  1. Recording of Declaration of Interest

  1. Adoption of Minutes of Meetings

The Minutes of the previous meeting of the Community Council held on were proposed

by Alison Moffat and seconded by Alan Reed.

  1. Matters Arising from Minutes

 Railings – Licence is still with Stirling Council’s lawyer. Once ready, we can hopefully

go ahead with installation in January as the funds are ready.

 Christmas lights – Community Council applied for funding for Christmas lights via

community pride fund and received £250 which was mostly spent on lighting. Hoping

to put some up at burn green at seating space over the weekend.

 Culbowie panorama sign – Awaiting a response from Councillor Fraser who was

following up on this.

Youth Café

Fortunate to have 10 excellent volunteers doing crafts, music, shadow puppets, first

aid session. Active Stirling and Youth Scotland involved youth who wrote something

up for government regarding rural issues such as transport. There is an opportunity

for the young people to work with filmmaker Andy Sherlow, they’ll meet tomorrow

evening to discuss what the film will be about.

  1. Treasurer’s Report, Alan Reed

We finally received the grant money for the Christmas lights etc. That comes to £570

in total. We are currently up to date on all payments that I’m aware of. I recently paid

out of our account £60 in total, which was £20 for Hall hire, and £40 for minutes.

So we currently have in the account: £4133.69 (Of which 991.80 is the youth cafe’s.)

£570 is the Christmas grant (which is already spoken for)

We have applications in for two other grants. These are both to do with the place

scheme. One of which we should hear back on very shortly.

iii. Secretary’s Report, Alison Moffat

Wildlife Pond

I had a query from a concerned resident regarding the broken gate to the wildlife

pond where they saw children playing around the pond.

I reported this to cc enquiries who replied with the information that the Link Officer for

the Balfron Learning Community has spoken to Mrs Gibb who has informed them

that the children have no access to the wildlife pond without an adult during school

hours and have regular lessons on water safety. The pupils are also reminded not to

access the wildlife pond out with school hours. Mrs Gibb is aware of the faulty gate

and has requested that the Property Maintenance Officer at Stirling Council comes

out to assess the gate to see if it needs repaired or replaced. Further updates can be

obtained directly from Mrs Gibb.

Path Outside the Village Hall

I have put in a cc enquiry regarding the unevenness of the slabs of the path outside

the Hall and I am awaiting a response.

  1. Community Council Business

 Community Hub

Running every Thursday 12.30pm – 2.30pm with lunch, tea and coffee. Optional

donation of £3. Entirely run by volunteers since September. Have been able to cover

cost of hall. Planning on having a joint celebration for Burns night with primary school

but not had meeting with Mrs Gibb yet. Potentially dancing, poems and music.

Funding for this coming from grant from community pride fund.

 Buchlyvie Place Plan

Very important because if council or development company propose new

development in the future, we can show them what village has planned for each

area. We’ve put in for funding from community pride fund and FEL – hopefully able to

get last part of place plan completed. Anne Winther has been asked to continue and

take on.

Anne Winther stated that at the moment we have ideas generated from series of

workshops but place plan is more in depth. It’s important to captures places, features

of village, street by street. Opportunity to say what we want to change and keep – it’ll

be our plan. Its about all of the community have conversations to decide what’s

important. First part therefore is gathering data. Second part is putting together report

for council. We should know about funding at end of December.

 Cleaning/Repair War Memorial

Margaret approached by ex-serviceman concerned about state of war memorial. The

plan is to clean up the moss etc in the springtime.

 Planning update on The Tavern (see full attached report from Planning Officer)

Stirling Council decided plan was rejected due to policies (Policy 15) in National

Planning Framework. It was decided that the loss of public amenity would outweigh

any financial gain and the loss would not give economic benefit to community. We

have heard from new owner of tavern, they are planning to appeal the decision but it

may be rejected. This could be in part due to the panel been given misinformation.

They were told the pub closed in 2023 but it was in 2024. The accommodation was

lived in until 2019 but the owner claimed said it was before this.

Next steps should be to create a community development trust – new owner would

be willing to talk to us if we wanted to do buy out.

Alan Reed spoke to MP Chris Kane for area on 20th November and he made

suggested contacts and underlined the importance of it being set up out with the

community council. MP also said he would be happy to get involved in some way –

as a contact and weight.

Collectively spoke about consulting with community to decide how to move forward.

Community suggestions included getting in touch with SCVO, Steps in Stirling and

the guys from Gartmore. Advertise this on Buchlyvie Banter facebook group and

posters around the village. There has to be a certain % of the village agree to do

community buy out. To start of development trust we need group of people interested

then next stage is getting community to join.

  1. Elected Members Update

PC Matt McCrimmon – October/November updates

 Theft – an older child stole 4 vapes from local shop and received a warning.

 Vandalism – vehicle scratched and incident remains undetected.

 Road safety – numerous vehicles and a bus came off road due to snow. Continue to

take care during weather conditions.

 Call received by member of public about elderly person driving vehicle – contact has

been made with DVLA to assess this.e

 Call received about person leaving home address in crisis. Treated by paramedics

and doing better.

 New colleague Laura Newlands has joined community role from Grangemouth and

Falkirk office

 The way we conduct Police reports will be changing on a trial basis. We will

amalgamate 10 villages into one report as opposed to 20 separate reports.

  1. Colin Mutch offered full community council membership which he accepted.

Maureen Burnside invited to join as a co-opted member which she accepted.

  1. AOB

Alan Reed – There is an ongoing consultation with Carron Valley Windfarm concerning

building 4 turbines. This is still at early stages and will take a few years before building.

  1. Resident’s Forum

Q: Query around village hall clock tower as its not currently in use

A: There is an issue with Jackdaws and their nests and the potential of it being unsafe.

Jessica to follow up with Stirling Council.

Q: Query around salting of pavements of whole village including entrance to Barn Court

A: Stirling Council will only salt main pavement, we believe it’s residents responsibility to

cover side streets

Q: From Cameron Floyd regarding lack of funding sources for community council

activities and suggested doing more fundraising after New Year Question from audience

A: A fundraising committee might be a good idea and something to look into.
