Minutes of Meeting of Bridge of Allan Community Council
Held on Tuesday 18th February in the Allan Centre.

B 2471. Welcome, Apologies and Conflict of Interest
AC (Chair) welcomed those present at 7.30 pm. The apologies were noted as indicated above.
There were no expressions of conflict of interest from elected councillors.
B 2472. Approval of Minutes, Matters Arising and Action Log
IB proposed the January 2025 minutes be approved , Seconded by RD.
Matters Arising (LH)
In relation to Item B 2457, both Councillor Tollemache and Councillor Wilson contacted KMcG on the the defibrillator
issue.
Also regarding Item B 2457 and regarding the proposed Henderson Street/Fountain Road traffic calming measures,
resident Gavin Drummond wrote to both the CC and elected members on two issues, firstly, the retention of the buildout of the bus stop at the Graham Street junction and, secondly, the unnecessary retention of the loading bay of the
former Tesco store. In relation to the latter, Mr Drummond believes that removing the loading bay would allow for the
provision of parking bays. Councillor Kleinman has noted that, after writing to SC last year on this matter, he had
been advised that the bay would be removed. In response to Mr Drummond’s concerns, Councillor Kleinman has
now raised both issues with SC Road Services Manager, Gary Neill.
Still with Item B 2457 and with regard to the Active Travel Dunblane to Causewayhead route, a resident contacted
the CC to indicate that he wished to serve on the re-engaged SC Community Advisory Group. The Secretary
forwarded his communication to Flora Chirnside and advised the resident to contact Ms Chirnside directly. He has
subsequently sent the CC a copy of his email to SC and also the positive response from Ms Chirnside. In addition,
Michaela Jackson, SC Travel Planner, wrote to inform the CC of an online design review session to offer steering
group members feedback on the proposals for the connection of the route up to Bridge of Allan
Regarding Item B 2458 and the Paterson Clock, Councillor Kleinman reported that SC had given assurances that, as
soon as there were developments to report, an update would be provided.
In relation to Item B 2460.1 and the issue of dog fouling, Councillor Kleinman requested an on-site meeting with SC
officers which KMcG attended on behalf of the CC. The outcome of the town centre walkabout was that new signage

will be positioned on Henderson Street, Fountain Road, Keir Street, Union Street, Allanvale Road, and The Avenue.
In addition, the council has now underlined the importance of local residents reporting immediately any new or
persistent dog fouling, so that officers can carry out spot checks. Councillor Tollemache forwarded a communication
from a local resident who has highlighted the high incidence of dog pooing on paths and pavements in Kei Street,
Henderson Street and, in particular, along Allanvale Road. The councillor has raised the resident’s concerns with
SC.The Secretary reported that KmcG is not able to attend this evening but she has provided a report of activities.
He gave a summary of her report saying it would be included in the minutes, and is reproduced here:
Karen’s Report:
Dog fouling –
On Friday the 7th of February I met with Robin Kleinman, a member of SC and the local dog warden.
At our site meeting we identified key areas of Bridge of Allan where there seems to be a lot of dog fouling. The dog
warden has kindly displayed more signage which should hopefully help with the problem.
At this meeting it was mentioned about the display of posters which I mentioned that there was an excessive number
of posters displayed for a Persian rug sale which was detracting from road safety on Saturday 25th of January.
I was happy to hear that this had been noticed and that there are forthcoming laws from SC that the private
displaying of posters will be removed immediately and the person displaying the posters will be fined.
Hopefully, this shouldn’t be too long before we hear more about this.
Could we possibly put something on social media regarding the extra signage? Also, hopefully some extra bins can
be positioned in the Mine Woods as I mentioned in an email.
Christmas Lights –
As some of you might know we had an outstanding payment from a Christmas light/lamp post sponsor. A letter and
invoice was posted on the 5th of February which resulted in a prompt payment on the 10th of February.
Also, Rosemary and I have been looking into the possible purchase of 3 new Christmas lamp post lights. I have
contacted Gordon electrical for advice on the assembly of the light socket and out of courtesy SC should be
informed/asked first.
We have received some prices from a supplier but have not yet identified which lights we will propose to the CC to
purchase. Hopefully, we should know more for the March CC meeting.
Cash Machine –
I have had several visits to the Co-op regarding the cash machine which will have to be moved or demolished when
the co-op rebuild starts.
Craig the Manager has emailed his Manager to ask if there could be a possible temporary cash machine inside the
temporary built Co-op of which he is waiting on a reply.
According to Craig the plans should start to go-ahead in April. If this comes back that this is not possible, I will then
contact other areas/shops in Bridge of Allan for another possibility and at that point I will contact Cashzone directly.
Defibrillators –
I had a meeting on the 31st of January with Steve Mason who looks after the defibrillators in Dunblane who through
his contacts put me in touch with Martin Stuart from Falkirk. Martin is a volunteer who looks after 99 defibs in the
Falkirk area, a trained first responder and trainer in this field. I met with Martin on the 7th of February, and we
identified a few problems in the village. The defib at the Hawes Park has been removed and I am waiting to hear
where this could possibly be and if it could be reinstated. Martin can also source replacement batteries and pads at
cost price.
I have also taken on the task in matching up all defibs in the area and encouraging businesses to register online on
“the Circuit” which means you can find this at “Defib Finder”. Also, all local defibs will be listed in the future on the CC
website. A map of all defibs will be displayed in key shops and community used buildings.
Martin has also offered to hold a training evening for CPR which also includes the use of a defibrillator. I am hoping
to organise this for April or May in the church hall which will be promoted on all local social media channels.
Traffic calming measures for Henderson Street –
After a conversation with Robin Kleinman I am assured that the bus layby at the top of Graham Street on Henderson
Street will not be removed.
Robin had contacted Gary Neill who has assured Robin that the bus layby will not be removed. As you all know I was
very concerned when I saw the drawings and even more concerned after an accident at exactly this point in the road.
The accident was on Thursday 30th January around 6.30pm where 2 cars collided at the exact blind spot on the
road.

B 2472. Police Report.

The report encompasses all relevant crime and matters of note which have occurred between 22nd January 2025 and 17th
February 2025..
Current Priorities:
Our current priorities in the Bridge of Allan area continue to be Anti-Social Behaviour, Housebreaking, Road Safety
and Community Engagement and Reassurance.
Main Report:
Between the 22nd of January 2025 and 17th February 2025, a total of 16 crime reports were recorder within the Bridge of Allan
area. The crimes detailed below are those that are of relevance to the local community.
ANTI-SOCIAL BEHAVIOUR
25/1/25 – while investigating a report of a disturbance in Cawder Rd, police traced the driver of a car bearing foreign registration
plates. It transpired the car had been stolen from Ayrshire the week prior and the plates were false. The driver was found to be a
disqualified driver and was wanted for crimes in England. He was arrested and charged with the driving offences locally, the
theft of the car from Ayrshire and was then transferred to England re the matters there.
DRUG MISUSE
26/1/25 – student at the University found by accommodation staff in possession of cannabis. Police warning issued.
VIOLENT CRIME
28/1/25 – University Security confronted a group of youths who were causing anti-social issues on the Campus. One of the
youths (14 years old) assaulted 3 Security Staff (no injury) and made threats to others. He was returned home to his Mother and
charged
HOUSEBREAKINGS/CRIMES OF DISHONESTY
22/1/25 – report of a theft of a bench from a garden on Claremont Dr. Householder observed theft via a ring doorbell and
registration of van involved noted. Enquiry is ongoing to identify the culprit.
29/1/25 – two microphones stolen from a Lecture Theatre at the University. It appears a group of youths are responsible, and
CCTV is being reviewed. Ongoing issue with youths causing anti-social issues on the Campus.
31/1/25 – theft of alcohol from the Campus Shop at the University. CCTV is available and the suspect is thought to be the same
youth involved in the assaults on University Security mentioned above.
ROAD SAFETY AND ROAD TRAFFIC RELATED CRIME
26/1/25 – responded to a report of a car having crashed on Pendreich Rd. Driver was arrested and charged for drunk driving.
8/2/25 – driver charged with dangerous driving, driving with no insurance and improper carriage of passengers (driver plus 5
passengers when only 5 seats with seatbelts available) following complaint from member of the public. Driver and car traced by
police in Lyon Cr.
13/2/25 – fixed penalty issued to driver on Henderson St who was seen to drive through a red light.
OTHER CRIME
None.
OTHER MATTERS
An 18 year old Student at the University was tragically found dead in his room by staff. Enquiries into the circumstances
continue, but there appear to be no suspicious circumstances.
6/2/25 – serious road accident on Airthrey Rd outside Wallace High. Pedestrian struck by car and suffered serious head injury.
Transported to Hospital via helicopter and underwent successful emergency surgery. Road policing Dept carrying out enquiry to
establish circumstances of accident and if there have been any offences committed.
Community engagement and reassurance
5/2/25 – gave a presentation to new international students at the University at a ‘connecting cultures’ event. Presentation covered
crime prevention/awareness advice and information on the Law in Scotland, which may differ from the home countries of the
new students.

B 2473. Updates from BOA Community Groups.
B2473.1 Update from the Community Activities Group (The Allan Centre).
Councillor Kleinman spoke in his capacity as a trustee of Group. Some projects to make improvements are in the
early stages. The Wi-Fi service is to be installed wednesday (19th Feb) by SKY.
B2473.2 Update from Discover Bridge of Allan (DBOA).
DBOA Chair Sarah Cameron reported:
• DBOA AGM was held on Mon Feb 3rd at 7pm at the Allan Centre. About 40 members attended.
• The board is comprised of Sarah Cameron (Chair), Isabel Walter (Secretary), Douglas Ross (Vice-Chair) ,
Pam Wilson, Shelley Rollinson, Amanda Coulthard and with Duncan Leask who lives outside the BOA as an
Associate Member. The Treasurer’s position is vacant. They are also seeking more Board members
(trustees).
• The CAP has been published online{1} with a paper copy available in the Library.
• The next board meeting is next Tue (25th Feb).
• The website is being updated.
• A donate button was added recently with two options to donate, either to the Sunnylaw upkeep or to the
General Fund, and both funds have received donations
• There are roughly 270 members currently; New members are encouraged to join.
A resident raised an issue regarding the Sunnylaw Meadow. His property borders the meadow and relating to a tree
that is close to his garden wall he enquired if it will be taken down , given that a large branch which split off in the
recent storm (Storm Eowyn) has been removed. He is concerned that in another storm other branches will damage
his wall. Sarah answered that a member of the Sunnylaw Management group will be touch.
B 2473.3 Update from Friends of Bridge of Allan (FBOA).
FBOA Chair Graham Russell reported on the activities of FBOA since the last CC meeting.
• The main activity has been clearing debris left from Storm Eowyn.
• About a ton of debris has been removed from the Memorial Park
• Some replanting at the land alongside Blairforkie Drive.
• Plans are being made for the hanging baskets.
• Routine maintenance upcoming will include work on raised beds.
• There is a project to be started at The Allan Centre.
• Following the success of last years Picnic in the Park {2} it is proposed to hold another event as last year in
the Pullar Memorial Park, with possible dates being 17th or 24th June.

2474. Residents’ View.
B 2474.1 Sunnylaw Road Closure
A resident complained about the ongoing Sunnylaw Road closure which constrains travel routes from his location to
other parts of the village. He queried the need for the temporary fences blocking the road given that the wall ruins
have been cleared. AC replied that this has been a regular concern for the last 18 months. SC will not reopen the
road until repairs completed, and discussions are progressing. Councillor Kleinman said that the road has been
closed now for 22 months, but there is now some positive progress, and the road should be open sooner than later.
Another resident queried the closure of Coneyhill Rd. The point was also made that local journeys involved going
down to Henderson street and around , a longer journey, adding to the traffic and subject to the delays.
B 2474.2 Lower Westerton Wood
A resident brought attention to the poor state of the trees and footpaths in the Lower Westerton Wood listing a
catalogue of issues from a note which was handed to the Secretary and is reproduced here:
1. Footpaths - dangerous underfoot - build up of organic debris becoming mud
2. 2 people to my knowledge have slipped on wet leaves or beechnuts and damaged themselves.
3. Wooden fence - four places where they are damaged and no longer fulfil their function - presumable as hand holds
4. Original steps either filled in with some sort of organic substance or obscured by a build up over several vears - fallen
leaves - beech nuts etc.
5. Another tree fallen across a footpath - no access - recent - could be easily removed. (she had indicated this was on one
of the paths from Henderson Street to Kenilworth Road).
6. Access to the woods via paved areas dangerous - very uneven as well as needing a good clean of mud etc.
7. With proper maintenance all access to the original paths could be opened.
8. Ivy on nearlv all the trees
9. Woods appear to be being used as a duumping ground for garden refuse.
10. Well Road pavement has an alarming slope downwards at one point.
11. Notice at top of Well Road encourages people to enjoy the woods. In mv view it ought to carry a health warning. Should
be removed.
Councillor Kleinman commented that the paths/walls might not be the responsibility of SC, but absent landowners.
Sarah Cameron commented on that the crown can claim ownerless property {3}. Gavin Drummond commented that
ivy had been cut on these trees about 10 years ago, and it should be done again. There terrain was very steep so
there were access issues.
B 2474.3 Lover’s Lane path closure
Councillor Kleinman stated that the Lover’s Lane pathwas closed due to an unstable wall and that SC had’nt been
able to clarify ownership.
B 2474.4 Expense of Music License at Christmas Light ceremony
Gavin Drummond queried the payment to the PRS PPL{4} company for the license to play music at the Christmas
Lights ceremony. RD explained this was necessary as this was not carols but recorded music subject to
licensing.Gavin thought that SC would have an umbrella license for events help on SC property. AC said she could
ask about this at the SC Communities meeting this thursday.
B 2474.5 Stirling Council Budget Cuts
A residence asked if we were to present the Stirling Council Budget cuts at this meeting. AC explained that SC have
not decided on the cuts yet, but have presented their analysis for the feedback to their ‘Big Conversion’ survey on the
budget – available on their website {5}; Councillor Kleinman reported the budget meeting is Feb 27th..
AC commented that The Courier newspaper had a good analysis of the proposed SC budgets cuts {6}
B 2474.6 Knockhill Bridge Works
Two residents (one a farmer) contributed to the discussion on the proposals by BEAR for repairs on the Knockhill
Motorway Bridge. JS had attended the public meeting on Jan 22 at which BEAR presented their proposals, with the
apology that the work would be an ‘inconvenience’. There had been a good turnout of farmers who put forward a
strong case for better access than the proposed diversion. AC asked if there had been any risk assessment in terms
of risks to local businesses (i.e. financial). JS responded apparently not. BEAR will not offer compensation. One of
key issues is that the proposed diversion is on a single track lane with no passing places and very tight bends, which

even modestly large vehicles cannot negogiate. Another proposal for a controlled narrow passage under the bridge
was going to be too narrow for the special agricultural vehicles (and too low), and these need access when the
weather is appropriate at short notice. AC indicated that a conversation with BEAR is needed on mitigations, and that
perhaps social media be used to collect views from the community.
ACTION: AC to progress discussion with BEAR re mitigations for Knockhill Bridge works.
B2474.7 Dogs on farmland
The farmer talked about the threats to both livestock and the environment from dog’s running freely on farmland. He
felt there was a lack of understanding of the countryside and the rich variety of wildlife, flora and fauna, in the farm
environment. There was talk of possible signage, and the promotion of the Countryside Access Code.
ACTION: CC to progress Countryside Access signage for farmland.
B2474.8 103/105 Henderson Street
A resident queried the derelict buildlings of 103/105 Henderson Street. AC said she would report on this in her
Chair’s report.
B 2475. Planned Improvement Works.
AC indicated she would invite SC officers (re Henderson Street) to the next meeting.
With Knockhill and Henderson Street traffic calming already discussed AC asked if anyone had other improvement
works issues, but none were raised.

B 2476. Our Bridge of Allan Planning.
B 2476.1 Local Place Plan (LPP)
AC reported that works continues on the LPP. She distinguished between the LPP and CAP : the CAP encompasses
what DBOA can do whereas the LPP presents to statutory bodies (for incorpation into the SC Local Development
Plan). Further engagement sessions with the community are planned. SC have extended the deadline to Oct this
year. IB reported attended a couple of SC sessions for Community Councils. If the LPP is submitted by Oct 1st then
SC can incorporate ideas into it’s ‘Call for Sites/Ideas’ for inclusion into the SC Local Development Plan.
B 2476.2 Sunnylaw Meadow
A Sunnylaw Meadow management committee is a subcommittee of DBOA with representatives from CC and other
local residents. It will soon be time for the first grass cut. A plan is being made for the year ahead. There has been a
walkaround to look at the site and possible actions. More info will be forthcoming. Further donation welcome (e.g. via
the donate button on the DBOA home page). We will be looking at options for sustainable funding. IB added it would
be appropriate to have some benches, also there was a need for insurance. A tree condition survey is to be done.
B 2477. Planning Report.
IB reported that there is no planning applications of significance.
B 2478. Chair’s Report.
Paterson Memorial Clock: AC reported receiving good updates on progress from SC. Councillor Kleinman
commented he will pass on news when available.
Co-Op: There appears to be a delay in the start of works and provision of a temporary store. When we have
news it will be published on our website.
MUGA: CC with help from Gavin Drummond have secured funding for the resurfacing. Work with the agreed
markings will start this spring.
Sunnylaw Meadow: discussed earlier in the meeting.
SC Budget: As discussed in the January meeting, Chair has written to SC, with the letter published on our
website (and facebook page). A response from SC was received thanking us for the input.

CC Vacancies: We will be launching a recruitment campaign this spring. Interested parties are invited to come
to a meeting before applying.
Vacant Properties: 4 significant properties on Henderson street are of concern to the community: The Royal
Hotel, The former Police Station, 103 and 105 Henderson Street. Chair has written to the owners with responses
from all except the Royal Hotel. However she has new contact details for the Royal Hotel and will try again.The
owner of the Police Station now hopes to progress works in the near future. Regarding 103,105 she has had a
positive discussion with the owner and they have been invited to the March meeting. The owner (Mr Steven
Macleod) will take questions on plans for a Nursing Home and use feedback before submitting planning
application. CC should gather topics ahead of the meeting. JS commented she had rung the Police 101 number
this morning to report children had climbed over the fence into the grounds of 103. Chair reported that 105 is due
for demolition ahead of the summer school holidays. A resident commented that a prior Nursing Home planning
application had failed, possibly on parking. Chair said parking will be discussed.
Co-Op: Councillor Kleinman reported that a meeting is to be held on friday between the developer and a
Planning Officer to discuss the traffic management plan.

B 2479. Secretary's Report.
Communications from Councillors
Councillor Kleinman forwarded the following to the CC:
• In the context of the construction work for the new Co-op, and having raised the matter with SC, Councillor
Kleinman has informed the CC that the council’s Chief Planning Officer has arranged a meeting for elected
members with the construction agent to consider the implications for the construction of SC’s Construction

Councillor Tollemache forwarded details of issues raised with SC
• Councillor Tollemache has raised with SC an enquiry raised by local residents about the possibility of
planting trees in the area between Westerton Drive and Keir Street. (Graham Russell indicated at the
meeting that this proposal was not a viable one)
• The councillor has also raised with SC the issue of the ownership of the Heathershot/Blue Banks public
space, a space which has been used for flytipping.
• Councillor Tollemache has raised with SC the concerns of a resident who, undertaking the primary school
run and, waiting at the Pullar Avenue zebra crossing, was unable to cross due to cars failing to stop. Both he
and Councillor Heald believe that additional signage is required.
Communications from Residents
• A resident, Gavin Drummond, wrote to indicate that he had contacted local elected members about the issue
of which assets should be included in the Common Good Register. His concern was that, despite a promise
to delay matters until further consultation had taken place, the Civic Panel had now published a new list of
CGF assets on the SC website.
• A resident who is relatively new to Bridge of Allan has sent the CC a copy of an email he has sent to
Councillor Kleinman outlining a range of road safety concerns, including pavement parking at the Alexander
Drive junctions; parking on double yellow lines, particularly at the primary school; ignoring the 20 mph limit on
Keir Street; and unsafe cycling.

The CC received the following:

• a briefing note on the new SC waste collection schedule to be introduced in March 2025;
• the February edition of SC’s Community Development Newsletter;
• the initial Big Conversation survey reports;
• details of the forthcoming Admiral Nurse clinics for carers and families of people with dementia
General Communications
The CC received the following:
• details from the Scottish Community Councils website of a forthcoming webinar on the Scottish Climate
Intelligence Service’s newly established climate action programme;
• the February newsletter of our MSP, Alexander Stewart;
• the latest bulletin from the Scottish Community Alliance;
• links to the Scottish Government’s survey for the evaluation of the R1000 broadband programme
B 2480. Treasurer’s Report.
In the Treasurer’s absence there was no report.
B 2481. AOCB
• Memorial Park Wheelchair Ramp: JS reported on progress regarding the proposal that there be a ramp for
wheelchair access to the memorial. SC have requested plans/photos; a ramp is ok for Remembrance
Sunday but they require permission to be obtain for any other occasion.
• Childrens Den in woods: JS reported that a den had been built in the woods by Well Road. It incorporated
road signs and cones. A fire had been started. Councillor Kleinman added that he had called the fire service.
