CC1535 - MINUTES OF MEETING HELD ON 16 April ‘25

CC1536 - MATTERS ARISING
- Wild About Killearn - was a success and well attended. It was aimed towards
engaging the younger generation which worked well and the film evening was also
a success.

CC1537 - POLICE MATTERS
Fiona gave the following Police Report on items relevant to Killearn:
Vandalism
- A vandalism has been recorded after a coping stone was dislodged from a stone
wall. Enquiries are ongoing.
Theft
- A theft has been recorded after a Trailer was stolen from Oakwood Garden Centre.
Unfortunately, there are no further lines of enquiry and this remains undetected.
- A theft has been recorded after a fruit machine was stolen from a campsite.
Road Traffic
- A driver has been reported for Dangerous Driving after they performed a dangerous
overtake at speed at the Junction of A809 Finnich Glen.
- Two drivers were issued with Fixed Penalty notices for exceeding the 30 MPH
speed limit on the B834 Station Road.
- A driver was arrested and charged with failing to provide a specimen of breath for
a roadside breath test, no driving licence and no insurance. They were later
released on undertaking to attend Court on a later date.
- A driver remains untraced after they collided with a BT Openreach Power Cabinet
and failed to stop at the scene and report the matter. Enquiries are ongoing.

Incidents of note
- Calls have been received of suspicious vehicles in the area. Please remain vigilant
and continue to report these.

CC1538 – KCFC UPDATE
Graeme Fraser gave the following update:
- Spring Tea Party
Being held in the Village Hall on Sunday (25th May) as part of the Warm Space initiative.
- Colourful Killearn - Planting
Summer bedding plants have been delivered ahead of planting for the summer
months. Unfortunately some of the bulbs aren't in the best condition but hoping for a
positive outcome.
- Paths
Aggregate has now been put down the water track access between Kirkhouse
Road and Beech Drive. This has been done to improve the wet area on the path
and encourage walkers to use the route.
- Killearn Signage (B834)
The sign is on an angle following works to the footpath. No particular group is
responsible but it is clear that the damage has been done as a result of the
pavement works. {KCC to contact Stirling Council}
- Use of Wood - Oak Tree in the Play Park
It has been suggested that one of the fallen limbs from the Oak Tree could be
used to create a bench for the play park. The wood has been prepared and
milled by Archie Wilson and the bench will be crafted by a local furniture maker.
Funding has been agreed and some of the funds were donated by Doreen
Snadden, maintaining a local connection to the project.
- Flying Fox in the Play Park
No update yet on this being back in action {KCC to contact Stirling Council}
CC1539 – PLANNING AND LOCAL PLACE PLAN
Liz gave the following the following update:

Local Place Plan

The Local Place Plan document is currently being drafted. It incorporates responses from
the various surveys that have been conducted and identifies key emerging themes.
A draft version will be shared over the summer to give community members the opportunity
to review it and provide feedback.
KCC welcomes suggestions on the most effective ways to share the draft to ensure it
reaches as many people as possible prior to its submission.
CC1540 – ROADS AND GENERAL MAINTENANCE REPORT
Fiona shared the following updates:
- Right of Way from Station Road, through Buchanan Views and across the field to
Drumtian Road - feedback has been received from Mairi McIntosh, Access Officer at
Stirling Council as noted: While the route in question is not recorded as a core path
or a claimed right of way, it is clearly a well-used informal route, I can see that it has
been used regularly by local residents to access the core path (9078Ki/10) on
Drumtian Road. In light of this, I have written to the landowner to request that a
crossing point or gate be considered, in order to facilitate continued access and to
help ensure that access to the core path is maintained and used responsibly. I will
keep you updated on any responses or ongoing correspondence
- Road junction at A875/A811 Kepculloch Toll - Following the roadworks in March,
the white lines at this junction have been repainted but there are now new give way
lines at the end of the filter lane turning onto the A875 from the A811. It has been
raised that this may be a risk to road safety. Drivers crossing the carriageway to
turn right on to the A875 would normally expect to wait for any traffic from the
opposite direction to turn left. {KCC have queried this with Stirling Council}
- Repairs to Lunchikin Bridge - The Council is proposing to undertake essential
bridge repair works at the A81/030 Lunchikin Bridge. A Contractor has been
appointed and it is expected that the Contractor will be on site for a period of
between 8-12 weeks . The exact start date will be confirmed once available. The
works will involve a lane closure of the A81 over the structure to enable storage and
access for the works. Masonry repairs will be carried out to the soffit, elevations and
parapets of the bridge and there will be concrete repairs to the river bed on the
downstream/West end of the structure. Access to adjacent lands will be required so
that essential repair works can take place. Notification letters have been issued to
adjacent residents. Fortnightly updates on the progress of the project will be
provided via email.
- B834 Blane Smithy Bridge – concerns from residents have been passed on to
Stirling Council regarding the safety of the priority system. KCC have received
feedback that their network manager will review this and revert back.
- Junction A875 Balfron Road and A834 Station Road - This Order will introduce ‘No
Waiting at Any Time’ restrictions on the A875 Balfron Road / B834 Station Road to
prevent obstructive parking in the vicinity of the traffic island.

Fiona reported on the following correspondence:
- Stirling Sign
An unmissable 27-foot long sign that spells out the Stirling name has been unveiled.
The new artwork is located in the public space directly across from Stirling train
station and is close to the bus station and new active travel networks, meaning it
will be one of the first sights visitors see when they arrive in the city. Pollinatorfriendly
plants and integrated lighting have also been added to make the green
space more attractive, welcoming and safe – and perfect for selfies as people set
off to explore the city’s many attractions.

- Balfron Minibus
Balfron High has secured a brand new minibus for use in the school community
thanks to the support of a local charity making its final donation. The purchase of
the 17-seater vehicle has been funded by the Paul Charitable Trust and features
ramps and lifts for wheelchair users. It will be used for a wide range of events and
activities in the school community.
it was noted that the High School newsletter had outlined that the bus can be used
by the wider community - it was then raised that those looking to use the bus must
have the appropriate licences.
- RSHA - Lampson Road
New Supply Shared Equity Homes The brochure for the 2 x 3-bedroom semi
detached properties RSHA is selling within its Lampson Road development, due for
completion in late summer this year, can now be found on RSHA’s website via this

CC1542 – QUESTION TIME
- Request for information around works at the wood at the bottom Station Road
Confirmed by David Young that this is regular woodland management. The felling
licence can be found on Forestry Scotland.
David Young purchased the wood in 1993 and it has been in management since
then. 2005/2006/2007 2 coups felled and replanted. Coup 1 most westerly was
getting the most light and very successful. From 2007 until now coup 2 was too
small and too shady for the Oak trees planted. Biodiversity needs a different age
structure of trees - to increase life and biodiversity and wildlife, needs sunshine
getting to the ground.
Once cleared more trees will be replanted.
- Park at other end of Killearn Primary
Concern was raised over a few issues:
➢ Dog fouling has got to a point where further intervention is required. There are
bins in place but no signage. Request for signage to be put in place.
➢ Rewilding and Ground Keeping - Stirling Council have stopped cutting the
grass but have not prepared the ground or planted wild flowers. It was raised
that this used to be a play area but due to the long grass children can no
longer run around this area. There is also a large area of collected wood and
branches that is to be cleared at the end of the park

➢ Swings Maintenance - they are used daily but are in need of maintenance;
rusty, dirty and the dip under the seat needs refilled
{KCC to contact Stirling Council}
- Play Park Maintenance
➢ Fence and Gate - Request to get these repaired in order to keep children in
and dogs out - the gate currently doesn't shut properly.
➢ Willow Arches - These have been left and are in need of maintenance/fixing
- BT Digital Voice
Landlines are changing and that the UK’s telephone network is going digital. These
changes will affect everyone who has a landline.
BT is encouraging vulnerable customers or anyone with a query, to contact them
(tel 0330 123 4150) if they have concerns or haven't yet informed BT of their
circumstances.
- Willow Woodland Cemetery
Concerns over the lack of maintenance were raised. The willow needs to be cut and
bent back into place to restore its original shape. {KCC to contact Stirling Council
to confirm who is responsible for this}
CC1543 – COUNCILLOR’S REPORT

CC1544 – TREASURER’S REPORT
Andrew Donaldson presented the following report:

CC1545 – ANY OTHER BUSINESS
The AGM will take place on Wednesday 18th June prior to the KCC meeting. Thank you to
Frank Deas who has agreed to officiate proceedings for the election of officers.
There will be tea and cake at the end for all in attendance, to close the last meeting ahead
of the summer break.
CC1546 – DATE AND VENUE OF NEXT MEETING
The next KCC meeting will be on Wed. 18th June 2025.
The AGM and Killearn Community Council meetings will be held at 7.45 pm / 8 pm
respectively in the Garden Room at the Village Hall.
This meeting ended at 8.55pm.
