Killin Community Council Meeting

4th March 2025 in Lesser McLaren Hall

  1. Aitken welcomed everyone to the meeting.

  1. SSE Presentation – SSE representatives delivered the presentation. The project will

consist of replacing the generators and other equipment. The exterior of the building will be

unaffected. SSE plans to replace one machine at a time, due to functionality and safety.

Work will begin in April 2025, and it is planned to be completed by July 2028. As well as

improving efficiency, it will extend the life of the power station by 40 years. This will lead to

an increase in traffic on the Glenlochay road. SSE will notify the community in advance of

any very large load transits through the village.

  1. Stirling Council report – the Council passed an 8.8% rise in council tax for Stirling. The

new budget has managed to avoid many of the previously proposed cutbacks to services.

However, Stirling will still be in a negative deficit situation going into the next financial year.

C60 Bus update –The first and last bus still not being utilised. The service is still needed

during the day, but yet no resolutions have been made. It has been requested that a light is

fitted to the front of bus to easily identify it. M. Earl raised the matter of where the bus can

reside, if they wish the bus to stay at Killin overnight. This matter was discussed at length

and several options will be explored.

  1. Treasurer’s Report – current report and balance read out. Last transactions recorded as

£100 for minute writer. Nursery donation of £750, proposed by C, Grant and seconded by

  2. Police report – A. Aitken noted nothing major on the report and advised that several

copies were made available for the meeting, and a copy will be held in the village library.

  1. Planning report & Roads report – work is starting on renewing the road markings within

the village. There have been new signs for 20mph zones, but the 40mph zone has not yet

been changed to 30mph. It was also noted by a member of the public that not all signs are

visible on both side of the road, and the signs were changed with no notification.

  1. McRobbie raised the matter of the work being carried out at the ‘wee bake shop’. She

advised the meeting that it was not a listed building, and that no planning report has been

summitted. The matter will be investigated as this building is part of the national park, and it

was felt permission should be sought. The garden room beside the Capercaillie Chalet, next

to the falls of Dochart has been approved by Stirling Council, overruling objections from the

community council.

  1. KAT and other reports –. J. Calder is the new chair of KAT, and she gave an update

regarding recent KAT matters. The new KAT building, Fassifern, is now officially open, and

the opening day was a great success. The heritage exhibition, Tales of Killin, is currently on

display in the vacant shop, though the space is still available to rent. At the Old Mill, the

makers market is now open again for the season. J. Calder also said that KAT may be able to

organise a funding workshop for local groups and organisations. More on this to follow.

Funding still being sought for the pump track The Pavilion lease is currently in the process

of being signed, and will be for 20 years. Once finalised, the sports and pavilion committee

will be able to apply for necessary funding to implement necessary improvements. The

National Park will be holding an event on the 16 March at the Pavilion. This will include

cycling activities, and will allow residents to visit the Bike Doctor for advice and help. The

Youth club will be running a coffee and cake table at the event.

  1. Primary School The primary school head teacher updated the meeting on work that

that has recently been carried out at the school. Improvements have been made to the

front of the school, fences and the opening at the school gates, all mostly due to safety

concerns for the school children. There were concerns about the safety of the school

crossing and a request has been submitted for a traffic officer to come and review the

situation.

This year is the 65th anniversary for Killin primary school, and the school will be holding an

event on the 15th of June. Plans are currently in motion for this event and it will be open to

all members of the community.

The Breakfast Club has now been launched, having received a cheque for £250 from the

Coop as initial funding, and 50% of families have signed up. Startup Stirling have also

donated items to help. Funding is not currently available from Stirling Council and the

school is looking for long term funding to keep the project running. M. Earl said he would

assist where he could. The Nursery’s stay and play programme is working well, and is for

10-12 children of the age range 0-2 yrs.

  2. McRobbie informed the meeting that a grant from SSE for a new, permanent, all-weather

footpath from the Station Road car park to the head of Loch Tay has been awarded. The SSE

grant is for £100,000, and leaves only some funding still to be found.

The overgrown ‘hedge’ at the caravan park is a continuing problem for local residents and

an eyesore for the village. The recent storms have made some of the trees unsafe, with

several broken branches lying on the roadway. It was noted that debris falling on the road

should be of concern to Stirling Council. A member of the public highlighted that this issue

needs to be addressed prior to the birds nesting. It was also noted that the verge in the

summer cannot be easily cut, and protruding foliage also obscures some road signage.

Storm Eowyn – C. Grant thanked the members of the Resilience Team and other members

of the public for their help in clearing the Ardeonaig Road of storm debris and for the help

they provided to residents of Dochart Road after the storm disrupted power supplies to that

end of the village. A. Aitken suggested that the Resilience Plan should be updated. C. Grant

to lead on this.
