1 Introductions and welcome

1.1 The Chair, AF, welcomed everyone to the last meeting of the year.

1.2 No apologies were received.

1.4 The minutes of the October 2024 meeting were approved. Proposed JH, seconded AF. ACTION HB send to AF for Stirling Council.

  2. Matters arising

2.1 MUGA repairs in school playground - funding decision by end November. AF and JH met with Mr Hill. We have received the full £14K - an assessment meeting was held with Foundation Scotland on12 November.

2.1.2 A request for £4K for outdoor equipment was not approved. FREG will apply for funding for this next year.

2.1.3 Defibrillator money approved - will go in the football park.

2.1.4 Scouts - hall up at Touch - they got the money for this.

2.1.5 Christmas in Cambusbarron – approved.

Trash Trail got money - they were looking for First Aid and Trail Training. We've split so that two members of CCDT are attending as well. It is making the path safe, good to have first aiders. Approved minutes 165 meeting of Cambusbarron CC 19 November 2024

 

Energy bills - it's been decided to give the Community centre £5K. They can change their tariff before March.

2.2 Handrail between Bruce Terrace and Underwood Cottages has sheared off. JP has reported no change so far. Concerns were expressed as the bad weather begins as the path can be icy. ACTION AF will get in touch with Jen Preston.

2.3 Funding for website Community Pride application. MN/LS to have meeting with web designer Derek Townsend. CCDT going alone, maybe page links can be attached later, ongoing. ACTION MN to ask Derek if it is the Wordpress platform as clerk HB is familiar with this.

2.4 Burnside Orchard - RB.

Trees have now been delivered and are in the walled garden.

2.5 Playpark improvements - AF - the hole in the toddler area has been fenced off. There were rumours that a P2 pupil at the school had an accident falling from a climbing frame, but we have no information on this.

A swing is still missing. ACTION MN to contact James.

2.6 Fleming Trust bookcase - AF - ongoing

2.7 Rovers Park bridge safety concerns and who owns land around the entrance to the football park. Notice to be put up and tenders sought, arrange meeting with Gary from Rovers, decision to be made by March 2025.

Could someone in Stirling Roads produce the necessary diagrams? ACTION AF An initial meeting with Gary Grahamslaw is required. AF and JH to attend.

2.8 Cambusbarron Goodwill Fund - MN - ongoing.

2.9 Pedestrian crossing at Foresters - we need advice on what signage will make it safer. ACTION SF.

2.10 Local Place Plan Review. Consider putting together a wish list, this approach may receive better engagement, approach other community councils/funding to cover cost of external to carry out survey. ACTION HB send template for local place review.

On 6 December 6:30pm and 15 January 3-4:30pm information sessions are to be held at Raploch Community Campus. Also hybrid sessions on MS Teams.

2.11 Safer routes to school - the path is in place, we need to query progress on the crossing at the Seven Sisters development. We had selected a location for the crossing more than two years ago, but we have had no further news. ACTION SF to get update.

It would be helpful to know of parents and other caregivers with particular skillsets.

3.3 Planning Report - SN

3.3.1 Approval of Rovers' changing facilities application.

3.3.2 Restoration of peatland at Flanders Moss.

3.3.3 Auchenbowie Home Farm have applied for consent for a distillery.

3.4 Treasurer’s Report MN attached as Appendix III

3.4.1 Breakdown of the report is:

Hall hire, M/Grant for the pub family Halloween party, M/Grant for the primary school maths subscription, and our minute taker fees.

Leaving the community council with £1,496.79.

3.5 Microgrants. MN. See Appendix III

ACTION AF to put something on Facebook saying what has been awarded in the past year to alert other groups to availability of funds.

3.6 Greener Cambusbarron - Derek MacAllister.

The hanging baskets are down and in winter storage. Our equipment has been winterised.

This Friday the summer bedding will be cleared and winter pansies planted in the tubs around the community centre along with some daffodil bulbs in the tubs on the banking opposite. As always we are grateful to the volunteers who turn out and help and the support of the community council.

We were grateful for the contribution from the community centre users of £101.40 which will used for winter planting.

Our next report will be in the Spring.

3.7 CCDT - AF

3.7.1 We are working on the lily pond. It cannot be worked on during bird-nesting season. It will eventually be dredged.

3.7.2 We are having to fell ash owing to die-back. Need to find a way to dispose of it.

3.7.3 Nursery are now at the opposite side of the walled garden. They have marked out the area they are going to use.

3.7.4 Nursery received £10K towards works.

3.7.8 Waiting on Scottish Office funding for CLLD. We hope to have a decision shortly. It will be for a work base - storage containers etc.

Leaflets are being printed. Tickets will go on sale once these are ready.

6.2 Proposed Carron Valley windfarm - Cairnoch Hill, Eurowind Energy. There is a public meeting at the King Robert Hotel on Wednesday 27 November.

ACTION SN to invite spokesperson to January meeting.

6.3 Earlsburn Extension Public Exhibition was held on 19/11/24
