Welcome, Apologies, and Conflicts of Interest

Apologies have been received from Chris Burns. No conflicts of interest

were declared.

02 Adoption of minutes for previous meetings on 26th February 2025

The minutes of the February meeting were proposed by ShC and

seconded by RC

03 Planters and Noticeboard Licence Agreement

Over the past nine weeks, the CC has sought SC approval for planters

and noticeboards on Johnstone Avenue, Cornton.

The chair has been coordinating with the Estates and Legal department

of SC.

The CC has received a 5-year Planters Licence Agreement and a

noticeboard for Johnstone Avenue, Cornton, FK9 5DD.

The costs of public liability insurance, assets insurance, and Volunteer

insurance were agreed upon at a previous CC meeting.

This will be in effect from 27 March 2025 if everyone agrees.

Paper copies of the SC Estates drawings were distributed.

The positions differ from the original plan, but it was agreed that the

new positions would be accepted.

A vote was taken, and 4 CC members agreed.

Therefore, the Planters Licence agreement document was signed by the

Chair and Treasurer and witnessed by the CCC Secretary.

The signed document will be sent to the Legal and Estates dept, SC,

Thursday, 27 March 2025, by 5 pm.

The next stage is for CR and Scott MacArthur to start preparing and

moving the planters. Installed and commissioned the planters at the

Shopping Precinct. Johnston.

04 Co-option of new Cornton CC co-opted member.

AS is now a full member, which allows the CC to Co-opt another CCC

member, as Stephen Bly has confirmed.

The Chair reviewed the relevant documents and guidance around coopting

a new CCC member

  1. Co-opting new CC member – starts 26 March 2025
  2. Public Notices and social media notices will be displayed as of 30

March 2025.

  1. Community Council Nomination Forms will be available from any

Community Council Officer Bearer and Cornton Library.

  1. Completed Community Council Nomination Forms must be

submitted to the Cornton Community Council by 21 May 2025 for

checking, countersigning, and verification checks.

  1. The CCC secretary / Chair must record all completed CC Co-option

Nomination forms.

  1. CCC Full members will be given at least 14 days’ notice that a CCC

Co-opting selection process will be carried out on 28 May 2025.

AGM/ Monthly CCC meeting.

  1. The CCC Co-opting new member selection process will be facilitated

at the CCC AGM, scheduled for 28 May 2025.

  1. The new CCC Co-opted member will also be offered Full

Membership, which requires attending three meetings (or six

months as a Co-Opted Member).

There was a vote to agree to start co-option from today.

4 CC members agreed, and no objections, so the motion was passed.

Co-Option Members recruitment advertising will go out to the public.

05 Matters Arising and Actions Including Keyholder Training

 Keyholder training is on hold; nothing back from SC

 Speeding and traffic: awaiting SC report, which all elected

members have been working on. Road strips have been put

down, and information has been collected.

06 Cornton LPP

At a previous meeting, Councillor Thomson mentioned that the elected

members would like Cornton CC to take the lead on the LPP as nothing

is progressing.

The Chair previously attended CAPP LPP meetings, which ended in July

2024 due to a lack of information and activity.

The CC had other more prominent agenda items at that point, so

nothing was taken forward.

There will be an open-door meeting on 23rd April 2025 to determine

what the community wants.

LPP Reference Documents.

The Cornton Development Framework, parts 1, 2, and 3, a community

plan created 10+ years ago, is available on the SC website.

There is also the Cornton Locality Action Plan produced by the

Community Planning Partners in 2022.

Request from SC SurveyMonkey: Community survey software for

Cornton CC Direct use only. Community engagement survey. 100%

coverage.

Funding - £2-5k to be issued to Cornton CC as a starter fund – LPP.

There was a discussion about engaging with the community and making

the community centre available for public engagement.

A vote was taken, and 4 CC Members agreed in favour of the CC taking

the lead—LPP forward.

07 Cornton Playpark – Etive Place summary

On March 5th, three officer bearers, Councillor Nunn and Chris Burns,

met to discuss plans for Etive Place and Cornton Play Park.

Several groups and meetings have been held regarding the area over

the past year, but nothing has materialised.

There have been discussions at previous CC meetings regarding a sports

centre on Etive Place; however, no funding is currently available for

new playpark equipment.

There is a SCOT Gov 5-year plan from SC, but the park is not due for

any improvement.

Therefore, any future needs to be long-term.

There was a discussion about starting to engage with Scotplay, Glasgow

and looking at applying for external funding.

Etive Place is registered in the vacant and derelict land catalogue, and

for any plans to move forward, the land would need to be changed from

housing to leisure.

CCC and any other interested parties would need to register their

interest.

There was a vote taken, and four were in favour of a follow-up.

08 Cornton Health Walk

There was an incident of concern at the railway crossing at Easter

Cornton Road during the Cornton Health Walk.

The lights at the path level crossing were green, yet halfway across,

the pedestrians spotted a train in the distance.

A local Health Walker resident wrote to the CC to express concern, and

the Chair contacted Network Rail.

They responded that the driver saw the pedestrians but did not declare

the incident a near miss. Management reviewed the feedback and the

cameras installed on the train and advised that the train was at a

normal distance.

The chair will arrange visits from the Network Rail community liaison

for the school and nursery.

The schools don’t recommend using the crossing as a route to the

school.

They prefer pupils to use the blue bridge.

Details of the response will be passed to the resident and Active

Stirling, who also logged the incident.

09 Cornton Public Realm removal of waste bins

The SC waste department has removed six waste bins from around

Cornton over the past six months.

Residents have contacted SC to voice their concerns about illegal waste

dumping.

SC has responded and advised that the bins will not be reinstated

except for one that was removed from the play park, which has now

been put back.

10 Community Residents Voice

Nothing discussed

11 Planters and Noticeboard

Once the planters are located, installed, and set up, the CC will

request volunteers from community street gardeners and local

organisations to participate in Cornton in Flower Blooming. Maintain

the Street Planters. Register with CCC.Health and safety—insurance

coverage.

12 Fundraising

The local Cornton Community Fund Lottery is not moving forward due

to a lack of communication with the community.

13 Police Report

Nothing was received.

16 The CCC poster has been displayed, and information still needs to be

added to Facebook. The CC poster will be taken to school for display.

The nursery is looking for increased communication and engagement

with the CC.

17 Planning and Licensing

Nothing to report

18 Elected Councillors Report

Councillor Gibson gave an update

 Budget is dominating everything. The additional block grant

provided by the UK government to local government has allowed

SC to avoid the worst cuts.

19 Stirling Council Report

Verbal Report Cornton Community Centre will be open Monday 21 April

2025 for public use again ( FES)

20 AOCB

 AS will get a list of what people are asking for in the community

and bring it to a future meeting.

 The public entertainment license has not been reviewed since

1996 and will be reviewed this year.

 There was a discussion about the need for the land cleared at

Cornton Vale and fisheries. Councillor Gibson is currently

engaging with the Ground Maintenance Factor to try to get the

area cleared.

The next meeting will be at 7 p.m. on 30 April 2025 in the Cornton Community Centre, Cornton.
