Confirmed Minutes of the meeting held at 7.00pm on Monday 3rd February 2025

Minutes

Matters Arising
Val has been in touch with Gary Neal as the minutes re: Stevenson bridge from the
October meeting have still not been received.
There is ongoing work with the cycle lanes. Councillor Thomson has been in touch
with Angela McGibbon regarding the double yellow that were meant to be installed in
Buchanan Drive/Causewayhead Road.
Exit only Dunster Road, Val has contacted Craig Brown. The no entry sign has red
barriers around it and Craig has contacted the road teams regarding this. Airthrey
Road, no right or left turn. There was a discussion about relocating the signage or
could the street be closed off completely and made into a Cul de sac.
Speed cushions reinstated on Dumyat Road. There was feedback from a resident
that they are not effective.
There was a discussion about cyclists wearing dark clothes and their bikes having no
lights. Stuart has contacted Stirling University and Val contacted the Head teacher at
Wallace High school. Road safety has been discussed with pupils and the school are
happy to reinforce, although the school advises pupils to get lights and wear bright
clothes the pupils but don’t necessarily follow this advice.
Police Report
Josh Capes has now moved on from the local area and has been replaced with 4
Community Police Officers, Nicky Puller, Neil Huner, Evan Hunter and Greg Lowrey has
returned to the area. A member of the public had contacted Councillor Nunn regarding an
incident at the Pedestrian crossing on Causewayhead Road where a lorry driver was using
his mobile phone whilst driving and didn’t stop. Councillor Nunn then emailed Stephen
McCooey, Area Commander regarding the incident. There has also been feedback that
traffic police were out near the rugby club and on Alloa Road on both 8th January and 7th
February. The chair also went through the main points outlined in the police report.
Councillor Report
Councillor Gibson advised that the dominant matter is the budget. The paperwork for the
budget setting meeting will be published on Friday 21sr with the meeting taking place on
Thursday 27 February. The public consultation has now closed and over three thousand
responses have been received. A report will be compiled based on the feedback. A resident
asked if any feedback is provided to the Scottish Government around council tax bands. This
then led on to a discussion about the large student population in Stirling and neither them
nor their landlords being eligible to pay council tax. A resident asked how concerns about
this and issues with waste, particularly in HMO properties could be raised. Councillor Gibson
directed any queries to the Stirling Council website and the private rented housing team.
Chairs Report
Planning application has been granted for 2 houses on the site of the old shop near
Causewayhead park. Alison Alison, Empty Homes Officer has liaison with the
landlord throughout and she will contact him to get a timeframe for work starting.
Contact has been made with Michaela Jackson, regarding the debris in the cycle
lane on Airthrey Road. Michaela advised that the land service team is under pressure
as they are now a diminished team. There are also issues with the area around the
rugby club with dead leaves and drains getting flooded. Councillor Gibson will follow
up on both issues.
Alison Alyson has contacted the owners of the boarded-up cottages on Alloa Road.
They advised that there has been a long history of them flooding and numerous
repairs have previously been carried out on the properties. They also feel the
volume of traffic on the road has contributed to their deterioration. However, the
owners are keen to get them refurbished and back in use.
The 20 mph zones throughout Stirling are now being made permanent. Police have
advised in the past that the speed restriction in these areas are not enforceable.
Flying fox in Causewayhead park is broken and has been reported.
Stuart has applied for a grant through Stirling and Clacks Environment Fund as the
CC have adopted the 2 beds at the Barnwell Monument. A decision is due by 19th
March.
A public procession is planned for 29th March as part of the Stirling 900 celebrations.
It will take place between 12 and 4pm and will involve 900 pipe bands including brass
and military bands as well as community groups. It will start at Stirling Castle and
make its way through the town centre and finish at Bridge Haugh where food and
refreshments will be provided. There are likely to be road closures and marshalling.
There were concerns raised about the junction on Easter Cornton Road and the
danger that people may not be able to see white lines in the dark or rain.
It was suggested that the CC Invite the 4 Ward Councillors and relevant officers to do
a site visit to the areas where there are traffic/road issues. A walkabout has been
completed in the past with various officers from the council. There are also issues
with overspill from the university with people parking on both sides of Airthrey Road.
It was highlighted that consultation is still open with regards to the new cycle lanes in
Alloa Road and Cambuskeeneth.
AOB
The treasurer advised that an upgraded laptop has been purchased costing £280,00,
therefore the new balance is £6490.29.
Fundraising is something the CC want to think about moving forward as there are
likely to be costs including replacing batteries and pads on defibrillators.
The owner of the Wallace is retiring, and the premises are now advertised for rent.
There are issues with students parking on the street and residents not being able to
park. A resident asked if a formal complaint has been made to the university. The CC
will send an email to the university to raise concerns.
