Braehead & Broomridge Community Council Meeting RM 3 Mayfield Centre

7pm 28 November 2022

Minutes

1        Present: Hugh McClung (Chair), Martin Shaw (Vice Chair), Gary McGrow (Secretary), Veronica Korkut (Treasurer), Philomena McClung, Wendy McLean, Mandy Rae, Barbara Anderson.

 

In attendance:, Cllr Gerry McLaughlan, Cllr Bryan Flannagan, (Police Scotland), Andrew Nelson (Superglass) Ishbel Laird (resident), Audrey McKnight (resident), Les Sinclair (resident).

 

  • Apologies for absence - Cllr Chris Kane, PC Jade Hynd

 

  • Minutes of previous meeting - Approved by Martin, Seconded by Wendy

 

4                 Office Bearer Reports:

 

  • Chairperson - Highlighted meeting with Armed service function which aimed to engage communities in the work of the Armed Forces and challenges that armed service personnel and their families face during and after service.

 

·          Secretary

Contact from St.Ninians CC asking to resume Forum 5 meetings (Braehead & Broomridge, St.Ninians, Torbrex, Kings Park & Cambusbarron CC’s) to share info on common issues. Community Council agreed to postpone decision to join until after the CC elections in June 2023.

 

Gary highlighted the link to the Council’s budget survey and this will be promoted on the CC’s Facebook page

 

  • Treasurer - No report. Gary confirmed a new mandate form signed by Wendy McLean and Aileen Hall to add Hugh McClung and Gary McGrow as signatories had been sent to the bank. Still awaiting response.

 

5                 Other Reports

 

  • Councillors

 

Cllr Flannagan

  • Highlighted that it is full council meeting in a few weeks
  • Stated that the review of waste services is ongoing and will be complete in March 2023. The public survey has only recently closed.
  • Highlighted the support Stirling Council has for Armed Forces day and trying to encourage Amy to engage with this.
  • Highlighted that there’s a new Stirling Council website – there may still be glitches so if people find issues with it please report it to Stirling Council for improvement

 

Cllr McLaughlan

  • Highlighted budget consultation and encourages residents to complete
  • Finance committee giving grants to relevant community groups for warm hubs (areas residents can go to socialise in a warm space and save on their own heating). If any community group is interested in applying for the grant get in touch with Stirling Council.
  • Matters at Colquhoun Street (Storage Vaults) appears to be resolved with offending business having left the area.

 

 

Planning

 

  • Asda Planning application refused by Scottish Government Ministers – would have a detrimental impact on other retail sectors including Town Centre, no excess demand for this level of provision and proposed economic benefits do not add up, over reliance on car transport.

 

  • Local Place Plans – Stirling Council would like feedback on local place plans which give the community the opportunity to feed into the renewal of Local Development Plans. Gary to circulate info and feedback survey to group

 

Police

 

  • CC members again highlighted the lack of information on the Police Hopefully this will improve when community Police can attend in 2023. General discussion around lack of convictions for local crimes taking place.

 

General Business

 

  • Superglass

 

Andrew Nelson reported back that Superglass has now agreed the methods to the Noise Survey which will take place over a period of 20 days.

There is also some engineering work taking place in order to make the plant more energy efficient.

 

7                 Ian Findlay Path Fund

 

Met with Paths for All – on site at both Dog walking area off Broom Rd and Yellow Hill. Dog walking area – Stirling Council states that the path would need to be on the perimeter of the area i.e around the Community garden and along rail line.

Paths for All state that Ian Findlay fund is for active travel and would need to cut across the middle of the area. Also unlikely to access funds. Would need to try and find an alternative funding stream. – Gary to contact Paths for All for suggestions to apply for funding for recreational purposes.

 

As for Yellow Hill many of the paths are on too steep a gradient to be acceptable. Could get the area of path on the level fixed. Which would only be part of the path. Would need to find an alternative funding stream. Gary highlighted he has been contacted by Stirling Council Ranger Service who are interested in repairing the

 

path. Gary to meet and report back. Mandy and Barabara to support Gary with engaging local residents and local knowledge.

 

8               Discussion on Community Council Boundary

 

Community Council elections are anticipated in May. Gary raised the issue tht given this is the first Braehead & Broomridge CC (previously two separate CC’s). Do community councillors feel it should stay as it is or separate the two? Given no CC members from Broomridge /Wallace Park and next to no attendance from residents. General discussion some felt it should separate into two community councils others felt merit in keeping the two areas together. Further discussion at January meeting.

 

  • Dates of Future Meetings

 

Community Council agreed to change meetings to last Wednesday of the month to accommodate Community Police attendance. Next meeting would be 25 January 2023.

 

AOB

Resident from Kirkside Crescent complained about speed bump being too high and caused damage to car. Speed bump exceeds technical specification. Complained to Stirling Council but received no response. Cllr Flannagan supporting with complaint.
