MINUTES OF THE MEETING HELD ON 15 FEBRUARY 2023

Jim welcomed everyone to the hybrid meeting of the Community Council, to those who attended in person and to those who joined online.

 

CC1284 – MINUTES OF MEETING HELD ON 18 JANUARY 2023

The minutes were accepted as a true record of the meeting.

 

CC1285 – MATTERS ARISING

There were no matters arising from the minutes.

 

CC1286 – POLICE MATTERS

As Police Scotland were unable to attend the meeting, Fiona presented the following report:

  • Ongoing enquiries into an offence involving a vehicle which was deliberately set alight and a residential house window which was smashed in the Dumgoyne
  • An item of plant machinery was stolen from the building site at the former Killearn
  • Driver found to be driving without valid insurance and expired vehicle excise licence. A conditional offer of fixed penalty was issued.

CC1287 – KCFC UPDATE

Graeme informed the meeting that KCFC has agreed in principle to support an initiative to provide first aid training classes for parents of children attending Killearn Primary School.

 

CC1288 – BROADBAND

OpenReach has carried out its fibre broadband work at Killearn Primary School. The school is now awaiting SC completing its set up and configuration.

Other Planning Matters

  • Development of Former Killearn Hotel

Ten of the new flats have been sold and four parties have shown an interest in the remaining flats. There have been delays in new residents moving in because Building Control Occupation Certificates require to be issued by SC before occupancy can take place.

  • Development of Site at Former Killearn Hospital CALA is continuing with survey work on the
  • Development at Lampson Road

There is no further information available.

 

Further to communication with SC regarding uploading planning documents on its website, SC replied that it has done same but difficulty is still being experienced by residents trying to find information. It was agreed KCC follow this up with SC. (Action JP)

 

As noted in the planning schedule, a planning enforcement has been submitted

(Ref EN/23/008/UCU) citing “Alleged Change of Use from Shop to Café, Main Street, Killearn G63 9RJ”. Following discussion, Jim informed the meeting that a decision from SC is awaited as to whether planning permission is required. If so, adjoining proprietors will be notified and given the opportunity to object.

 

The meeting was informed that rhododendron bushes have been cut back at Garteneaglis Woods to help with sight lines on Main Street. It was agreed that Cllr Henke obtain further information from SC regarding the ensuing work required at the duck pond and bridge.

 

CC1290 – ROADS AND GENERAL MAINTENANCE REPORT

Fiona presented the following report:

  • Communication is still ongoing with SC regarding the repainting of lines on Balfron Road at West Homes and on Main Street near Kirkhouse Road.
  • Catter Burn Bridge will partially open in mid-April, with overall works on site continuing until May.
  • KCC is still waiting to hear from SC regarding consultation about the 20 mph speed limits within the village.

  • Further to KCC’s request for a grit bin at the public car park opposite Killearn Co-op, the meeting was informed that Housing Services owns the car park. However, as only one of the eight houses behind the car park is owned by Housing Services, it says that it cannot justify the expense to supply and maintain a grit bin for the wider general public. It was agreed that KCC investigate a Community Asset Transfer Request as a possible way forward.                                                                            (Action JP)
  • Apologies have been received from McGills bus company regarding the disruption and unreliability of the X10 bus service. They are working hard to improve the situation short term and advise that new vehicles will be transferred to Balfron Depot early in March which should eradicate the unreliability issues.
  • Work has been carried out to clear culverts but flooding continues to cause difficulties at Glengoyne It was suggested by a local resident that a drain under the road may be blocked and should be investigated.
  • It was agreed KCC contact SC again regarding the broken and damaged road signs left around the village and request they be uplifted. (Action FR)

CC1291 – COUNCILLOR’S REPORT

Cllr Henke informed the meeting of the considerable budget problems faced by SC. £15m requires to be found which means there is a risk that many of the peripheral works carried out by SC will not be done in the future as there will not be funding to cover same.

 

CC1292 – TREASURER’S REPORT

Elizabeth informed the meeting that KCC is currently holding £350 in its account. This is a grant from SC Let’s Get Together Fund to support the Dancing with Parkinson’s classes and activities for residents of Killearn.

 

CC1293 – QUESTION TIME

A member of the public requested that KCC website posts KCC minutes regularly and that The Courier be informed that KCC meetings are now held in Killearn Village Hall, instead of in the Primary School.

 

Frank Deas informed the meeting that the Stirling Pollinator Strategy 2023-2024 was adopted by SC Councillors on 2 February.

 

In addition, a Climate Change Hub WhatsApp group has been set up to promote inter- village benchmarking and collaboration as well as to liaise with SC. Please contact Frank via KCC for more information.

 

CC1294 - CORRESPONDENCE

Fiona reported on correspondence on the following issues:

CC1295 – ANY OTHER BUSINESS

The meeting was informed that an initial Microsoft Teams meeting will take place on Monday 20 February at 6.30 pm to discuss Local Place Plans, covering transport, jobs, housing, planting areas and how the village will go forward in the future.

 

CC1296 – DATE AND VENUE OF NEXT MEETING

The next KCC meeting will be held at 8.00 pm on 15 March 2023 in the Garden Room at the Village Hall. The meeting will be streamed to enable residents to join online if they prefer not to attend the physical meeting.
