MINUTES

2. Adoption of previous minutes

1. Outstanding Actions from Previous Meeting
ACTION: CP to look into the history/ownership of the southern verge to
Leckie Road
Update: New fence erected – matter closed.
ACTION: RF to share the names of the Councillors on the Planning Panel
Update: Done
ACTION: DM to get an update from LM and look into getting rough costs to
determine whether it is likely to exceed £500

ACTION: CP to send copies of the Shop Survey to RF and AM
Update: Done
ACTION: JC to email RF specifying which Council owned footpaths need
maintenance. RF offered to raise the issue at Stirling Council.

4. Matters arising:
 Christmas lights (LM, DM, CP)
Options still being explored. An electrician has conducted an assessment on
both a permanent and temporary supply solution. A Solar option was
suggested and is being investigated. Option of using the supply from a nearby
lamppost was also suggested but faces issues getting support from SC. DM
gathering all options to present back to Gargunnock Community Council.
 Roads:

 Village shop (CP and MB)
Two funding applications have been submitted to the Scottish Land Fund and
Community Ownership Fund. The Scottish Land Fund have invited us to move
forward to stage 2 and provided an initial grant of £10k to conduct further
surveys and assessments. Paperwork for the establishment of a new bank
account to support the Working Group has been submitted. A prospective
tenant for the shop has also been in touch with the Working Group.
Working group met with the architect and designer and conducted a site visit
on 04APR. The collapse of the suspended ceiling has pulled the supporting
bolts out of the rafters. The owners have no plans of fixing it and plan to sell
the shop in its current condition.
DM Hall suggested there have been other interested parties (both as a retail
premises and for residential conversion).
 Defibrillator Ownership (MB)
The units are owned by GCC having been procured using funding from the
Community Trust. The Trust have also kindly offered to take over
responsibility for maintenance of the defibrillators. MB also confirmed that
the GCC owns the old BT phonebox (which houses one of the defibrillators).
GCC is in favour of transferring ownership of these assets to the Community
Trust, assuming they are happy to receive them.
MB has also followed up with Trossachs Search and Rescue to offer a
donation in lieu of the recent training session conducted.
ACTION: MB to write to the Trust to offer ownership of these assets.
 Local Place Plan – Update (DM)
This is an opportunity to put forward a local plan over the next 10 years that
we are interested in pursuing as a community. The last plan submitted was in
2000. This will ultimately feed into the Local Development Plan.
DM contacting key people from various interest groups in the village to
establish a steering group. GCC encourages people interested to get in touch.

5. External reports
 Police report: Not received. Future police reports are going to be
amalgamated into a wider area report. Unconfirmed reports that there was
another attempted break in at the Gargunnock Inn though no further
information at this point.
Concerns raised over caravan parked on Leckie Road that is causing access
issues for residents and possible obstruction issues for traffic and
pedestrians.
ACTION: CP to raise with the local police
 Planning report:
The GCC objection to the Earlsburne Windfarm extension submitted on
21MAR. Emphasised that GCC is supportive of local wind farms in principle,
the technical positioning of this latest extension being a primary issue for this
latest expansion. Copies have been sent to MSP and local Councillors.
Drumarnock Wind Farm application has been submitted for 4 turbines on the
far (southern) side of the Gargunnock hills.

6. Internal reports
Finance reports: Account stands at £1,017.78. Handover being finalised as RP
pending the bank to complete the signatory transfer from DB.

7. Residents’ forum
RJ enquired as to ownership of a wall requiring repointing that is connected
to the bridge. RJ is going to check title deeds before engaging with the
Council.
ACTION: DM to email previous owner to see if they are able to confirm
ownership.

8. AOB:
 Community Council Elections
Full details of the process are published on the notice board and will be
(re)published on Facebook. A summary follows:
 At midnight on 14APR the current Community Council is dissolved
 Any resident can apply to be a member of the Community Council.
The deadline for submission is 1600 on 18APR
 A minimum of seven applications is required to constitute a
Community Council
 If more than nine applications then elections conducted through
ballot (29MAY) with results published on 29JUN
CP thanks the outgoing Councillors for all their work over the past few years.
GCC is actively seeking new Community Councillors and encourages any
interested members of our community to apply.
