- Adoption of Minutes of Meetings
The Minutes of the previous meeting of the Community Council held on 12 December
2024 and were proposed by Margaret Bennie and seconded by Colin Mutch.
- Matters Arising from Minutes
Railings – Licence is still with Stirling Council’s lawyer. Still have not heard from them
and cannot move forward. Followed up with link but will do so again.
Culbowie panorama sign – Sign ready to go up.
Village hall clock – now working. Thank you for Martin Scobie and Campbell Retson
New fundraising committee – Cameron Floyd said he has send an email round but
not got up to setting it up yet.
- Community Council Updates
- Chair’s Report, Jessica Langford
Community Council has applied 3 grants: Stirling Council pride fund which was used
for Christmas lights and for Christmas Ceilidh. FEL- £2514. And £800 for place plan
– £3314 altogether to complete the place plan. Some of that money will go towards
paying Anne Winther who will produce plan and final report.
Youth café and community hub successful projects being run by volunteers. Grateful
for everyone who gives time, experience and expertise. Thank you to Eilidh Weir for
her ideas and dedication as she has now resigned from the council.

- Community Council Business
Youth Café
Margaret Bennie expressed thanks to Jessica for getting the Youth Club up and running,
without her commitment and drive it may not have happened. Since 10 January we have
had Andy Sherlow on Friday evenings to enable young people to make a film. Finished
film should be shown on 28th February, 5pm-7pm.
Community Hub
Eilidh Weir stated the hub is going well and has worked so far on donations. Jessica has
applied to the Community Pride fund. Ceilidh was held in conjunction with the primary
school and it went really well. There were 3 musicians, dancing, poems and songs from
Kate Bovill, John Lightbody and Marissa Boyd.
Buchlyvie Place Plan
Emily, on behalf of Anne Winther, stated that the next steps will involve mapping out the
village. We need volunteers to approach people in the village about what they like about
Buchlyvie, what concerns they may have, memories of the village, and what they would
like to change. All of this knowledge will then be applied to the maps. This will become a
legally binding document. Encouraging everyone of all ages to participate. We have 6-8
months to complete. Could potentially ask Arnprior to be involved in this – they would do
their own survey. No objections to this from council audience, everyone voted in favour.
27th March 7pm-8.30pm – There will be a training event to discuss what questions need
to be asked.
The Tavern
Colin Mutch stated that no planning applications submitted since last meeting but been in
regular contact Anthony Woodhouse - no plans for run as a pub. When asked for an
asking price, no response was given. Option for community to lease tavern from him
whilst a Development Trust is set up. Mr Woodhouse responded to confirm he would
require premium of £40,000. Then £2000 each month for first 2 years. So far there is no
interest from village to set one up or start committee.
Note: At this point, questions were raised by those in attendance regarding ownership of
the pub, whether the owner has been asked for an evaluation – which has not happened,
and there was discussion around reasons why there is no interest to which is was
agreed there was a lack of knowledge, confidence and time to commit.
The Triangle
Community Council has been doing research to find out who owns the land opposite the
school, known as ‘The Triangle’ as numerous complaints have been received regarding
the rubbish dumped in this area, namely a washing machine, caravan and a disused car
which is blocking an access road. There is now also piles of stones, slates and a digger
in this area.
It was noted that the council in the past have cut the grass, took down a tree and have
cared for the area over the years.
Maureen Burnside suggested there may be ways to bring it into community ownership as
many are tired of the mess.
Maureen Burnside confirmed that these things take time but she believes there are legal
routes to get things cleared. Everyone at the meeting was in agreement that the area
should be tidied up, and any further concerns should be directly to the community
council.
- Elected Members Update
Cllr Gerry McGarvey
Emphasised the value of the Community Council in terms of having a voice, access to
resources and to address the issues and concerns of the community. Encouraged the
continuation of regular attendance from the community and expressed the importance of
feeling confident to bring things to the community council and to councillors.
Cllr McGarvey stated he was happy for community members to get in touch if needed.
His role involves enhancing the lives of those within the area and at the moment the
administration are putting together a budget. He expressed that he is happy that the
direction of travel seems to be reflecting the response that have come in. It was noted
however that there will are always going to be issues with circumstances beyond control
– however it is important that people continue to have confidence in what they feel is
important.
Cllr McGarvey confirmed that should there be any future matters of concern regarding
The Triangle, these should be directed to the Community Council who can then pass to
Stephen Bly and Gerry McGarvey.
- Resident’s Forum
Strength and Balance Classes
Margaret Sparks confirmed classes run every fortnight on Thursday mornings, 11.30am -
12.15pm with the aim of helping middle aged and older women with their movement.
Classes are free but a donation is welcomed.
Bus Issues
Val Brand brought forth some recent issues with local busses including capacity issues
due to problems with the x10 service. There appear to be spaces in the morning but this
becomes a challenge in the evening with children from various villages boarding the bus,
leaving no seats for regular passengers.
Busses are not reliable. Recently the Bf2 did not run, meaning the x10 and Bf9 were
crammed. Parents and residents have expressed concern around the safety of this and
the quality of school transport in general.
There has been concern around behaviour from some children and young people who
use their U22 pass. It’s important that people contact their community council with
concerns and McGills regarding bus capacity. There has been some recent talk of using
a double decker. Val to share the email address of who to contact with concerns.
Question from Jim Hillock regarding replacement of a bench to which the community
council confirmed it had not been replaced but they can look into having it somewhere
else.
