Braehead & Broomridge Community Council

30 October 2024: Mayfield Community Centre

Present:

Barbara Anderson, Mandy Rae, Lesley Ferguson, Jamie Adcock, Martin Shaw

In attendance: Margaret Sweeney (minute taker), Councillor Flannagan, Alex Galletly – Stirling Library, Chloe Braithwaite – Book Shed, and two members of the public.

Martin welcomed all to the meeting and introductions were made.

  1. Minutes of previous meeting and matters arising

No declarations of interest.

Martin Shaw; Chair on behalf of the Braehead and Broomridge Community Council expressed sadness on the passing of Stirling Council Leader Margaret Brisley. Margaret Brisley was a lovely women who will be sadly missed.

September Minutes were proposed by Mandy Rae and seconded by Jamie Adcock

  1. Office Bearer Reports

Chair – disappointed in lack of response from Police Scotland in attending the meeting. Also disappointed that no police report has been issued.

Action:

Martin – make contact with PC Woodhouse regarding attendance at meetings and reports.

Secretary – Mandy wanted to highlight her thanks to Stephen Bly extremely grateful for all his help.

Mandy confirmed she has been interacting more on Facebook with the community council’s page. Over the last 25 days this has increased our reach to 2,500 people – up by 1000 on our following and 375% increase on engagement.

Mandy asked about putting the minutes onto the Facebook page – Jamie will review this and consider best way to have them uploaded.

Action:

Minute Taker – once minutes are approved send to Jamie for uploading

Jamie – as soon as minutes are approved arrange to have them uploaded to Facebook site.

Treasurer – current balance is: £3338.61

Admin grant has been received.

Bank account situation not fully resolved however in progress.

Action:

Jamie – following up with bank.

Planning – nothing to report.

  1. Additional Reports

Councillor Report

Councillor Flannagan – offered sympathies and thoughts on the passing of Councillor

Brisley. Limited activity within the council at present due mark of respect. Public Safety Meeting held last week. Issues surrounding police reports were raised. There is a lack of attendance at meetings across the area – at 61 meetings only 4 had an officer present at the meetings. Forth & Endrick Community Council are trialling a scheme to get officers at meeting, they have also echoed issues with reports.

Councillor Kane has resigned as a councillor and a by election will be held on 5 December. Will check up on policing station. Full council meeting to be held on 12 December.

“Engage Stirling” highlight the use of this as Stirling Council will only accept petitions from this site. No petitions set up on any other site e.g.Change.org will be considered. “Engage Stirling” site is listened to for public opinions.

Funding – Scottish Landfill Fund (stopping soon) available for any community that lives 10 miles from a waste site can apply for funds. (Jamie confirmed he has looked into this)

Pavement parking – enforceable penalties and no grace period.

Christmas Light Switch on – 16 November.

Police

No police presence and unfortunately no report received.

Superglass

No new complaints.

 

  1. General Business

Banking Update

In the process of changing signatories.

Reviewing the option of setting up a second account to cover expenses for defibrillators. Jamie has been in touch with local businesses regarding funding for this. Action:

Defib Status/New Location

Martin has been in touch with the Manager of the Co-op on Pike Road regarding siting a new defib. They have agreed to this, and it is likely that the Co-op will cover the charges for this.

Action:

Martin – maintain contact with Manager at Co-op and update all.

Afton Court Park

Images have been received for the replacement equipment and order has been placed.

Likely to be installed in January and placed on a safety mat.

Action:

Lesley – update when in place.

Flyers/Leaflet Drops

Three quotes received. Initial print run of 1000 to start with. Finalising wording on the back in relation to meeting venues.

Action:

Jamie – ongoing

Noticeboard update

Prices re: repairs/updates to be given to Lesley.

Action:

Lesley – update all when prices received.

Location and frequency of meetings

Looking at moving some of the community council meetings to the Crawford Hall in Braehead. Considering moving 27 November ’24, 26 March ’25 and 28 May ’25. Access to the hall would be from 6.45pm – 9.15pm at a cost of £16 per hour/£40 per night.

Martin proposed we go ahead with the above dates, Lesley seconded it.

Action:

Secretary – book dates for meetings

Toy Library/ Planters/ small differences

Toy Library – first one has been set up and being trialled in Afton Court. Mandy will go ahead and set up one for Wallace Park

Insurance for planters has been confirmed. All the planters in the Braehead and Broomridge area belong to the community council. Recommend that the broken ones at the Co-op are removed. Looking to have possibly 6 new planters and 4 hanging baskets for the noticeboards. Where do we site the new planters? Community Councillors will review sites themselves and discuss at the November meeting.

Conservation Volunteers – set up in Clackmannanshire – we could consider this for our area? Question asked around funding? Suggestion on this would be to contact every business within the area (Springkerse as well) and explain the request for funding volunteer projects, suggest a contribution of £10 per month? Martin agreed with this idea as did the community council.

Action:

Mandy – set up toy library for Wallace Park

Jamie – to issue letter to business requesting funding.

Community Councillors – to visit area to consider location of planters.

St Ninians Library

Presentation from Alex Galletly who runs St Ninians Library. She explained that they had received external funding to create a garden on land at the Mayfield Centre to be used by everyone that uses the centre and the library. Received support from various external groups. There will be a meeting on 19 November for St Ninians Library Garden. Wanted to update Braehead and Broomridge Community Council on the project. Community Council confirmed they would be happy to accommodate a poster for the garden on the noticeboards.

Action:

Update community councillors when poster arrives, to be reviewed and if acceptable place in noticeboards.

Book Shed

Chloe Braithwaite created the Book Shed in her front garden and it’s been running for around 14months. It is used by many in the community from individuals to the local nursery who come for books and Childminders. It is so popular that books are donated to local areas and a book stall has been set up in the nursery. Due to the popularity Chloe has had requests for another one. Chloe is asking whether the community council can assist with the costs to make another one. As it’s treated wood the cost for the shed is approximately £250 and is looking to set up another two sheds. Happy to help with fundraising. Jamie asked whether instead of funding would getting materials from local businesses help?

Action:

Jamie – obtain the list of materials required from Chloe Jamie will go to local businesses for donations.

AOCB

Gala Day – Martin suggested bringing back the Gala Day for 2025. The community

council

welcomed this however felt that due to the work involved and the need for a Gala

Committee it believes that 2026 would be a more viable option.

Action:

Community Council to review this in the New Yar and discuss sending out correspondence to the community as well as volunteer organisations in the area.
