Annual General Meeting

Minutes of the Annual General Meeting of the Dunblane Community Council held

on Wednesday, 7 August 2024, at 7 p.m. in the Library, Dunblane.

Present: Alan Booth, Calum Thomson, Jonathan Failes, Karen Jenkins, Terence

O’Byrne, Anna Jarchow-MacDonald, Graham Mowat, Stewart Corbett and Fiona

Plumtree.

In attendance: Councillor Alasdair Tollemache, Steve Mason, Mairi Santolini (Parent

Council, High School), Mick Symon (Allan Water Angling Improvement Association),

Peter Swindon, Anthony Delleur, Rachel Nelson, Rachael Muir, Margaret Bragg

(Minutes Secretary).

  1. Apologies

Apologies have been received from Councillors Thomas Heald and Robin Kleinman,

Ailsa Gray and Annelise Bakri.

  1. Approval of minutes of last AGM held on 9 August 2023

These were approved, proposed by Calum Thomson and seconded by Karen Jenkins.

  1. Chairman’s Report

The Chair, Ailsa Gray, has resigned as Chair and Anna Jarchow-MacDonald, as Vice-

Chair, has produced a short report in her absence. She started by thanking all for

their work during the year, and especially Graham Mowat for his role in coordinating

the Q&A part of the meeting about Stirling Council budget cut proposals

at the Victoria Hall in February. That meeting highlighted how successful the

community council is at engaging with the community.

Anna Jarchow-MacDonald commented on the success of objecting to the proposal

for a 5G mast near the primary school.

A lot of discussion has taken place over community assets and the Common Good

Fund to get a better understanding of Dunblane’s assets and engage with Stirling

Council.

Terence O’Byrne commented that there have been successes but noted the lack of

staff in the Roads Department of the Council.

Calum Thomson noted the potential community benefits from the Windburn

windfarm and the Cambushinnie substation. He also highlighted the work over the

past year in pushing for the speed limit reduction at Kinbuck, Ramoyle traffic

calming proposals and vaping regulation.

With reference to the Local Place Plan, a lot of effort has gone into the survey, the

results of which are being analysed. Terence O’Byrne reported that 1,090 replies

have been received, with about 800 answered in full.

Anna Jarchow-MacDonald thanked everybody for their engagement and commended

how everyone works together to find solutions.

  1. Treasurer’s Report

The Treasurer reported that the annual accounts have been submitted for

independent verification. He noted that the community council’s bank account is

healthy and suggested spending money on community engagement.

  1. Election of office-bearers

Councillor Alasdair Tollemache conducted the election of the office bearers. The

following were elected, there being no alternative candidates:

Chair Anna Jarchow-MacDonald, proposed by Jonathan Failes.

Vice-Chair Jonathan Failes, proposed by Calum Thomson.

Secretary Calum Thomson, proposed by Stewart Corbett.

Treasurer Stewart Corbett, proposed by Terence O’Byrne.

Councillor Tollemache was thanked for conducting the election.
