  1. Welcome

Jessica Langford introduced Rosemary Fraser to help us welcome and facilitate new

members, and with the confirming of roles.

  1. Recording of Declaration of Interest

None

  1. Adoption of Minutes of Meetings

The Minutes of the previous meeting of the Community Council held on 22 August 2024

were proposed by Alan Reed and seconded by Colin Mutch.

  1. Matters Arising from Minutes and Actions

 Core Path blocked between North Church and Manse – Path is still blocked however

Jessica Langford is following up on leads and waiting to hear from the Ramblers

Association. Will follow up with Stirling Council. The process takes time but confident

the caravan and car will be removed.

 Christmas Lights – Jessica put in an application to Stirling Council for Christmas tree

lights. At the end of village, we could use the tree already there at burn green to

decorate. Emily McLennan has offered to decorate railings at school. Alaister Moffat

and Tommy have offered to repair the nativity scene. Jessica has applied for paint,

wood etc. Youth café will help also.

  1. Community Council Updates

Chair’s Report, Jessica Langford

 The railings for the steps have not yet been repaired. There is a delay due to

insurance, method statement, drawings, risk assessment etc being required. Jessica

asked Rosemary Fraser if she could nudge Stirling Council on this as it’s now a

health and safety issue.

 Information signs are now up at Burn Green and Whiteleys Road. There is one due

to go up at Culbowie Road which was agreed to by the farmer at Culbowie Farm last

April but has now said he does not want it. Letters have been written to understand

why but the answer is still no. The question is now where to put the sign. Jessica

asked for suggestions from the community. Rosemary Fraser suggested it was

council land and so we could still use this place, if she is given the exact location she

could get permission from them. It was agreed that we try to get the council on board

to put the sign up. The other option is to put sign at bottom of road indicating the view

at the top. Another area to consider is up where the waterworks are. Alison Moffat

agreed to speak with Betty McLaren who has a bench situated at the top to get her

views on it and we will revisit issue.

Treasurer’s Report, Alan Reed

Balance £3180.08. This includes £991.80 that’s from the Youth Cafe (including circa

£380 that’s ringfenced for ‘fun’ activities) therefore £2,188.28 currently at disposal.

ADDENDUM:

Still to appear in the account is a grant for £570 for Xmas lights and maintenance of

existing materials. This includes £250 for a ceilidh band for a joint Hub/Primary

school party on date tba (which we should budget an extra £200 for).

Also due is ‘expenses’ for last year from Stirling District Council, which should add a

further £443.61 to the account.

Outstanding amount to cover hall hire of £20.

  1. Community Council Business

 Colin Mutch was co opted in last meeting and has been nominated by Alan Reed as

Planning Officer, seconded by Margaret Bennie. Colin is now elected as Planning

Officer.

 Maureen Burnside is nominated by Jessica Langford to be an associate member,

seconded by Alison Moffat. She has a background as retired solicitor and has lived in

village for 25 years.

 Buchlyvie place plan – After receiving FEL funding in February 2024, we identified

what needed to be done within the community. Anne Winther commented that we

now need to link with Stirling Council for the place plan. It’s essential for the

community to get highest priority things tackled and beyond that it needs facilitators,

the Strathard community plan is a progressive plan which we should use as an

example. Does involve getting funding.

Jessica Langford commented that on 7th November, she, along with Alan Reed, are

going to an FEL funding event. Jessica asked Anne Winther if she would be

interested in that with someone working with her. Eilidh Weir suggested we ask Kate

Bovill in Aberfoyle. Anne suggested the Buchlyvie could do with a development

officer to plan long term. Rosemary Fraser said the place plan needs to be in by June

  1. It was agreed that a development officer should be sourced to move forward,

in a part time role.

 Community Hub - restarted in September and is now running without Start Up

Stirling. It was agreed to have a suggested donation for the weekly lunch which pays

for hall hire and some other bits. Eilidh Weir suggested a Christmas ceilidh. There is

some funding that could be great for a community hub for grassroots organisations or

small registered charities to fund special outings, activities etc. The only sticking

point is the group needs to have a bank account with their name on it. It was

suggested we use the community council bank account and change the name to

Buchlyvie Community Club Hub in order to achieve this. Council all voted in

agreement to do this.

 Youth Café – core attendance of normally 15 young people. There is a rota system

ran by 10 volunteers, all brining different skills. We’ve had baking, pride quiz, football,

first aid by St Andrews first aid but we need to apply for more funding for next year.

  1. Elected Members Update

 Rosemary Fraser - Following the election of Chris Kane to the Westminster

parliament there will be a byelection on 5th December for his seat. Rosemary remains

on environment, transport, net zero. Looking at how we encourage people how to

reduce carbon. If the C60 trial from Callender to Killin is successful we need to look

at it for other communities.

A community member asked if the trundle would continue to which Rosemary said if

it’s been successful it’ll likely return.

Anne Winther asked about active travel routes to Stirling. Rosemary stated that in

other council meetings, they’re asking for suggestions of routes and links. There is an

ambition of separate cycle routes for local activity but also for tourist attraction. Anne

Winther will forward work already completed for Buchlyvie to Rosemary Fraser.

 There is now a film studio set up in mod vans, just behind the Vue in Stirling. We own

80% of this land. Other 20% we need reassurance it’s safe to take. Master plan for

this whole area includes new housing.

  1. AOB

 Alan Reed confirmed there is still no decision made by Stirling Council regarding The

Tavern. Has meeting with Chris Leyden on 5th November – will try and gauge from

him what the plans are. Margaret went to a meeting at the Coffee Kiln, there was talk

of setting up committee, but nothing has been set up as of yet.

 There is a Christmas fayre on 30th November in the community hall. There will be

stalls, maybe catering etc. Anyone who is interested in a stall, contact the community

council.

 From 7th November, there are plans to run activities like a strength and balance class

on a fortnightly basis in the community hall.

 Without barriers multi-sport sessions are running in McClintock Hall in Balfron via

Active Stirling on the 7th, 14th, 21st and 28th November. Sessions are for those

living with disabilities or who face barriers to participating in sport.
