1 Introductions and welcome
1.1 The Chair, AF, welcomed everyone to the meeting.
It was noted with sadness that community councillor David Ross had passed
away.
1.2 Apologies were received from Melissa Nelson, Jennifer Haggerty, Richard
Blore, and Jennifer MacLeod.
1.3 Conflicts of interest were declared:

1.4 The minutes of the November 2024 meeting were approved. Proposed SN,

2. Matters arising
2.1. Handrail between Bruce Terrace and Underwood Cottages has sheared off –
ACTION JP to chase again.
2.2. Funding for website Community Pride application, MN/LS had a meeting with
web designer Derek Townsend. A link to the website was circulated prior to
the meeting.
2.3. Playpark improvements – hole in toddler area/ missing swing. If there is any
rain the hole fills with water. ACTION JP
2.4. Fleming Trust bookcase - ongoing
2.5. Rovers Park bridge safety concerns and who owns the land around the
entrance to football park – notice to be put up and tenders sought, arrange
meeting with Gary from Rovers, decision to be made by March 2025
2.6. Cambusbarron Goodwill Fund – to speak with Marion McAllister for
information for the leaflet - carry forward.
2.7. Pedestrian crossing at Foresters – need advice on what signage will make it
safer. ACTION AF to contact Roads for further information.
2.8. Local Place Plan Review – consider putting together a wish list, this approach
may receive better engagement - approach other community councils/funding
to cover cost of external to carry out survey.
2.9. Safer route to school path is in place, need to query progress on crossing.
Some parking may have to be removed. Ongoing.

3.2 School Report

3.2.1 The MUGA needs resurfacing at a cost of £14K this was agreed with the
Cambusbarron Fund. Week commencing 10 February,
3.2.2 Dangerous trees are going to be removed. After 10 February.
3.3 Planning Report - SN
3.3.1 Nothing affecting the area directly. Some items of interest:
3.3.2 90 metre meteorological mast at Earlsburn.
3.3.3 New vet surgery to open 58 Glasgow Road St Ninians.
3.3.4 Tourist cabins - nr Craigend House, Auchenbowie
3.3.5 Plean and Bannockburn Exchange - proposal for several hundred homes.
3.4 Treasurer’s Report MN

3.4.2 We paid for our minute taker and hall hire.
3.4.3 Our Admin Grant was awarded at £632.49

From Batteries for our winter baskets to gifts for the goody bags the children
receive at the Santa lunch have been made out of CinC
3.4.5 We have a new sum held in Trust for Trash Trail who was awarded £2,286.00
for outdoor first aid and DIRTT training.
So a total of £1,982.83 is available to CCC

3.5 Greener Cambusbarron - Derek MacAllister.
No report this month. Work will start again in February.
3.6 CCDT - AF
3.6.1 Defibrillator - we have received money for the defibrillator in Rovers Park.
Installation will be complete soon.
3.6.2 LIly Pond volunteers Saturday mornings, looking very good.
3.6.3 Orchard fully planted with fruit trees

3.6.4 Failed to get funding for the SPHN replanting area so this will be reduced this
year. JP asked if has links with tree link people.
3.6.5 Still problems with fly tipping and motorised vehicles.
3.6.6 Mine shaft has been fenced off
3.6.7 Plans now started to fell the Dark Wids - work not until September.
3.7 Microgrants - MN
3.7.1 We paid out a Micro Grant to toddlers for their Christmas event that included a
party and a trip to the Macroberts.

4 Main agenda
4.1 Cairnoch Hill Windfarm (DMcC)
A public consultation was held on 26-27 November last year. This is a further
opportunity to find out more about community benefit.
DMcC is a development manager for Eurowind and has worked in renewables
for several years. Kevin Lawlor (KL) has been with the company for a year and
has a background in geography. Most employees are in Denmark and Poland,
but there are now 12 in Scotland. Their main project is on the Isle of Lewis.
4.2 Site - north of Carron Valley reservoir. Forestry and Land Scotland own the land.
There are currently planned to be four turbines in the area. Up to 200 metres
high - trend is for fewer but larger turbines. (see

4.3 Planning application to be submitted by the end of this year. If the site is
consented looking at construction 2028-29. Operational for 40 years.
4.4 Community engagement and support. Community benefit fund of up to
£150,000 per year, index-linked to the operational lifetime of the scheme. We
don't yet have a defined area or division of pots, we are currently getting ideas,
finding out how things have run in the past, what would be the best way forward.
Carron Valley & District CC, Fintry CC, Cambusbarron CC, and Denny CC
are interested parties. Money off electricity bills is a common benefit in some
areas. Eurowind would welcome ideas from communities.
4.5 Community investment - offering 20% equity in the scheme in return for
investment. This might be a joint project between different community councils.
4.6 Supply chain opportunities - there will be open days nearer the time to see how
l ocal companies could get involved with the project.
4.7 Under 50 megawatts so the planning decision will be decided by Stirling
Council. There are potential scenarios where the Scottish Government gets
involved. Statutory bodies are involved, e.g. Historic Scotland, which is why it
can take a long time.
4.8 A grid connection has been secured for 2029-31.

5 Correspondence
5.1 No relevant correspondence.
6. AOCB
6.1 Posters for KSB spring clean March 21– April 21. Carry over.
6.2 Path between village and Seven Sisters. There had been discussion about
protected trees. Scott now says we can't have any sort of path. We need a
path that prams, bikes and children can use. (Ideally with lighting.) Active
Travel Team may be best placed to move this forward. ACTION JP

7.1 This was confirmed as Tuesday 18 February at 7pm at the Community Centre.
