoing discussion regarding the right of way path.
- i) The development of the school will commence on 1st March and open in 2027.
- j) Lucette asked for Persimmon to look at the heras fencing as it has moved outwards on to the road. Neil will ask the boundaries are checked.
- Reports- External a. Police Scotland: i. The report was sent electronically before the meeting.
- The report highlighted that there were a total of 28 crimes reported. 15 of those were detected and 13 undetected.
iii. The variety of incidents include domestic incidents, disorder, anti-social behaviour and vehicle break ins.
- Elected Member:
- Cllr McPherson noted the SNP won both the Bannockburn and Stirling East Wards by-election.
- The gates at Bannockburn PS will remain closed during the school day as a security measure. Parents were informed of the decision.
iii. Rent in council housing will be increased to 7.2%. The approved increase amounts to an average £25 per month. Cllr McPherson will forward on the report which confirms what the Council will do with the extra income.
- The council tax setting meeting will take place on the 27th February. The Council is having to find savings in the region of £13 million. Proposed budget cuts are available on the SC website.
- Cllr McPherson met with SC roads officer as the Bellmouth junction does not comply with SC standards. The junction is dangerous and Persimmons have been told to improve the junction as a matter of urgency.
- Cllr McPherson has been contacted by a few of the WASPI women affected by the refusal of the UK Gov to give out compensation to those impacted. The residents are very angry at Chris Kane MP for not voting to give compensation when his party campaigned for it when in opposition.
vii. Cllr McPherson confirmed 44 station road is not lying empty and rent is being paid.
- Community Development Officer: i. No report received.
- Reports- Internal a. Secretary: Copy of all updates received was forwarded to CC members.
- Treasurer: Linda highlighted all balances were ok and there was nothing major to report. Lucette to chase the pride funding.
- Planning: Planning update confirmed and nothing of note for this month.
- Bannockburn House: Work is ongoing to repair the roof in the south elevation. Volunteers have waterproofed any damage caused by the storm. Applications for funding has been submitted.
