Braehead & Broomridge Community Council

30 April 2025: Mayfield Centre

Present:

Mandy Rae, Lesley Ferguson, Barbara Anderson, Jamie Adcock, Martin Shaw, Hugh McClung,

In attendance: Margaret Sweeney (minute taker), Councillor Ferguson, Councillor Flannagan, Andrew Nelson – Superglass, Chloe Braithwaite – Book Shed,

2 x Braehead & Broomridge residents.

Martin Shaw; Chair opened the meeting, welcomed all and introductions were made.

  1. Minutes of previous meeting and matters arising

 

No declarations of interest.

No amendments made to March minutes. Minutes were proposed by Hugh McClung and seconded by Mandy Rae.

  1. Office Bearer Reports

 

Chair

Co-op Defib – Response received from Co-op and they have no policy for defibs (Doune Co-op has one). Co-op on Pike Road will look into this.

Police Scotland – after no response from Police Scotland Martin proposed contacting Independent Policy Complaints Commission – the Community Council unanimously voted in favour of getting in touch with them.

Action:

Martin – Co-op ongoing, Police Scotland – will contact IPCC

Secretary

No updates. Mandy would like to express her thanks to Stephen Bly for his continued support and guidance.

Action:

No actions.

Treasurer

Still no access to the bank account – formal complaint has been raised but no response received.

Balance is currently £2356.32 – payments made to Crawford Hall for meetings, minute taker and flyers leaving £2140.32

Community Councillors discussed the bank issue and unanimously agreed to open a new account.

Action:

Martin and Jamie: arrangement for new bank account to be opened

Planning

No updates.

Councillor Report

Councillor Flannagan – full council meeting on 1 May. Motion being put forward to cancel the booking system at Polmaise. If anyone has any issues to be raised please let him know.

Councillor Ferguson – various bushes planted around the area. Consultation due on Active Travel – Glasgow Road and Bannockburn Road – review information on Engage Platform. https://engage.stirling.gov.uk/en-GB/

Police

See Chair report.

Superglass

Small fire on 16 April which unfortunately happened before the plant clean. It was reported to Sepa. Ongoing noise issue – Andrew took the resident involved in this to site where they did a walk round to show the changes that had been put in place. Noise survey undertaken on 1 May. Week on Monday there will be crane movement whiles chimneys are removed. Andrew confirmed that he will be leaving Superglass however has recommended that a new contact maintain relations with the community council. The Community Council thank Andrew for all his work during the time he has been involved with the Community Council.

Action:

Mandy will highlight contact numbers for Superglass and Sepa on FB site.

Co-opting

Following on from the announcement last month two nominations have been received - Chloe Braithwaite and Gary McGrow – Hugh McClung proposed their co-option and Barbara seconded. There was a third nomination as an Associate Member however they declined at this time.

Banking Update

See Treasure note.

Defib Status/New Location

New batteries required for two defibrillators.

Action:

Lesley – received agreement to go ahead and purchase.

Afton Court Park

Fully open, gates have been removed. Raised issues regarding maintenance, awaiting response.

Action:

Lesley – ongoing, will update when hear on maintenance.

Flyers/Leaflet Drops

First 1000 flyers were printed and issued. Agreed to get a further 2000 flyers to issue to remaining addresses. Lesley asked when and how to flyer the remaining – Mandy confirmed she will contact the Scouts regarding their assistance.

Action:

Jamie – arrange for more flyers to be printed.

Mandy – to contact Scouts.

Noticeboard update

Lesley has received invoice for this (£675) Chair proposed acceptance of quote and the work will start next Tuesday.

Action:

Lesley – update when complete.

Location/Meetings

Keep the current schedule – May meeting will be Crawford Hall. Agreement that if no additional attendance from residents then all future meetings to be held at Mayfield Centre.

Toy Library/Planters/small Differences

Planters – on hold.

Action:

N/A.

Book Shed

Springfield Road currently has a bigger one.

Action:

Bannockburn Road Issue

Being dealt with by councillors.

Footpaths

Bushes have been cut.

Action:

N/A

Anti-social behaviour

N/A

AOCB

June AGM – Chair proposed moving this from June to August – all accepted.

Action:

Mandy to inform Stephen Bly

Resident raised concern to Lesley regarding parking of large vehicles in the area (Colquhoun

Street, Broom Road, Kirkside Crescent). Confirmed that ones currently parked are within

the current limit – 7.5 tonnes. If anyone has further concerns on this to contact Roads Officer

within Stirling Council.

Resident complaint received regarding garages earmarked for council houses in Braehead-

concerns over these. Advise individuals to contact “Report It “ on Stirling Council website.

Heritage Boards – currently on the insurance. Investigate whether these are to be covered

by Community Council and if not arrange to remove off insurance.
