1 Introductions and welcome
1.1 The Chair, AF, welcomed everyone to the meeting especially the guests from
Transport Scotland/BEAR and Stirling Tenants’ Association.
1.2 Apologies were received from Jennifer Haggerty and Headteacher Mark Hill.

1.4 The minutes of the February 2024 meeting were approved with no
amendments. Proposed MN, seconded AF. ACTION HB send to AF for
Stirling Council.
2. Matters arising
2.1 Funding for website Community Pride application - MB
Web designer Derek Townsend, MN and LS will have a meeting shortly.
2.2 Burnside Orchard - RB. Ongoing. Clear-up to take place prior to planting.
2.3 Benches Touch Road - RB. Ongoing.
2.4 Playpark improvements - AF
The climbing frame has been ordered. Gym equipment is to be installed
before Easter.

2.5 Fleming Trust bookcase - AF
AF is to make an appointment to finalise details. Marion MacAllister will
provide a portrait of Mr Fleming to go besides it.
2.6 Who owns the land around the entrance to football park? An email from Jen
Preston advised to put up a notice saying work is to happen, if no one comes
forward then to go ahead. Insurance will still be required - will Foundation
Scotland provide funding if we can't prove ownership? This was possible for
the steps.
Decision: Agreed unanimously: This to now go into planning on agenda. LS to
produce poster. Technical wording necessary - maybe in email from Jen
Preston.
LS pointed out the Seven Year Boundary Rule - this may apply in this area.
ACTION LS to look further into this.
2.7 Rovers park bridge safety concerns – MN see 2.6
2.8 Garages in Thomson Place – ongoing.
2.9 Forum 5 - SF
There will be a discussion group of CC Chairs to discuss the Forum 5
replacement.
2.10 Cambusbarron Goodwill Fund - MN
MN spoke to Marion MacAllister - ongoing.
2.11 Removal of School Crossing Patrol.
There was very poor communication regarding road closure, signs went up but
it was unclear which section of road was to be closed. The crossing patrol is to
be replaced by an electronic crossing, the crossing patrol will be there until
this is up and operating.
2.16 Local Place Plan Review DR
Unfortunately DR has had to step back for the time being. Ideally we would
like to find more local people to take this forward.
Information can go on Facebook and the new website when up and running.
SF, it is important to put something in to put a marker down. ACTION AF to
check on dates from SC website.
3 Reports

3.3 Planning Report - SN
Murray's Wood - Touch Reservoir Road - Ogilvie tree felling permission for
vehicle access.

This leaves Cambusbarron community council with available sum of £2,277.76
With regards to the hall hire, we do put in our administration/minute taking in
March for the new financial year, as we claim this back.
3.5 Greener Cambusbarron - Derek MacAllister.
3.6 CCDT - AF is awaiting insurance so they can have volunteers. Over 1000
trees have been planted. Some seedlings were saved from the quarry.
Unfortunately, there had been some vandalism on the route to the castle.
3.7 Microgrants - MN
£732 - in communication with Foundation Scotland regarding applying for
further funding. It was suggested that it would be good to have Christmas
lights for the village.
4 Main agenda
4.1 BEAR M9 Sound Barrier. St Thomas' Well. GB and DH attended and made a
presentation regarding developments.
Sabre website has historic maps of the area and how it was developed.
BEAR has a contract to repair potholes, bridges etc. on motorways and trunk
roads. There are nine directorates at Transport Scotland handling different
areas e.g. road, rail, transport strategy, major projects, low carbon economy.
With regard to roads there are various operating companies including BEAR.
Transportation Noise Action Plan - this is a requirement of the EU
Environmental Noise Directive. The objective is to ensure noise management
is incorporated into all transport-related activities. It costs £600-700 per metre
for basic noise management, more complex barriers cost more.
Noise pollution is unwanted or excessive sound that can have deleterious
effects on human health, wildlife and environmental quality. It is commonly
generated in industrial facilities, road, railway and airplane traffic and outdoor
construction activities.
House of Lords report on the Neglected pollutants; the effects of artificial light
and noise on human health was published in July 2023.

Candidate Noise Management Areas (CNMA) locations - St Thomas' Well and
Stewart Street. Surveys were conducted to find average noise levels.
Information is available on the website ‘Scotland's Noise’ - from postcode can
find details from this survey.
Monitoring took place at three locations to assess the current impact of road
traffic at properties closest to the M9. They were between 67 and 75dB.
Proposal is a 3m high 280m long noise barrier along the existing pathway of the
post and rail boundary fence line which should provide -13 to - 15db noise
attenuation.
2024-2028 - going forward Transport Scotland are looking at the mapping of all
road and rail in Scotland. They are looking at options such as: 20 minute
neighbourhoods, 20mph zones, active travel, 20% car km reduction, blue
green infrastructure, just transition, net zero, low emission zones. natural
capital and remote sensing.
They are also looking at the position of the barrier, e.g. it might be better at the
bottom of the slope. A crash barrier might also be required if the barrier is very
close to the boundary.
Some residents have raised concerns about the loss of views.
Stewart Street - Transport Scotland have not yet contacted residents in this area
as it is still in the early planning stages.
It was pointed out that the new housing development at Home Farm had a
barrier erected as part of the construction process.
Final decision: Transport Scotland are still in listening mode currently.
Only one resident impacted by St Thomas' Well had been in touch following a
CC Facebook post, but residents in other areas got in touch - their properties
would be under the Stewart Street barrier if it were to go ahead.

Scotland by Luke Scrivens.
4.2 Stirling tenants' forum SJD, LS, WD
The group is looking to contact more council tenants. They would be grateful if
such residents could get in touch with the organisation. Previously there were
over 50 such associations but there is now only one. Following lockdown they
are trying to create a new approach and get in touch with new people.
They recognise that attending meetings is not for everyone, but there are
opportunities to get involved online, looking at tenant-led inspections, and
questions such as why are rents set at certain levels? why are some properties
left empty for months at a time? the housing advisory group take forward
recommendations - e.g. changes wanted by the residents to improve things.
Training and support is provided.

When a tenant is signing a new lease, information about the tenants' forum is
included, in the handbook etc.
Achievements
LS and WD attended a group who do the allocation policy over at least six
months. Some of the information was irrelevant and could be replaced. The
new, improved version of the application form has been well-received.
Unsatisfactory repairs - in such cases the forum can take action on behalf of a
tenant.
Anti-social behaviour - the forum can refer a case to the correct department.
When a tenant has their six months' visit, this is a good time to advise them
about the forum. A leaflet was provided and will be put on the Facebook page.

4.3 Seven Sisters Community Fund
This was earmarked for transport, community and school - can this money be
accessed or is it controlled by Stirling Council? SF this would be SC money.
Can residents contact David Wilson Homes? No, it was a section 75 and once
this in place it cannot be altered.
4.4 Safer route to school path from Seven Sisters to Underwood Cottages - AF
Hopefully we can get the woodland path as discussed at the February
meeting. ACTION AF to contact Neil Benny.
4.5 Cambusbarron Community Fund update - AF
Money from Foundation Scotland from windfarms, some from Earlsburn, some
from Kingsburn. Shelloch and Drumarnock - community payback from these
projects is still uncertain. ACTION AF to email Rachel at Foundation Scotland.
5 Correspondence
5.1 DF Promotions, the organisers of Stirling Summer Sessions, hosting Safety
Advisory Group meeting with elected members and community councils
25/03/24. Resident sessions earmarked for 17/04/24 and 13/05/24.
5.2 Bus service complaint. The driver seemed not to know the route.
5.3 Notice of postponement of road closure and suspension of parking at Mill Hill /
Northend / The Brae until later in the year.
5.4 Notice of Main Street closure road closing on 18/3 notification only going to
Observer on Wednesday 20/3/24. Poor communication caused great
confusion and concern to residents. See item on school crossing patrol 2.11.
5.5 Burnside lighting and vegetation requiring cutback - e-mail from Alan
Finlayson. Access Officer - Mairi McIntosh. ACTION MN.

5.6 School update. The Education authorities are unable to visit until the May CC
meeting.
5.7 Local licensing Board, anyone interested in joining? Ongoing.
5.8 Shelloch windfarm update change of ownership SN in contact with Kate
Turner also happy to attend a meeting (not the same as Keith Geddes).
Education are attending in May so this would not be a good date. June
might be better.
5.9 Earlsburn update - Keith Geddes emailed SN advised hoped to attend April
meeting but not sure if he will have enough information by then. ACTION SN.
5.10 FS EQ investment fund anyone interested?
This is money put aside for the future.
6. AOCB
6.1 Green space - the council used to sell small pockets of land to residents but
now this is being refused. It is a small area of land the resident wishes to
fence to provide a play area. Has there been a policy change? The resident
appealed a decision but has not heard back.
6.2 Handrail between Bruce Terrace and Underwood Cottages.
This has sheared off and is dangerous. Possibly something for the
development plan. See item 2.16.
6.3 MN had a meeting with Shelby from Land Services – they are sowing
pollinating plants on Murray Place. Owing to cutbacks some areas in the park
will not have bedding plants. MN suggested approaching Greener
Cambusbarron initially. ACTION MN.

7.1 This was confirmed as Tuesday 16 April at 7pm at the Community Centre.

There were 36 calls made to Police for the
Cambusbarron area over the stated period. The calls
relate to a number of incidents including suspect
persons, police generated activity, road traffic matters,
theft, planned shoots, concern for person calls,
communication offences and calls to assist members of
the public.
