Braehead & Broomridge Community Council Meeting RM 3 Mayfield Centre

  • Minutes of previous meeting - Approved by Philomena seconded by Hugh

 

  • Office Bearer Reports:

 

  • Chairperson - Highlighted meeting with Stirling Council regarding Grit Bins See item 9)

 

  • Secretary – Stirling Council requested feedback of areas prone to serious flooding – local residents highlighted Afton Court car park and Burghmuir Roundabout (at the underpass). Gary will pass this on to Council Flooding

Gary highlighted the link to the Council’s waste services survey and this was promoted on the CC’s Facebook page

  • Treasurer - No Gary confirmed the Signatories identified by the previous Treasurer were incorrect and another Mandate form had to be completed to go to the bank. Still awaiting response from bank.

 

  • Other Reports
    • Councillors Cllr Kane
      • Reported on budget discussions Council could be facing up to £18M in cuts
      • Waste review ongoing
      • Meeting with McGills bus service to discuss local bus issues – frequency of service and cost from Braehead was mentioned.

Cllr McLaughlan

  • Also mentioned waste review and that 25% less was going to landfill
  • Highlighted Council Housing Allocation issues – only 29 lets in the area – Most popular area is Braehead/Broomridge

 

  • Planning - No report

 

  • Police

 

PC Hynds highlighted issues in the are over the last couple of months: Bike thefts, anti-social behaviour, break in at Braehead Primary School, incidents at Springkerse House.

 

PC Hynds stated that residents in Braehead & Broomridge are less likely to pass intelligence to the Police than in other areas and would welcome the Community Council’s support with this. Discussion ensued about how local social media sites could help.

 

PC Hynds pointed out that it would help her and new colleague PC Graham Woodhouse if the CC meetings could be held on a day other than Monday. This will be discussed at the next meeting.

 

General Business

  • Superglass

 

Andrew Nelson reported back that remedial works have been undertaken to reduce noise and a sound survey is being commissioned around the factory including areas of previous complaints to see if the works have been successful. It is likely that SEPA will also conduct a sound survey to verify.

 

Hugh highlighted the issue of an odour and large volumes of steam and showed a photograph taken. Andrew was unsure that the odour came from Superglass but explained the steam will appear in large volumes at times when there is condensation in the air and will take longer to evaporate when the weather is like this.

  • 20 MPH Limits & Zones

 

Feedback from Stirling Council on 20MPH limit signs:

The works programmed to commence the week commencing the 28th of November which will take 3 weeks. This does not include the road markings, which will be implemented after the signage installation. It was noted that the council has no power of enforcement towards speeding issues, only the police have

 

Broom Road, (excluding the section between Pike Road and Colquhoun Street) and Pike Road are considered unsuitable for a 20mph speed reduction because there are no properties facing directly onto the road.

  • City Centre South

Feedback from Stirling Council: The Council is currently reviewing the feasibility study that has been undertaken by consultants. They also need to ensure they future proof any proposals so that they align with the masterplan for areas south of the city. The Council are looking to be back in contact sometime early next year.

There was discussion around some of the merits of the proposals.

  • Grit bins

 

Gary and Hugh met with one of the Road Managers and reported that the Council has effectively changed the goal posts – no longer issues community bins across the area as previously described. Now implementing community grit stores (about three times the size of a yellow bin) to two locations in the are yet to be determined by Stirling Council.

 

  • Ian Findlay Path Fund

 

Gary and Mandy met with 2 local residents on site. Spoke with Paths for All – Gary to attend site visits with Paths for All for area adjacent to Community Garden and Yellow Hil.

Looks like the dog walking area is recreational and won’t get funding from the Ian Findlay funs but may qualify for other funding. Stirling Council state that they will need a copy of any design or plans before they agree to the path and also want to know who will be responsible for repairs in future. I also need to clarify who will be responsible for public indemnity.
