MINUTE OF MEETING HELD ON 12 DECEMBER 2022 AT 7.30PM BY VIDEO CONFERENCE

 

 

Participants : Alison McAlpine (Chair), Tony Farrant, Michelle Ashford, Jim McGroarty, Dougie Morrison and Ken Russell.

In attendance : Councillor Elaine Watterson; Neil Fergusson (Community Development Officer); David Clark (Minute Secretary).

Apologies for absence : David Harding, Sue Harvey.

1 Minute

The minute of the meeting of 14 November 2022 was approved – proposed by Jim McGroarty, seconded by Tony Farrant.

2 Matters arising

a) 4 - Muir Hall : Councillor Gene Maxwell had established that it was currently unavailable for use as it is being used for Stirling Observer's Christmas Appeal but should be available thereafter.

b) 6a – Deanston bus stop : this matter has been passed to Community Action for Deanston to progress.

c) 8a – missing street sign at North Lea : this has been passed to Stepen Bly, Stirling Council, to deal with.

d) 19a – Storage at Moray Park : nothing further to report.

e) 19b – War Memorial garden : a proposal to grass over the remaining flower bed and provide planters was approved.

f) 19c – Safety issue : it was noted that the Community Council did not have a locus in this matter and that it was deemed to be a matter to be resolved between neighbours.

g) 6b – leaves on pavements : it was noted that this was no longer an issue.

3 Police Report

for period 15 November – 9 December 2022 compiled by Constable Donald King

a) Antisocial Behaviour - there have been a couple of incidents of youths presenting fake driving licences at local shops in the Doune area in an effort to purchase cigarettes. To do this is a crime and to date one youth has been traced, charged and referred to relevant agencies for youth diversion.

b) Road Safety - on 21/11/22 officers attended a one-vehicle road traffic collision in the Doune area with a vehicle having left the road. The driver was found to be over 6 times the legal limit. The driver was arrested and charged with drink driving.

c) Theft – no incidents reported

 

4 Councillor's Report

Councillor Elaine Maxwell reported that at the full meeting of Stirling Council on 8 December, on the matter of pedestrian access to and from Deanston across Teith Bridge it was agreed to invite Transport Scotland to conduct a feasibility study, in consultation with interested parties.

Councillor Watterson agreed to pursue the question of road speed limits on the A84 in association with the feasibility study.

5 Kilmadock Development Trust Community Development Officer

Neil Fergusson reported as follows :

a) Community Plan – there had been a good response to the various workshops with 120 attending in total. Responses were available to view in the Information Centre and further feedback is invited.

The survey in connection with the closure of the Deanston Posat Office and shop produced a 15% response which has still to be analysed.

b) Gym equipment – approval has now been given to place the order for gym equipment. There is no timescale available other than the money must be spent by 31 March 2023.

c) Air Quality Project – data has been collected and results are awaited although these are not likely to be available until the summer of 2023.

6 Chair's Report

Alison McAlpine reported as follows :

a) Christmas lights – letters had been sent out to homes and businesses involved asking if they wished to be reimbursed for electricity used. Most appeared content not to seek reimbursement.

b) Membership of Community Council – while the process for co-option of new members awaits confirmation it was agreed to advertise for applications by notices and social media, with a closing date of 16 January 2023

c) Planning issues – on the matter of the new Chinese restaurant it was confirmed that there were no planning issues as it was deemed that there was no change of use from the previous business.

7 Treasurer's Report

The Treasurer, Jim McGroarty reported that the Kilmadock Community Council Bank Account balance at 12 December 2022 was £2,654.34.

There has been an overspend on the Moray Park toilets and a further application to the Windfarm Trust has been made to access funds allocated for this purpose.

8 Secretary's Report

Michelle Ashford had no matters to report other than various emails already circulated to members.

9 Planning

Dougie Morrison indicated that the only matter relating to Doune and Deanston was for some minor internal alterations to the Stables Cottage at Argaty.

 

10 Rural Tourism Infrastructure Fund

Tony Farrant reported as follows :

a) Moray Park Toilets - the toilets will be closed on 25 & 26 December and 1 &2 January Notices will be displayed. The work on the drains is expected to be carried out before Christmas subject to the weather and should only be closed for a day. Confirmation of date will follow. There was another instance of one toilet being deliberately blocked on 2 December.

b) Green Shed site - Transport Development and Roads team at Stirling Council are working on the final detail but no start date has yet been given. They are aware of the need to complete by 31 March and will be prioritising the project in the programme.

c) Christmas trees have been delivered to Doune and Deanston and Muir Estates have been thanked.

d) Defibrillator – the electrician is planning to install the defibrillator in the former telephone box this week. The Woodside Hotel has agreed to house another defibrillator but installation will be delayed because of electrical supply issues in the relevant part of the building.

11 Kilmadock Development Trust – Ken Russell reported on a successful open evening in the Information Centre in association with the Christmas Fair on 9 December.

12 Roads – Michelle Ashford reported on a number of road drains requiring attention and lights missing at the crossing on the A84. It was agreed that she would contact the relevant authorities. (Action – Michelle Ashford).

13 Doune Ponds and Commonty Walk

Tony Farrant indicated that the Fairy Trail will open on 17 December between 3.00 and 4.00pm and will run until 1 January.

14 Christmas trees and lights

Dougie Morrison and his team were thanked for their hard work in erecting the new lights. There had been many favourable comments from the community. It was agreed to consider a switch-on event for next year.

15 Forestry – there were no significant developments reported.

16 Other business

a) Community Resilience – it was noted that there had been no progress since the agreement to set-up such a scheme after Storm Arwen in November 2021. It was agreed this might be a role to be taken up by a new co-opted member when appointed.

It was also agreed to request more grit boxes for community use, for example in the Moray Park area. (Action – Michelle Ashford)

b) Queen's Jubilee – Tony Farrant asked if there had been any feedback from the Queen's Jubilee Trail activities. Michelle Ashford agreed to make enquiries. (Action – Michelle Ashford)

c) Climate Action Network – it was agreed to invite Neil Fergusson to progress this matter.

 

d) Warm Spaces – Ken Russell raised the possibility of setting up a Warm Space facility for the use of members of the public, under a scheme funded my Stirling Council. It was agreed to consult Rev Colin Renwick who was running a Warm Space in Dunblane and who is now the parish minister for Kilmadock with a view to the Church of Scotland building being made available and a facility being run by the churches in Doune. (Action – David Clark)

 

17 Next meeting

It was agreed that the next meeting would be held on Zoom on Monday 9 January 2023 at 7.30pm.
