1 Introductions and welcome
1.1 The Chair, AF, welcomed everyone to the meeting especially guests BB and
HT.
1.2 Apologies were received from the police, Melissa Nelson, Jennifer McLeod,
David Ross, Dawn Marie Todd, Mark Hill

1.4 The minutes of the March 2024 meeting were approved with the following
amendment:
Section 5.5 should be a section about the Burnside vegetation and a separate section
'School update - the education authorities are unable to visit the CC until May.'

2. Matters arising
2.1 The handrail between Bruce Terrace and Underwood Cottages has sheared
off – can this be dealt with through place plan? ACTION AF/JP
2.2 Stirling Tenants Forum – looking to be in contact with more council tenants,
information leaflet to be put on Facebook page. One drive link may work.

2.3 Funding for website Community Pride application, MN/LS to have meeting
with web designer Derek Townsend. ACTION MN/LS
2.4 Burnside Orchard - RB.
Ongoing. Clear-up to take place prior to planting. There is some money
available, the suggestion is to order two sets of trees in pots that can be planted
when time permits. AF has been in touch with the nursery, they do deliveries.
2.5 Benches Touch Road - RB. Bad weather has delayed this. Ongoing.
2.6 Playpark improvements - AF
The new equipment is in.
Concerns were expressed about burst pipe in the playpark between the see
saw and the back of the playpark. This has been reported. BB asked to let
the CC know next time so it can be reported again.
2.7 Fleming Trust bookcase - AF - ongoing
2.8 Who owns the land around the entrance to football park? LS
LS has been looking into land law. If no one is claiming the land, if we can prove
that we have been using it continuously, it may be possible to take possession
but it may be legally complicated. ACTION JP to pass on details to the Access
officer Mairi McIntosh who may be able to assist. HT suggested contacting the
liquidators for Hayford Mills Ltd and advise that the land needs maintenance or
could be unsafe.
2.9 Rovers park bridge safety concerns - see item 2.9.
2.10 Garages in Thomson Place – JP - ongoing.
2.11 Forum 5 - AF waiting for next meeting date.
2.12 Cambusbarron Goodwill Fund - MN - ongoing.
2.13 Removal of School Crossing Patrol. The patrol officer is still there currently.
Concerns were again raised about the proposed new system.

2.14 Local Place Plan Review. Ongoing. Suggestions - double yellow lines at the top
of the Brae. HT suggested CC members could write a wish list - what do you
want Cambusbarron to be in ten years' time? This approach may get more
engagement than just listing what is wrong. ACTION JH
2.15 Safer routes to school
Initially a path had been requested from Seven Sisters avoiding the road, but
this was turned down. However the Council was under the impression the CC
wanted a tarmac path. This is not what was envisaged through the woodland.
Neil Benny was at the February meeting and agreed this should be achievable
and that he would look into it. The map shows trees are protected. Ongoing.
3 Reports
3.1 Police Report attached as Appendix I
It was noted that there was not much information for the community.
Bikes at the quarry - this is an ongoing issue, also four-wheel drive
vehicles have been seen driving through the woodland.
Patersons are putting concrete blocks in the parking bay to discourage people
taking bikes in vans.
3.2 School Report – none received this month. It was agreed it would be helpful to
have updates from the school. If the Headteacher is unable to attend, another
teacher would be welcome to update the CC.
3.3 Planning Report - SN
One application - Development Trust signs at the Gillies Hill and
Polmaise Road entrances.
3.4 Treasurer’s Report - attached as Appendix II
3.5 Greener Cambusbarron - Derek MacAllister.
The new bowser has been delivered and is now in the CC basement. A
familiarisation session will be held before the start of the watering schedule for
those on the rota.
New planters have arrived for the Birkhill Rd sign, the old ones have been
removed and the new planters positioned and filled with new compost.
Grateful thanks to Shelby and her team from Stirling Council who assisted with
the work.
Plans are underway for the new season.
3.6 CCDT - AF
Insurance has been arranged so volunteer days have started again.
The lease has not yet been signed, but it is in hand.

There is concern about the fact that felled trees have not yet been removed.
Theft of tarpaulins and sheep's wool intended to protect the trees set on fire by
vandals.
3.7 Microgrants - MN
Foundation Scotland have paid in another £2000 to the fund. Once the website
is available these small grants can be promoted to the community.
4 Main agenda
4.1 Drains - raised by MN who has requested a site inspection. The drain has
been relocated. The drains on Gillies Hill get blocked, do they contribute to
the issue on the Brae? The contractor will often not do work if parked cars are
in the way. ACTION MN/JP
HT advised Alex Laird is Council person for drains. SEPA Potentially vulnerable
areas.
5 Correspondence
5.1 Correspondence Community Council Insurance Documentation provided for
2024/25
5.2 Stirling Council Media Release – Cultural Strategy to drive creative activities.
5.3 Informed Communities Initiative flyer with advice on Community Council
Enquiries/Report It function. (Residents should use 40 40 40.)
5.4 Community Council enquiry relating to school zebra crossing. See item 2.13
5.5 Community Council enquiry relating to road closure at the Brae commencing
08/04/24.
5.6 Opportunity to be part of White Ribbon Scotland campaign and receive drinks
coasters with QR code and information.
5.7 FEL Scotland Climate Action Hub Launch poster and information.
5.8 SEPA Copy of Potential Vulnerable Areas (PVA) Consultation – this will be run
from 25/03 to 24/06.
5.9 SEPA – information regarding statistics on Scottish Waste.
5.10 SEPA launch consultation on review of areas most at risk of flooding. ACTION
AF to forward.

5.13 Stirling Council Planning Guidance Consultation. ACTION AF to forward.
5.14 Cambusbarron Community Fund updates – application deadline 23/04/24,
panel vacancies. Four people have expressed an interest in being on the
panel. Three are required.
5.15 Notification of 21CC private exhibition firework display at Stirling Castle 20/04

6. AOCB
6.1 Green space - resident interested in purchasing small area of land.
6.2 Bedding plants in park - Greener Cambusbarron. The Council usually do these
beds but will not this year owing to cutbacks. CC agrees to approach Greener
Cambusbarron to do this, ACTION MN to get funding.
6.3 Litter picking trolley/cart MN
A regular litter picker who’s out at least once a week has approached MN and
asked if the community council could look at purchasing a trolley. Community
pride or micro Grant? Some thought needed though on storage for
accessibility for regular litter picker to collect from. But thinks a great idea. The
item retails from £149/179.
The CC felt two trolleys would be useful. They could be stored at the
Community Centre - may need some organisation.
6.4 Christmas lights. BB
Previously we have had lighted baskets. Plean and Bannockburn had
Christmas lights. BB moved to Fallin and became Chair of the CC. Residents
and local businesses offered to sponsor lights. Managed to persuade the
Council to pay for the electricity. Lampposts had to be assessed by a
structural engineer. Lightways supplied the lights and store during the rest of
the year.
ACTION BB to supply a brochure. Things had to be in place by September.
Dawn Marie Todd attended for the above item.
6.5 Windfarm enquiries - ACTION SN to have a phone call with Earlsburn and
Shelloch to get updates prior to summer recess.
7. Date of next meeting
7.1 This was confirmed as Tuesday 21 May at 7pm at the Community Centre.
7.2 The meeting closed at 9pm.

Reassurance.

There were 35 calls made to Police for the
Cambusbarron area over the stated period. The calls
relate to a number of incidents including drug misuse,
assisting members of the public, road traffic matters,
dropped 999 calls, offroad vehicles, public nuisance,
disturbances, fraud, domestic matters and reports of
assault.
