Approved minutes of Cambusbarron Community Council Ordinary meeting 163 held
Tuesday 17 September 2024 at 7pm at the Community Centre

1 Introductions and welcome
1.1 The Chair, AF, welcomed everyone to the meeting
1.2 Apologies were received from Dawn Marie Todd - Events Group, DMT, David Ross, Richard Blore.
1.3 Conflicts of interest were declared:

1.4 The June meeting was cancelled as it was not quorate. It was agreed that the AGM would be held before
the Ordinary meeting on 15 October 2024.
1.5 The minutes of the May 2024 meeting were approved with a minor amendment.
Proposed MN, seconded AF. ACTION HB send to AF for Stirling Council.

2. Matters arising
2.1 Drains on Gillies Hill and The Brae. Work has been done. This can be removed from the agenda for the
time being. It was agreed to keep an eye on the drain on the St Ninians Road.
2.2 The handrail between Bruce Terrace and Underwood Cottages has sheared off, can this be dealt with
through the development plan? ACTION JP will chase this.
If grit bins are empty NB advised to call contact centre.
2.3 Funding for website Community Pride application ACTION MN Ongoing.
2.4 Burnside Orchard - RB.
Trees have now been delivered and are in the walled garden ready for planting.
2.5 Benches Touch Road – one is ready to be installed, additional funding is required for second (WWI
memorial) bench. ACTION AF to chase RB.
2.6 Playpark improvements - AF
2.6.1 Gym equipment has been installed, the climbing tower is completed, but there was an accident, so it is
currently closed. Concerns were expressed that the purchase of the equipment by Stirling Council was
not in the control of the CC. The ground is to be raised so that the equipment is not too high. NB said
there would have been a health and safety risk assessment. Stirling Council is responsible for insurance.
James Aikman will check when it is appropriate to reopen the park.
2.6.2 There is a hole in the toddler park. Work is to be done to make this safe. It is unclear where the water is
coming from. It is where the paddling pool used to be. ACTION MN to check the hole has been covered.
2.7 Fleming Trust bookcase - AF
A meeting with a joiner will be organised when the library is open.
2.8 Who owns the land around the entrance to football park? LS Ongoing.

Should the development trust build a bridge to ensure safe access? A sign advising that the bridge will
be constructed should be on site for a couple of weeks. If after this no one comes forward to say they are
the owners, we can say that every possible effort had been made to establish ownership.
Decision: it was agreed to look for funding for a bridge - either repair or replace. Access Officer to be
advised. ACTION AF
2.9 Garages in Thomson Place. The unsafe one has been demolished.
2.10 Forum 5 - AF waiting for next meeting date.
2.11 Cambusbarron Goodwill Fund - MN - ongoing.
2.12 Concern about narrow road at Forrester's Crossing.
The road is too narrow. It needs a sign advising right of way. It was suggested to write to the Roads
Officer via Stephen Bly to arrange a visit to explain the issue. ACTION AF.
2.13 Local Place Plan Review.
Consider putting together a wish list. This approach may receive better engagement. It was agreed to
have a suggestion box at the library, and promote on Facebook. Some communities have employed
someone to talk to residents about their ideas.
Decision: it was agreed to apply for funding for this. ACTION JH. NB thinks Callendar CC did this.
NB something that came up at the last local place plan - developers may wish to expand development of
housing in the area. It would be good to find residents who have an interest in planning to get involved
with this. MN - the Mill Facebook group has an interest in ensuring further development is appropriate
for the community.
2.14 Safer routes to school.
Path from Seven Sisters to Underwood Cottages - this has been constructed.
2.15 Park lights - no progress. ACTION AF

2.18 The Christmas lights catalogue has been received, we need a group to take this forward.
Decision it was agreed to apply for funding for this, but it may be too late for 2024. It may be that we
try a few lights initially to see what works. ACTION AF
3 Reports
3.1 Police Report - no report received.
3.2 School Report - attached as Appendix I
This was discussed. There are issues about the high cost (£14K) of repairing the multi-use games area.
Should the CC help with the cost of this as it was initially a CC project sited within the school grounds.
It was discussed whether the CC could offer half of the costs, but this would have to be decided in the
next two weeks because of funding rounds. Otherwise, it would not be until March.
Decision: agreed to apply for this funding and contact Mark Hill, Headteacher. ACTION AF/JH
3.3 Planning Report - SN - attached as Appendix II
Not much since May. Kings Park Hospital is increasing its hard standing.
Rovers are requesting permission for a new changing facility. (The CC has supplied £10K for this.
There was a discussion about the planning permission about to expire at the Mill.
3.4 Treasurer’s Report
3.4.1 Attached as Appendix III
Admin payment, hanging baskets (these were funded for three years from Foundation Scotland)
The new litter picking trolley has arrived. It will be used this weekend.
£1803.96 available.
3.5 Greener Cambusbarron - Derek MacAllister.
No report received. The displays have looked good all summer. The bowser is working well.
3.6 CCDT - AF
3.6.1 Open Doors at walled garden this weekend. 10-4pm both days.

3.6.1 Quad bikes are causing a problem going through the woods. The police don't have the resources to stop
them. We wrote to Patersons who have blocked one of the entrances but they use the other. Bikes are
being brought in on vans.
3.6.2 The nursery now has planning permission to put the nursery in the woodland.
3.7 Microgrants - MN
Top-up grant in April £2732. Trolleys have been paid for.
4 Main agenda
4.1 The AGM was postponed until October 2024.
5 Correspondence
5.1 Query to SC regarding hole in toddler area of park - see item 2.6.2
5.2 Drumarnock Wind Farm application. There are 206 documents in this application. SN has looked at the
key ones. There is no reference to community benefit and how it will be divided between the
communities. There is a Foundation Scotland meeting in November which may have more information.
Access for construction - the turbines will come by sea to Grangemouth, off the motorway at
Bannockburn, Pirnhall and on minor roads. Construction estimated in 2026.
SN had a call with Shelloch Windfarm - once it is built, they can't connect to the grid until 2029. So no
construction will occur until 2027.
6. AOCB
6.1 Christmas Lights. - see item 2.18
6.2 Dangerous trees in the outdoor classroom.
The CCDT was looking to take a lease opposite the school.
When a school extension is built the land may be required for a car park or football pitch.
Diseased larch trees felled under SPHN - these have been left on the path going from Thomson Place
to Old Drove Road. There are also a number of dead ash trees that need removing. We had requested

a tree survey. It is difficult to get in touch with the right person at the Council. The CCDT can't take on
the lease until these trees are dealt with. ACTION NB
6.3 Motor vehicles in woodland and around the village see item 3.6.1
6.4 Loud music disturbance from Murray Place flats. This needs to be reported to antisocial. It could also
be reported to Crimestoppers.
6.5 Christmas in Cambusbarron
Decision: we will be looking for funding for this. ACTION AF
6.6 Defibrillator
Decision: defibrillator at the Rovers. Funding to be applied for. ACTION AF
6.7 Trashtrail
Decision: funding to be applied for. ACTION AF
6.8 Community Centre IT project
Decision funding to be applied for. ACTION AF
All of the above to be applied for under Foundation Scotland at end of September.
6.9 We will be investigating funding for the MUGA resurfacing.
7. Date of next meeting
7.1 This was confirmed as Tuesday 15 October at 7pm at the Community Centre.
7.2 The meeting closed at 9pm.
