MINUTES OF THE MEETING HELD ON 18 OCTOBER 2023

CC1339 – MINUTES OF MEETING HELD ON 20 SEPTEMBER 2023

The minutes were voted as a true record of the meeting.

CC1340 – MATTERS ARISING

 CC1328 – Police Matters

PC McCammon confirmed that the cost of equipment for a community speed watch campaign would be £2000. It was agreed KCC contact Drymen, Blanefield and Balfron Community Councils regarding the possibility of sharing the equipment and the cost of same. (Action FR)

 

CC1341 – POLICE MATTERS

PC Matt McCammon presented the following report:

 Woodside Filling Station, previously known as Woodside Garage, was broken into. Although nothing was stolen, items were moved and drawers and cupboards opened. Spray paint was also used on the internal walls. Enquiries are ongoing to trace the suspects.

 Brick thrown at the front living room window of a property on Graham Road, causing the outer pane of glass to smash. No-one was in at the time and enquiries to trace the two suspects are ongoing.

 Dog bite incident reported and referred to the SC dog warden. Members of the public are reminded to keep their dogs under control at all times.

 Vehicle road traffic collision on A81 near Killearn. No-one was hurt.

 Two calls received regarding livestock on the roads.

 House break-in on Lampson Road with intent to steal. Perpetrators were disturbedand no-one was injured. Doorbell camera showed face of person carrying a multitool/knife. Police investigations continue. Residents are reminded to keep both back and front doors locked, especially during hours of darkness.

A member of the public asked about the possibility of using CCTV cameras at entrypoints to the village. It was agreed KCC contact SC regarding this. (Action EJ/FR) PC McCammon informed the meeting that the police are in communication with SC regarding the 20 mph speed limit in the village and the regular breaking of same.

A local resident expressed concern about speeding motor cyclists approaching the roundabout at Blane Smithy. Poor sight lines at the roundabout from the direction of Oakwood Garden Centre were noted, and it was agreed KCC raise this with SC.

CC1342 – KCFC UPDATE

Graeme reported on the following:

 KCFC AGM on Thursday 26 October at 8.00 pm in the Village Hall.

 Fireworks Night to be held on Friday 3 November. Cash collection at event.

 Film Night scheduled for November with Jackie Savery and Nigel Pope of

Maramedia. Date to be notified.

 Seed Funding Programme announced to help ventures with financial support for start-up costs.

 

CC1343 – YOUTH REPORT

As Lachlann was unable to attend the meeting, there was no Youth Report.

CC1344 – PLANNING AND LOCAL PLACE PLAN

There was nothing to report from this month’s Planning Schedule.

As Michael was unable to attend the meeting, Elizabeth reminded the meeting of the Local Place Plan which will feed the Local Development Plan. Further information will shortly be available on participating in the Place Standard Tool Survey either online or by completing a paper copy.

CC1345 – ROADS AND GENERAL MAINTENANCE REPORT

Fiona presented the following report:

 Full footpath works on lower Station Road are scheduled to start in

February/March 2024. Funding will be provided by CALA Homes with SC carrying out the work. Further information is awaited from SC.

 B821 (Cuilts Road) closed at Blanefield from 16 October – 27 October to facilitate

Public Utility works. Emergency service access will be maintained.

 The meeting was informed that the path from Endrick Road to the park is not a path adopted by SC. Consequently SC cannot issue a vegetation clearance order to cut back the trees.

CC1346 – CORRESPONDENCE

Fiona highlighted the following correspondence:

 Anyone interested in joining KCC should complete the necessary application form by Monday 23 October. Please contact KCC for further information.

 Recent heavy rain has caused a sewage spillage in the Cow Field. Scottish Water has been informed and is dealing with the situation.

CC1347 – QUESTION TIME

A member of the public raised the problem of multiple contractors parking opposite a property on Station Road. It was agreed a local resident who is currently working at the property ask that the cars be spaced out to enable safe overtaking.

It was noted that fly tipping is taking place at the Killearn Cemetery cark park. It wasagreed KCC contact SC and request the gates be locked rather than being left open at all times. (Action EJ/FR)

 

The meeting was informed that the Advent Windows Trail will go ahead this year. Thanks were expressed to all those volunteering to take part in this popular event.

CC1348 – COUNCILLOR’S REPORT

As no councillor was in attendance, there was no Councillor’s Report.

CC1349 – TREASURER’S REPORT

Andrew reported on receipt of SC Grant of £879.87 and Bank Interest of £1.68.Expenses for hall hire, admin, annual payment for Information Commissioner’s Office and additional Public Liability Insurance amounted to £149.62.

Current balance of funds stands at £1222.47

CC1350 – ANY OTHER BUSINESS

Frank Deas informed the meeting of £375,000 awarded by the Scottish Government for the Climate Action Club across Falkirk, Clackmannanshire, Stirling and the National Park, excluding Argyll and Bute.

A Recyke-a-Bike workshop https://www.recyke-a-bike.co.uk is being organised by Cycling Killearn on Thursday 19 October at the Village Hall from 10.00 am – 4.00 pm.

 

CC1351 – DATE AND VENUE OF NEXT MEETING

The next KCC meeting will be held at 8.00 pm on 15 November 2023 in the GardenRoom at the Village Hall. The meeting will be streamed to enable residents to join online if they prefer not to attend the physical meeting.
