Approved minutes of Cambusbarron Community Council Ordinary meeting 164 held Tuesday 15 October 2024 at 7pm at the Community Centre

1 Introductions and welcome

1.1 The Chair, AF, welcomed everyone to the meeting which was held after the AGM.

1.2 Apologies were received from Richard Blore, Jen McLeod, and Dawn Marie Todd.

1.3 Conflicts of interest were declared:

1.4 The minutes of the September 2024 meeting were approved with an amendment to the Treasurer’s report which should be 30/7/24 when funds transferred over.

Proposed JH, seconded SN. ACTION HB send to AF for Stirling Council.

  1. Matters arising

2.1 MUGA repairs in school playground. AF and JH met Mark Hill, headteacher. £14K to replace MUGA pitch, also looking for funding for Heinemann (advised microgrant). The CC has put in an application for £14K to Foundation Scotland for the MUGA pitch. Approved minutes 164 meeting of Cambusbarron CC 15 October 2024

 

2.2 The handrail between Bruce Terrace and Underwood Cottages has sheared off, can this be dealt with through the development plan? Ongoing.

2.3 Funding for website Community Pride application. Derek Townsend of WebReturn is working on this.

2.4 Burnside Orchard - RB.

Trees have now been delivered and are in the walled garden. Some pruning is required prior to planting.

2.5 Benches Touch Road – one is ready to be installed, additional funding is required for second (WWI memorial) bench. This item can now be removed from the agenda.

2.6 Playpark improvements - AF

All work completed. A hole in the toddler area is being dealt with by the Council.

2.7 Fleming Trust bookcase - AF - ongoing.

2.8 Rovers Park bridge safety concerns. Tenders required. Notice to be put up looking at costs to build/repairs. Decision by March 2025. A meeting is to be organised with Garry. ACTION AF

2.10 Cambusbarron Goodwill fund - ACTION MN to speak to Marion MacAllister - we need some information for the leaflet. Also readvertise Elephant in the sky books.

2.11 Local Place Plan Review - JH - ongoing. It was suggested to ask residents to do post-it notes with suggestions at events etc.

2.12 Safer route to school path. This has been started but is not coming into the village. A further email to Neil Benny June 2024 - no response. Refer through Stephen Bly. There are still issues with crossings at Seven Sisters. ACTION MN

2.13 Park lights - AF

We are still looking into these. Another query for Stephen Bly.

2.14 Christmas lights catalogue now received, we need a group to take this forward. We're going to have baskets this year, we will look again at lights for 2025. It can be featured in the newsletter.

2.15 Signage - zebra crossing outside Forresters Public House. ACTION MN to email Stephen Bly. It is not clear who has right of way.

3 Reports

3.1 Police Report attached as Appendix I

Alasdair Spike has moved to a different area. Nikki Pullar has replaced him.

Community Centre to be advised.

3.2 School Report - no report this month (half term).

3.2.1 Christmas in Cambusbarron leaflet - is there anything the school would like added? ACTION JH

3.3 Planning Report - SN

3.3.1 Building for the nursery in the walled garden - has received planning permission. They are relocating from the community centre.

3.3.2 Drummarnock windfarm - Wind2 have put in planning permission.

3.3.3 Shelloch - Grid connection not possible until 2029 so work will not begin until 2027.

3.3.4 SN spoke to Keith Geddes who handled PR for Earlsburn One. He is currently working on Earlsburn Two. They are planning a presentation in the bowling club on 19 November 4-7pm.

3.4 Treasurer’s Report

3.4.1 Attached as Appendix II

3.4.2 Newsletter - £265 budgeted.

3.4.3 There was agreement for a bench for kids in the park, also one suitable for a wheelchair.

Recommendations from James on the exact site are to be sought. MN can then allocate the funding.

3.4.4 Admin fee - £632.49 has arrived. We will have just over £2100.

3.5 Microgrants

3.5.1 Forresters - Family Fun Halloween Party - children's party dinner, disco, fancy dress competition followed by adult karaoke. Asking for £500 to cover decorations etc. Decision AGREED

3.5.2 Timetables Rock Stars - Heinemann Active Maths . Cambusbarron Primary Parent Council application

There was some misunderstanding about the amount that can be requested. Decision - AGREED to award £500 but they will have to raise additional £406.

3.5.6 Ceilidh - funds required for band etc. for 30 November. Decision - AGREED £500

3.6 Greener Cambusbarron - Derek MacAllister - the summer bedding will be removed shortly.

3.7 CCDT - AF

3.7.1 There are still issues about wood being stolen.

3.7.3 Applied for moneys for trails - this is going through the CC instead.

4 Main agenda

4.1 The AGM was held prior to this meeting.

4.2 Christmas in Cambusbarron - we are going to have baskets as previously if other funding not available.

4.3 Dangerous tree in outdoor classroom near school - workers have been out marking trees but work may not be for two months - concerns were expressed about a possible autumn storm before then.

4.4 Foundation Scotland funding - defibrillator at The Rovers, Trash Trails, Community Centre IT

Our priorities in the Cambusbarron area continue to be Anti-Social Behaviour, Drug Misuse/Drug Dealing, Road Safety and Community Engagement and Reassurance.

Our activity over the crime report period has been focussed on these priorities.

Crime reports

Crime Reports for Cambusbarron area between 18/09/2024 – 14/10/2024.

Detected cases: 3

Relating to assault offences.

– these matters have been dealt with through a report to the Procurator Fiscal.

Undetected: 3

Relating to a crimes of vandalism, disorder and communications offences.

Of those undetected, two remain open with enquiry continuing and the remaining one has been closed with all proportionate enquiry having been completed.
