MINUTES OF THE MEETING HELD ON 15 NOVEMBER 2023

CC1352 – MINUTES OF MEETING HELD ON 18 OCTOBER 2023

The minutes were voted as a true record of the meeting.

CC1353 – MATTERS ARISING

 CC1341 – Police Matters

Following concern expressed about poor sight lines at the Blane Smithy

roundabout, SC have cut back vegetation to improve the situation.

 CC1347 – Question Time

Thanks were expressed to the contractors currently working at a property on

Station Road for spacing out parked cars to enable safe overtaking.

CC1354 – POLICE MATTERS

PC Graeme McNulty presented the following report:

 Two males attempted to gain entry to two residential properties in the village.

Police are following a positive line of enquiry.

 Victim of fraud coerced into transferring money by someone pretending to be calling from his bank. If similar calls are received, members of the public are advised to terminate the call and contact the bank customer service department to enquire if such calls are genuine.

 

 Reports of persons lamping and hare coursing have been received. This is a wildlife crime and any sightings of persons carrying out such pursuits should be reported to the police.

 

 Road traffic collision on B875 with a vehicle and fallen tree and telegraph pole.

The road was blocked for a period of time but no-one was seriously injured.

PC McNulty informed the meeting that he was moving on to work in the Police Scotland Control Room and Service Centre in Govan, Glasgow. KCC expressed sincere thanks to him for his work in the community and wished him well for the future.

CC1355 – CO-OPTION OF ADDITIONAL COUNCIL MEMBERS

The meeting was informed that two applications had been received to join Killearn Community Council. It was unanimously voted to accept the names of Calum McLean and Susie Henderson as members of KCC.

CC1356 – KCFC UPDATE

Graeme reported on the following:

 Thanks were expressed to all involved in the very successful Fireworks Night event. It was very encouraging to note there were no anti-social behaviour problems reported after the event.

 

 Film night and presentation with Jackie Savery and Nigel Pope of Maramedia to be held in the Village Hall on Sunday 19 November. Tickets will be on sale at the door at £10 each.

 

 The village Christmas tree will be erected on 2 December and Christmas lights switched on at the same time.

 

 Congratulations were expressed to Cycling Killearn for receiving the Silver Cycling Friendly Communities Award from Cycling Scotland for work done in the village to promote cycling in this area.

 

CC1357 – YOUTH REPORT

As Lachlann was unable to attend the meeting, there was no Youth Report.

 

CC1358 – PLANNING AND LOCAL PLACE PLAN

There was nothing to report from this month’s Planning Schedule.

It was noted with disappointment that despite KCC’s objections and concerns, SC has now approved three two-storey houses to be built on the gap site of the former Glenshee Cottage at Boquhan. The Planning Panel has also approved the removal of two very old local trees on the road alongside the site.

A leaflet was distributed to all attending the KCC meeting giving information on a survey for the Local Place Plan. Residents living in or near Killearn are encouraged to participate anonymously in the survey which can be accessed online at http://www.bit.ly/kccplace

CC1359 – ROADS AND GENERAL MAINTENANCE REPORT

With winter coming on, local residents were encouraged to report potholes to KCC or directly to SC. Recent very heavy rains have resulted in flooding in the area, mainly due to fallen leaves and it was agreed KCC contact SC regarding their schedule for clearing

leaves. It was also requested KCC address the drainage problem at the Black Hill crossroads near Boquhan. (Action FR)

CC1360 – CORRESPONDENCE

Fiona highlighted the following correspondence:

 As £13m of savings require to be made, SC are holding open sessions to discuss

“The Big Conversation” to look at possible ways of saving money. A session was held at Balfron on 15 November attended by local residents. An online survey is also being carried out anonymously and members of the public are strongly recommended to participate in same. The survey can be found at

 Public session of NHS Forth Valley’s Annual Review for 2022/23 will take place on Monday 20 November 2023 from 1.00 – 2.00 pm. Attendance can be online or in person at Carseview House, Castle Business Park, Stirling FK9 4SW.

 

 Enquiry regarding ownership of ground at the top of Station Road adjacent to the public toilets has revealed the Health Board own the land.

 

 Pollinator Site to be adopted in Killearn for SC grassland management programme over the next twelve months.

 Killearn Christmas Country Market to be held at the Village Hall on Saturday 2 December 2023.

CC1361 – QUESTION TIME

Frank Deas of Sustainable Killearn, drew the meeting’s attention to increasing awareness of and activism against Gender Based Violence (GBV). A photo call will take place on Tuesday morning 21 November when representatives from local Killearn organisations businesses will team up with Stirling and District Womens’ Aid to demonstratecommitment from the village to prevent and eliminate GBV.

 CC1362 – COUNCILLOR’S REPORT

As no councillor was in attendance, there was no Councillor’s Report.

CC1363 – TREASURER’S REPORT

Andrew reported on expenses of £62.00 during the past month for administration and hall hire costs.

Current balance of funds stands at £1160.47

CC1364– ANY OTHER BUSINES

To mark the 75th birthday of His Majesty King Charles III, The Royal Mint will be giving

away commemorative £5 coins to 75 people who also turn 75 years of age this year. Eligible residents can apply to enter the draw at:

KCC wish to send congratulations to Trossachs Search and Rescue for receiving the Kings Award for Voluntary Service.

It was noted the Notice Board outside the former Outdoor Classroom requires some repairs and maintenance. It was agreed KCC address these. (Action EJ/FR)

CC1365 – DATE AND VENUE OF NEXT MEETING

The next KCC meeting will be held at 8.00 pm on 20 December 2023 in the Garden Room at the Village Hall. The meeting will be streamed to enable residents to join online if they prefer not to attend the physical meeting.

There will be Christmas drinks and nibbles on offer after the next meeting.

The meeting ended at 9.05 pm.
