Minutes of the Dunblane Community Council held on Wednesday, 4

December, 2024, at 7 p.m. in the Library, Dunblane. This is a “blended”

meeting, with some attendees joining by Zoom.

Present: Anna Jarchow-MacDonald (Chair), Calum Thomson (Secretary),

Stewart Corbett (Treasurer), Terence O’Byrne, Alan Booth, Jonathan Failes

(Vice-Chair), Anthony Delleur, Karen Jenkins, Rachel Nelson, Peter Swindon,

In attendance: Councillors Alasdair Tollemache, David Wilson and Thomas

  1. Apologies Apologies have been received from Fiona Plumtree and

Councillor Robin Kleinman.

  1. Chair’s remarks and Conflicts of Interest There were no conflicts of

interest. The Chair intimated that the action tracker, as part of its trial period

is being reviewed as it has been found difficult to align it to minutes taken at

meetings, e.g. the tracker was being updated before the minutes had been

checked and approved. Councillor Tollemache had offered his support by

pointing out factually incorrect entries in the tracker. Calum Thomson

tendered his resignation as Secretary. The Chair thanked him and accepted his

resignation.

  1. Adoption of minutes and matters arising

The minutes were approved, proposed by Jonathan Failes and seconded by

Karen Jenkins.

Common Good Fund With reference to the Laighhills Pavilion, this has been

listed on Stirling Council’s recently published Common Good Register (which

is not a definitive list and will be subject to change). Councillor Tollemache

said that Council officers are willing to listen to comments from the

community council, and these would be put to the Civic Panel, which next

meets in February 2025. The Chair gave a brief summary of the history of

Dunblane’s Common Good Fund. Common good assets should be able to be

maintained by the income they generate, e.g. from rent, but Dunblane’s

Common Good Fund has very little money in it. Referring to the Pavilion, Alan

Booth stated that it would be beneficial to meet with Stirling Council officers

to understand the extent of the required repairs; if the building needs to be

demolished, the costs should be covered by the Council and that past rent for

the Pavilion should be credited to Dunblane’s Common Good Fund.

Alan Booth noted that Library staff was unaware that the Library building is

listed on the Common Good Register and Councillor Tollemache agreed to

raise this. Action: Councillor Tollemache.

The Chair stressed that the Council has confirmed that this is an ongoing

discussion and it is important that the community council drives this forward.

Road signs commemorating the Murray brothers Stewart Corbett has no

update from the Dunblane Development Trust on this. Councillor Tollemache

confirmed that the Town Centre Group will contact the community council

with any changes to its proposed wording and siting.

Remembrance Sunday Jonathan Failes reported the wreath laying went well.

  1. Residents’ Forum and Current topics

Zoom access The new screen provided at the Library was a big improvement

and it was agreed to continue with Zoom access.

Braemar playpark Stirling Council has made repairs and, after extensive

consultation with the local schools, a final choice on equipment was made.

Millrow playpark Rachel Nelson confirmed that the new equipment has been

installed but the playpark will be closed in a few weeks’ time to allow paths to

be reinstated.

Co-option of new members Two candidates are attending this meeting,

Rachael Muir and Caroline McCarthur, who have both submitted personal

statements for consideration by councillors. Stirling Council has confirmed

that both are eligible to stand. Rachael Muir has a background as an archivist

and is interested in promoting a larger profile for Dunblane’s heritage.

Caroline McCarthur is interested in providing opportunities for residents to

share their skills. It was agreed to co-opt both on to the community council.

Child poverty Hazel Meechan was invited to talk to the community council

from her experience of working in Public Health. She reported a significant

rise in child poverty, including in Bridge of Allan and Dunblane. The DDT

looked at putting in a community fridge/larder earlier this year but had been

unable to identify a suitable site. It is a complex issue, with working families

not having sufficient money to cover costs and people often unaware of the

benefits to which they are entitled. The Chair highlighted the importance of

working with the schools; children who get support during the school day may

be left without help at weekends and during the holidays. She noted that, at

the High School, left-over food is made available to pupils. She promoted the

idea of community hubs with heating, hot drinks and soup available. There

are two full time counsellors at the High School at present and it is important

to ensure funding for them is secure in the future. Councillor Tollemache

noted that in the past there were holiday activities for children at the

Dunblane Centre, and also reported that the future of Transition Stirling is

precarious. Councillor Wilson said that the Council’s Wellbeing Committee is

aware of the situation.

Stewart Corbett asked what the driving force was behind child poverty and

proposed that the community councillors thought about how they could work

together to address this. Annelise Bakri suggested sessions at the Library

could be held to offer advice by, e.g. the Citizens Advice Bureau. The

disadvantage of the lack of a bank in the town was also noted.

The Chair invited Hazel Meechan to become an associate member of the

community council to advise on this issue and she agreed.

Stirling Council Open Data Reporting on a recent meeting of Chairs of

community councils and Council officers, the Chair informed the meeting that

Stirling Council holds data down to the level of postcodes. Community

councillors currently have access to specific sets of data (mostly at the ‘data

zone’ level) which can be reviewed and analysed as required. This is available

on the Council’s home page under ‘Open Data - https://data.stirling.gov.uk/.

Then there is the ‘postcode’ level data that community councillors cannot

access, but the Council will publish reports and summaries.

Budget cuts Also at this meeting, budget cuts in the region of £12-£16 million

were discussed for 2025-56. It is important that all community councils work

together to co-ordinate feedback to the Council when services are threatened.

Police Report : See attached.

PC Collins introduced himself, having been in place since July. The Police were

thanked for their help and support before and during the Christmas

Extravaganza. PC Collins responded to concerns about drug-dealing and

stressed the importance of reporting suspicious activities to the Police.

Planning report : See attached.

Scottish Churches House With reference to the application for change of use

from a hotel to three dwellings, it was agreed to ask what the impact of this

would be on the Meeting House and the commercial gym.

Randolph Hill Care Home With reference to the application to extend the

home, a reply from the architects addressing concerns raised by the

community council has been received. Terence O’Byrne has circulated this

and asked councillors to send comments to him before he sends in a response.

It was agreed that concerns over increased traffic entering and leaving the

grounds have not been taken into account. The pavement is quite narrow, the

entrance is near a bend and cars park opposite the entrance, and children walk

this route to school. No consideration has been taken into account of the staff

and visitors who walk to the care home, and it was agreed that the existing

zebra crossing should be under traffic light control. Terence O’Byrne agreed

to contact the Roads Manager to highlight the dangers. Action: Terence

O’Byrne. Alan Booth agreed to send him comments to address questions of

biodiversity. Action: Alan Booth.

Terence O’Byrne agreed to find out when this application is going to be

determined. It is the responsibility of the community council to feed into the

planning process but he was not informed that fourteen new documents

relating to this application had been submitted.

Alan Booth also reported that there have been increased sightings of red

squirrels near the Fourways Roundabout and Dunblane’s Wildlife Group is

going to request that cautionary signs are erected.

Ramoyle traffic proposals Councillor Tollemache has asked for an update.

Springfield Terrace pedestrian crossing Annelise Bakri questioned the

proposed position of this which is still under consideration by the Council.

Water ponding and rusting of pedestrian railway bridge This is an ongoing

issue and Councillor Tollemache will again contact the new personnel at

Network Rail. Action: Councillor Tollemache.

SSEN upgrade work in East Dunblane There have been delays, but the work

will soon be completed. Councillor Tollemache confirmed that the tarmac will

be reinstated, which will result in an improvement to the surface of Bishop’s

Walk but he stressed that, because it is not known who owns this land, it will

remain unadopted by the Council. Alan Booth reported that the electric cable

sited underneath the wooden bridge over to the War Memorial is still needed

and is live.

Revised routes for winter road and footway gritting Terence O’Byrne reported

that the revisions are not yet on the website. He is going to meet with the

Roads Manager before Christmas.

War Memorial bridge The bridge was repaired in time for Remembrance

Sunday and the Council have confirmed that repairs to the rotten wood on the

Cathedral side will be undertaken after Christmas.

Community

Local Place Plan (LPP) Jonathan Failes reported on a Stirling Council meeting

he had attended and commented on the Council’s willingness to support

communities with the LPP process. The LPP submission deadline has been

confirmed as October 2025. He also reported on the success of a supporting

funding application at the lowest provided quote and next steps as regards

funders and consultants, given the month’s delay in the funding. On tackling

the LPP as opposed to other community engagement activities, he commented

that many topics were not covered by the LPP and could not be addressed

entirely separately. He suggested that follow-on meeting could be arranged

to manage this and asked interested community councillors to contact him.

Initial meetings would be arranged online. The Chair repeated that there is no

direct funding from the Council for the LPP process.

Schools The Chair thanked Mairi Santolini and Andrew Ross for their input

into safe routes to school. A working group is being established comprising

the Parent Council, the community council, Bridget Clarke, the High School

Headteacher and Councillors, and there will be a report at the next meeting of

the community council.

On behalf of the Parent Council, Mairi Santolini thanked Jonathan Failes for

his work in improving links between the community council and the High

School. She reported on the recent Careers Fair where 85 volunteers had talked

to pupils about different career paths. She also thanked Annelise Bakri for

her work in the school garden where she has established a group of about

twenty pupils and parent volunteers.

Peter Swindon reported that Dunblane Primary School is holding a series of

movie nights for different ages. There is a problem with dogs being walked

in school grounds at the weekends. The Council feel unable to act as this is

designated as open ground. Councillor Tollemache reported that the Council

is taking legal advice on dog control regulations in parks.

Jonathan Failes reported that contacts had been made during the

Extravaganza with Rotary Club members willing to volunteer in schools. He

is going to discuss this further.

Dunblane Development Trust (DDT) Stewart Corbett reported that there have

been resignations from the Board over governance issues and changes to

Braeport. New officers will be appointed. At the recent AGM, significant

achievements of the volunteer groups and other events from the year were

noted which included the upgrade and fence renewal of the lade path by the

Environment and Paths groups, and construction of a workshop by a DIY

group aided by a generous bequest from a group volunteer. He further

reported on lively discussions on Trust proposals for the future governance of

Dementia Friendly Dunblane (DFD and the forthcoming let of one room at

Braeport to a local Sports Heatly and Fitness company.

Environment/Sustainability

Gardens As well as the High School garden, Annelise Bakri wants to get all

community gardens working together and has applied for funding to expedite

this. The Chair suggested working towards a Blossom Day next May with

groups throughout the town working together.

Community orchard Alan Booth reported that signs for the orchard in the

Laighhills are being commissioned.

Forestry Alan Booth reported on the meeting held by Edinburgh University on

the sustainability project involving tree planting at Drumbrae, a carbonoffsetting

project by the University. Bridget Clarke reported that many

walkers were unhappy with the access being restricted in an area not

previously heavily forested. The Chair reported that deer fencing has been

erected and no additional paths will be installed outwith the designated

community area. With uncertain mobile phone coverage, it would be essential

for gates to be well signed. Alan Booth said the fencing will be removed after

10 years. He raised concerns that Stirling Council has planted many trees, a

large proportion of which has failed, and the Council no longer has a

Biodiversity Officer. He is trying to arrange the removal of dead trees and

plastic protective tubes in the Laighhills.

Events

Extravaganza This had gone well with different venues. Liz-Anne Richards

said the traders felt there was fewer people but revenue was up. Stewart

Corbett reported that there had been greater support from businesses and

traders and the idea of a three or four day festival of events is being

considered. Mairi Santolini said it would be good to have more parents

involved.

Vaison-la-Romaine Annelise Bakri stated the importance of finding someone

to co-ordinate the proposed activities.

Internal

Communications It was reported that the Dunblane.info website is running

out of money and the possibility of the community council being able to use

the Community View or the Administration Fund was discussed. The

community council is willing to take over the costs of the website once the

exact costs have been established but not the running of it.

Cycle path between Dunblane and Bridge of Allan A feasibility study was done

to consider a few years ago, with funding from the Stirling City Deal. Bridget

Clarke reported that the first phase of this has been designated as from

Causewayhead to Bridge of Allan with the second phase reaching Dunblane.

She stressed the importance of the route being fully accessible for children

and disabled people. There might be opposition to the plans but counselled

people to wait until they were determined.

Ochlochy Park Councillor Tollemache has met with Council Officers to

discuss the necessary repairs.

Introduction / synopsis of previous month:

This report should provide sufficient information regarding police activity since the last

community council meeting. If you have any further questions about the police report or any

incidents that you are aware of that are not included in the report, then please email us direct

If anyone has any information on any incidents that we have been unable to identify a

The report encompasses all relevant crime and matters of note which have occurred

between the 7th November and 3rd December 2024 inclusive.

Current Priorities:

Our current priorities in the Dunblane area continue to be Anti-Social Behaviour,

Housebreakings, Road Safety and Community Engagement and Reassurance.

Main Report:

Between the 7th November and 3rd December 2024, a total of 15 crimes/offences were

recorded within the Dunblane area. The crimes detailed below are those that are of

relevance to the local community.

ANTI-SOCIAL BEHAVIOUR

13/11 – Vehicle vandalised in High St. Suspected that same youth involved in the below

mentioned Assault at the Train Station was involved but insufficient evidence to charge.

VIOLENT CRIME

13/11 - Minor unprovoked assault outside Dunblane Train Station. Culprit traced by police a

short time later and charged.

HOUSEBREAKINGS/CRIMES OF DISHONESTY

4/11 – Local resident fell victim to fraud after being ‘phoned by a person claiming to be from

her ‘phone provider. Bank details were disclosed and used to take out several contacts.

Fortunately, the victim has only suffered a small financial loss. Enquiry is ongoing.

7/11 – Theft of medication from Tesco. Culprit identified and will be charged.

13/11 – Theft of alcohol from Greens. No suspect identified.

20/11 – Theft of alcohol from Tesco. 2 suspects identified and will be charged.

28/11 – Theft of vapes etc from Greens. Enquiry ongoing to identify culprit.

ROAD SAFETY AND ROAD TRAFFIC RELATED CRIME

15/11 – Fixed Penalty issues for driving without an MOT.

26/11 – Fixed Penalty issued for Careless Driving on A9.

27/11 - Fixed Penalty issued for Careless Driving on A9.

New Planning Applications received since last meeting in November 2024

It is considered that the following applications have no implications for Dunblane

as a whole and it is recommended that we leave it to the neighbour notification

system to identify any local objections that there may be:

  • Extension of dwelling and conversion of garage into a habitable room

(Previous ref. 23/00378/FUL) at 34 Montgomery Crescent

  • Construction of a silage pit at South Glassingall Farm, Perth Road,
  • Erection of timber shed at East Deanston, Perth Road,
  • Upper floor glazed balcony at 2 Balmyle Grove
  • Partial replacement of roof tiles at 7 Glen Court
  • Remove defective mortar, repoint external walls, install lead cap on top of

wallhead and install raggle into stone work at Local Office, The Cross,

Applications to be discussed.

  • Construction of New 20 bed luxury care home and associated parking and landscaping at

Randolph Hill Nursing Home. An email was sent in October by the Agents with

responses to our objection. This email will be discussed at this meeting.

  • Change of use from hotel to 3nos. dwellings, erection of rear extension and canopy,

bin store, erection of fences and heightening of gate posts at Scottish Churches House, 1

Other Planning Matters

Operations report, Dunblane Community Council meeting 4th December 2024

This report details the issues that involve the Roads Department in the main at Stirling Council since

the November Community Council meeting.

  1. Kinbuck Road culvert.

The ditch was cleaned out several months ago. The culvert has been provisionally scheduled to be

cleaned at the end of May this year. New date now January 2025.

  1. Kinbuck Road gullies and poor road surfaces.

These repair works were originally scheduled for the end of August. Word was done in December but

the main water ponding closer to the A9 slips was not resolved. The gully is still blocked and further

works is required on the side opposite the gully. Investigation scheduled for week of Dec 16th.

  1. Gullies and road surface issues between the QV school and the 4 Ways Roundabout.

DAMM have to revisit 4 gullies close to the Hotel entrance. This has been outstanding for almost 1

year. The road surface issues at various points are causing water ponding leading to pedestrians

getting showered with water and old stone walls getting damaged have still not been fixed. This

works was delayed due to SGN working on the Perth Rd. Work to fix the flooding at the 4 Ways

roundabout crossing has still not been scheduled. Will be scheduled for December 2024 after a

meeting with the Roads Mgr on October 29th. Further delay to January 2025.

  1. Gullies on all the main entrance routes to Dunblane.

These include Doune Road from the junction the A9 slips roads, Springfield Terrace to the lights at

Sunnyside, Keir Roundabout to the 4 Ways Roundabout, Glen Road. It was requested that all gullies

be cleared on these routes, this was done at the February meeting in 2023. Some gullies on the

B8033 between the Keir roundabout and the Claredon Place roundabout have been done. This topic

is ongoing. The Council took over the DAMM contract on November 1st.

  1. Kinbuck Bridge approach road alterations.

The parapets on the north bound approach are the main point of damage. This is caused by oversize

vehicles. There are measures in place to prevent this, but these are inadequate. There needs to be a

width restriction put in place in addition to the current weight restriction. In addition, the road

geometry needs further alteration to help reduce the possibly of damage. This topic was raised again

by me at my meetings on October 3rd and October 20th . The width restriction will be implemented in

the next 3 months. Road realignment will take longer as detailed engineering evaluations have to be

made. No staff available for this project, will revisit next financial year.

  1. Kinbuck Road 40mph request.

The Roads Dept agreed to implement the 40mph on the Dunblane to Kinbuck road. No timescale

provided. Traffic regulation orders advertised for this 40mph and the 20mph through Kinbuck.

40mph will be completed by March 2025.

  1. Ramoyle traffic proposals.

Draft proposals were provided to reduce traffic flows and calm traffic through Ramoyle. These

proposals require some fine tuning. The request to restrict the Access Only zone limits was not in the

proposals. We had asked that the restriction start just after the Tannahill junction and end just before

the garage. A new Roads Officer has been appointed to take this work forward. This project is still

outstanding. A meeting took place in October to discuss proposals. Revised plans will be drawn up.

Cllr Tollemache to update.

  1. Skatepark drainage

The first bowl in the skatepark has been having drainage issues for the last number of months of

  1. The Council finally employed contractors to fix the issue. This involved having to put a new

pipe which on the first attempt was in the wrong location. The new drain seems to be working. It is

important that the ‘bowl’ is kept free of debris on an ongoing basis. The contractor did not finish

pathways to the ‘bowl’ correctly with cracked paving slabs in place and aggregate used where paving

slabs were removed. Cllr Tollemache has requested that the above be remedied, the Council has

responded saying that “The team are still working on other projects and safety issues within other

play areas and are currently unavailable for this work.” No timescale has been provided in this

response which is normal for such responses

  1. Springfield Terrace/ Claredon Place (B8033) Pedestrian Crossings

Our request for additional pedestrians crossing at these 2 locations has been acknowledged. No

timescale provided; I have requested one. We have also requested that a traffic speed survey be

done. Officers to progress investigation in January which is a further dealy.

  1. Water ponding and the rusty state of the rail bridge

We have been asking Scotrail/Network Rail to fix the water ponding issues on the bridge deck for the

last 10 years. No progress has been made. Over the last 10 years the bridge has become very

unsightly with rusting on the steps and other parts of the structure. Again, we have been asking that

this be resolved for many years. We have been told that Scotrail have a ‘painting’ plan for stations in

2025, we need to ensure that Dunblane is on that plan. The water ponding is separate from this. We

have requested an onsite meeting to discuss with the relevant parties. Absolutely no progress on

this. Cllr Tollemache will contact Network Rail again, this issue has been ongoing since the bridge

was built 10 years ago. No progress whatsoever.

  1. SSEN upgrade works in East Dunblane

SSEN are upgrading sub-stations and wiring in east Dunblane. Current phase is in Millrow, Haining

and Buccleugh Court. Issues with Millrow caused delays of several weeks. There have been issues

with the Haining works with inadequate lane closure barriers. Issues with the works at Millrow when

the road was closed without adequate provision to get out of the car park. SSEN tell us that all

works will be completed by December 6th

  1. Sewage leak at rear of Roman Way

A sewage leak was reported to Scottish Water (SW) on Thu August 29th at 09.30. Leak is due to a

damage pipe in the laneway at the rear of Roman Way. The sewage flowed along the path down to

the pavement at the Church where it crossed the pavement and ended up in the gully at the corner

of Claredon Place and Hillside. This sewage flowed on the pavement until Thu 5th September. SW

took far too long to put in the pump system to bypass the blockage. Cllr Tollemache spent

considerable time in this week encouraging SW to get on with the job at General Manager level. At

the time of writing this report on Set 10th the site is sealed off with an operation in place to excavate

the pipe to locate and fix the broken pipe. Path has been reinstated to an acceptable level after

request to improve the initial work. Cllr Tollemache and I have requetsed a meeting with the General

Manager from SW once the works are complete. The main topic for discussion will be the lack of a

timely response to stopping the sewage flow with the pump system. Meeting has been requested.

Cllr Tollemache will provide an update at this meeting.

  1. Revised routes for Winter Road and Footway gritting

The Council published the revised routes this week , can be viewed at: Gritting routes and grit bin

locations | Stirling Council. I met with the Roads Mgr again in October to discuss the proposals.

Changes have been agreed, the website will be updated. New tractors have arrived they will be GPS

tracked. We discussed the grit bin audit I did in October 2021. Some of the recommendations will be

implemented this year. Website still not updated with revised tractor routes. Will continue to check

the tractor route when the tractor appears.
