2) Chairman’s Report – Janet Billett
“Gartmore Community Council exists to support the people and the community of this
wonderful place we all call home.
We must thank all those who help us. Our local councillors, Martin Earl, Elaine
Watterson and Gene Maxwell, for always being there to advise us, attending our
meetings and being available to meet with individuals who might not want to discuss
their issues publicly. Also support from the community in letting us know quickly
about issues that affect Gartmore.
Thanks also to the local Police Officers or their input, reports and guidance.
Also, the members of the GCC who voluntarily give up their time to meet. This is a
huge commitment and very much appreciate by members of this community. As an
elected body, we are impartial and will, when necessary, declare a conflict of interest,
and step aside for that part of the meeting.
Our meetings aim to address any matters affecting the community - planning, road
issues, blocked drains, to name but a few, but also assist members of the community
and advise them where or who to contact. Approved minutes and Agendas are put in
the bus shelter, although sadly there have been reports of them being removed.
The Gartmore Community Council is here to serve all members of the community
and we would encourage people to come to meetings and contact us if we can help
in any way.
We work closely with other organisations in the Village and this year have supported
the work led by Gartmore Community Trust on the Gartmore Community Place Plan.
This plan covers many of the issues regularly raised with us – for example the
congested parking we have in our village.
Also, after the closure of our Village Shop the Community Council hosted a village
wide meeting and in response to this, Gartmore Community Council commissioned
the shop/services project to be delivered by a steering group of Gartmore residents.
The aim of the sub-group is to explore and as appropriate enable the establishment
of alternative arrangements to facilitate the social interaction and well-being of the
village and to deliver a sustainable local service/shop as required by the community.
The Steering group has been meeting regularly throughout the year. Whilst it initially
focused on addressing urgent issues arising from the closure of our shop, it has also
established and co-ordinates the Community café in the Black Bull and is currently in
detailed discussions with the Black Bull Board exploring the potential for further
development of the project.

3) Treasurer’s Report - Wayne Glasse-Davies
This report is focused on Gartmore Community Council income and expenditure
during the tax year to April 5th 2024. No new assets were acquired in this period.
The Stirling Council administration grant of £391 and the minute taker grant of £200
were received on 11th October 2023. The minute taker grant was reduced to £200
because of the underspend from the year 2022-2023. Basic insurance (£89.13) and
asset insurance (11.87) were subtracted at source, leaving £290 for general Council
expenses.
During the fiscal year 2023-2024 £240.00 was spent on minute taker costs. General
Community Council expenses in this fiscal year totalled £282.04, a small shortfall of
just under £8. This amount can be broken down as follows: additional indemnity
insurance £24.24, Village Hall room rental £137.00, travel expenses £19.80, a
donation to the Lady Haig Poppy Fund in lieu of wreath purchase £35.00, and a
payment of £66.00 to Trossachs Search and Rescue for the defibrillator.
The balance of the Gartmore Community Council current account on April 5th 2024
was £1318.07.
Formal accounts have been completed and approved, and will be submitted to
Stirling Council with these Minutes.
